About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey and request for information to assess vendor capabilities for a follow-on Indefinite Delivery/Indefinite Quantity contract for the procurement and life cycle support of Uninterruptible Power Systems (UPS) III, with responses due May 26, 2026 at 2:00 PM CST.

No set-aside is anticipated. The FAA is determining whether adequate competition exists to potentially set aside the procurement among small businesses; acquisition strategy remains undetermined. NAICS 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) applies, with a small business size standard of 600 employees.

Place of performance includes both continental United States (CONUS) and outside continental United States (OCONUS). The requirement encompasses static UPS units ranging from 10 kilovolt-amperes to 550 kilovolt-amperes with dual inputs, static bypass, inverters/converters, and battery systems utilizing Valve Regulated Lead Acid (VRLA), Vented Lead Acid (VLA), or Lithium-ion technologies. The anticipated contract structure includes a two-year base period and four two-year option periods, for a total anticipated duration of ten years subject to FAA discretion.

Technical deliverables encompass program management, integrated logistics support with a dedicated warehouse (minimum 2,500 square feet), 24/7 technical support with 4-hour response times, factory and on-site training meeting FAA-STD-028C standards, configuration management, SCADA monitoring systems, and compliance with FISMA, FedRAMP, and NIST cybersecurity standards per Section J, Attachment J.05. All personnel and subcontractors must comply with mandatory cybersecurity requirements including role-based access control, multifactor authentication per HSPD-12, encryption per FIPS 140 standards, and zero trust architecture per NIST SP 800-207.

Interested vendors must submit responses including a capability statement form (maximum 30 pages), company information, CAGE code, and Unique Entity ID. Questions must be submitted by April 25, 2026. This survey is informational only and does not constitute a binding commitment to issue a solicitation.
