About this opportunity

The Federal Bureau of Prisons is seeking information through a Request for Information (RFI) regarding the procurement of tablet devices for inmate use across its facilities nationwide. The Department of Justice Bureau of Prisons anticipates deploying approximately 150,000 tablets to inmates housed in 115+ institutions located in the continental United States, Hawaii, and Puerto Rico. Key requirements include providing a secure, standardized tablet solution with comprehensive network infrastructure (Wi-Fi and Ethernet connectivity), subscription-based content services, controlled communication capabilities, telehealth and legal visit support, educational resources, and role-based access controls with strong administrative oversight. The solution must comply with federal security standards including FISMA, FedRAMP, OPCL, NARA, and Section 508 accessibility requirements, and must incorporate AI-enabled analytics for operational intelligence gathering. Interested vendors should submit RFI responses electronically in single-spaced, 12-point Times New Roman font to tbrayfield@bop.gov and rwynne@bop.gov by December 10, 2025, with responses focusing on technical capabilities rather than marketing materials.

This pre-solicitation notice contains no set-aside designations and does not identify any current contractors or incumbents. The RFI is explicitly designated as market research and information gathering; the FBOP has not yet announced award values or budget ranges, though all vendor submissions will become government property and may inform a subsequent Request for Quotation (RFQ) or Request for Proposal (RFP). Vendors should address specific questions regarding cost structures, revenue sharing models, implementation timelines, comprehensive solution capabilities, and prior experience with similar large-scale initiatives in their responses. The scale of this initiative—serving 150,000 inmates across multiple institutions—represents a significant deployment requiring vendors with substantial enterprise-level experience and infrastructure capabilities. While this RFI does not constitute a formal solicitation, interested contractors should prioritize responding to this opportunity to establish themselves as potential bidders for the anticipated formal solicitation.
