About this opportunity
The Department of the Navy Naval Supply Systems Command seeks engineering support services for the Forward Deployed Regional Maintenance Center under the SeaPort NxG contract vehicle, with offers due October 23 and restricted to active SeaPort contract holders only. The Government intends to award a Cost Plus Fixed Fee task order.
Place of performance includes Manama (Bahrain), Naples (Italy), and Rota (Spain), with potential global deployment as needed. The base performance period runs from March 1, 2027 through February 28, 2028, with four one-year options and one six-month option extending through August 31, 2032. The base year effort is 14,784 direct labor hours, increasing to 19,008 hours in option years 2–4, plus estimated Other Direct Costs ranging from $111,600 (base) to $127,447 (Option 4).
The contractor must provide Full-Time Equivalent personnel across multiple engineering and production control labor categories: Engineering Technicians (Mechanical Auxiliary, Hydraulics, Marine Gas Turbine), Combat Systems Technicians (SPY and CANES), Production Controllers (D-level, IMA, Dive Planners), and METCAL Program Technicians. All contractor personnel require Common Access Cards and HSPD-12 security vetting; Secret clearances are required for most roles, with Top Secret for CANES and Afloat Network positions. Personnel must hold current facilities clearance and meet specific technical experience requirements detailed in the Performance Work Statement.
Proposals are due in four volumes: contract documentation and security clearance information; technical approach (65-page limit); past performance (12-page limit); and detailed cost proposals with supporting spreadsheets. The Government will conduct two-phase evaluation: Phase 1 assesses facilities clearance and essential services compliance (acceptable/unacceptable); Phase 2 evaluates technical approach, management, personnel, transition planning, past performance, and cost realism, with technical factors weighted more heavily than cost. NAICS code is 541330, Engineering Services; PSC is R425, Support–Professional: Engineering/Technical.
