About this opportunity

The U.S. Army Materiel Command Army Contracting Command is seeking a contractor to provide Family Advocacy Program (FAP) Victim Advocacy Program (VAP) and Emergency Placement Care (EPC) Support Services across multiple Army installations in Germany, Italy, and Belgium. The primary objective is to support the prevention and education of domestic violence and juvenile problematic sexual behavior, with requirements for 24/7 victim advocacy response and emergency placement care coordination. The contract mandates maintaining a minimum of 16 full-time positions, including 13 victim advocates deployed across OCONUS locations, with specific performance requirements such as conducting 40 training classes annually and maintaining no more than 30 active cases per advocate. Evaluation criteria will include technical approach (phase-in plan and management/staffing plan), past performance, and price, with technical and past performance being approximately equal to price. The solicitation was originally released on December 18, 2024, with multiple amendments extending the proposal due date, with the final response deadline set for April 30, 2025.

The contract is an unrestricted competition with no specific set-aside designation, using NAICS code 624190 and a size standard of $16.5M. The contract includes a two-month phase-in period, a 12-month base period, and four potential 12-month option periods, with performance locations spanning multiple U.S. Army garrisons in Germany, Italy, and Belgium. Past performance references must demonstrate experience with contracts valued at $800,000 or more annually, providing OCONUS victim advocacy services at five or more installations simultaneously. Contractors must provide comprehensive services including crisis intervention, safety planning, risk assessment, and coordination with military and civilian agencies, with a minimum staffing requirement of 16 full-time equivalent positions. Travel and relocation costs must be included in the composite contract price, with an estimated annual travel budget of approximately 4,034 miles for all staff and 3,276 miles for local victim advocate travel. The government will provide office workspace, standard supplies, equipment, and utilities to support contract performance.
