About this file

This is a Request for Quote (RFQ) for FDRMC (Forward Deployed Regional Maintenance Center) Engineering Support Services issued by the Naval Regional Contracting Center, Naples, Italy. The solicitation number is N6817126RN005, with an issue date of 18 September 2026 and offer due date of 23 October 2026 at 12:00 PM.

The Government seeks to award a Cost-Plus Fixed Fee (CPFF) task order for on-site technical support services at FDRMC locations in Manama (Bahrain), Naples (Italy), and Rota (Spain), with potential global deployment as needed. The base period runs from 1 March 2027 to 28 February 2028, with four one-year options and one six-month option extending through 31 August 2032. The estimated base year effort is 14,784 direct labor hours, increasing to 19,008 hours in option years 2–4, plus estimated Other Direct Costs (ODCs) ranging from $111,600 (base) to $127,447 (Option 4). The contractor must provide Full-Time Equivalent personnel across multiple engineering and production control labor categories including Engineering Technicians (Mechanical Auxiliary/Hydraulics/Marine Gas Turbine), Combat Systems Technicians (SPY/CANES), Production Controllers (D-level/IMA/Dive Planners), and METCAL Program Technicians. Personnel must hold Secret clearances (Top Secret for CANES/Afloat Network roles), possess current facilities clearance, and meet specific technical experience requirements detailed in the Performance Work Statement. All contractor personnel require Common Access Cards and security vetting per HSPD-12 standards. Proposals must be submitted in four volumes addressing contract documentation/security clearance, technical approach (65-page limit), past performance (12-page limit), and detailed cost proposals with supporting spreadsheets. The Government will conduct a two-phase evaluation, with Phase 1 assessing facilities clearance and essential services compliance on an acceptable/unacceptable basis, and Phase 2 evaluating technical approach, management, personnel, transition planning, past performance, and cost realism, with technical factors weighted more heavily than cost.

(d) The number of man-hours expended per month may fluctuate in the pursuit of performance of the performance work statement, provided that such fluctuation does not exceed the total man-hours of effort prior to the expiration of the task order. The number of man-hours for any labor category may be utilized by the contractor for any other labor category if necessary in performance of the task order, upon COR approval.

(e) The contractor shall not be obligated to continue performance beyond the Estimated Total Hours, except that the Contracting Officer may require the contractor to continue performance in excess of the Estimated Total Hours until the total estimated cost has been expended.
