About this opportunity

Fermi National Accelerator Laboratory (Fermilab), managed by Fermi Forward Discovery Group, LLC on behalf of the Department of Energy, seeks design, manufacture, testing, and delivery of 500 Booster GMPS Power Supply Girder Resonant Capacitors for the Proton Improvement Plan II project, with proposals due August 28, 2026 at 2:00 p.m. CDT and questions due August 21 at 2:00 p.m. CDT. The procurement is unrestricted with no set-aside.

Place of performance is Batavia, Illinois. Delivery is DAP (Incoterms 2020); the subcontractor bears all shipping and export costs, while Fermilab handles customs clearance and import duties. NAICS code is 335999, PSC 5910 (Capacitors), with a small business size standard of 750 employees. A small business subcontracting plan compliant with FAR 52.219-9 is mandated if the awardee exceeds $750,000 and is not itself a small business.

Fermilab intends to award two separate subcontracts—one for 250 capacitors and another to a different supplier for 250 capacitors. Each awardee must deliver a First Article of 10 capacitors for approval before production commences. Pricing is firm-fixed-price in USD with no escalation allowances. A one-time incentive payment of $50,000 USD applies to each awardee whose initial production shipment arrives by August 31, 2027; liquidated damages of $10,000 USD per week apply for failures to meet the September 30, 2027 deadline.

Technical proposals must demonstrate capability to design and manufacture capacitors meeting Technical Specification 0323-ES-282493 REV A, including relevant experience with similar high-voltage, high-energy capacitors (>1 kVrms, >1 kJ) within the last ten years, quality assurance and testing capabilities, and at least three comparable contracts completed within the past decade. Offerors must identify any assumptions or exceptions; exceptions may result in proposal disqualification. This is a best-value trade-off source selection where non-cost factors are significantly more important than cost. Recent amendments on August 18 and 19 reduced quantity from 700 to 500 units and removed all spares, and clarified terminal thread options, case dimensions, and material acceptability for terminal collars including PEEK polymers.

Notice text

Fermi National Accelerator Laboratory (Fermilab or FNAL), managed and operated by Fermi Forward Discovery Group, LLC (FFDG) under a prime contract with the U.S. Department of Energy (DOE), is seeking to subcontract for work aligned with its mission objectives.
The Proton Improvement Plan II (PIP-II) project is an essential upgrade to Fermilab’s accelerator complex to enable the world’s most intense high-energy beam of neutrinos for the international Deep Underground Neutrino Experiment at LBNF and a broad physics program, powering discoveries for many decades to come. In support of this project, FNAL requires the design, manufacture, testing, documentation, and delivery of Booster GMPS Power Supply Girder Resonant Capacitors in accordance with the requirements of this specification, as identified herein.
