About this file

This is a specification document for an Uninterruptible Power Supply (UPS) Synchronization System that the FAA intends to procure as part of a broader UPS III and Life Cycle Support initiative. The specification details requirements for supply and installation of a complete COTS UPS SYNC system capable of synchronizing output power between multiple power path UPS systems during all modes of operation. Key functional requirements include maintaining phase angle synchronization within 10 degrees maximum between UPS outputs, providing selectivity for SYNC source selection with indicators, enabling/disabling SYNC control, and annunciating trouble conditions locally and remotely to the building SCADA system. The system must be powered from UPS bus voltages and include disconnection means with lockout capability for all interconnections exceeding 50Vac or 50Vdc. The enclosure must accommodate both free-standing and wall-mounted installation options.

The contractor must supply all equipment as commercial-off-the-shelf products with proven history and comprehensive documentation, with the FAA retaining rights to reproduce all written materials including operation and maintenance manuals, training materials, shop drawings, and software code. All equipment must comply with current standards including IBC 2024 seismic requirements (Design Category E, Site Class D Soils, Risk Category RC III), ANSI, NEC, UL, IEEE, and NEMA standards. The contractor must provide factory testing demonstrating synchronization maintenance within 12 degrees during all modes and full system performance verification, plus field startup and commissioning services by a factory-trained manufacturer's representative. Complete system documentation in Word and AutoCAD formats (or PDF) is required, including system overview, component bulletins, electrical drawings, and operating manuals with detailed wiring and electrical characteristics. Ongoing maintenance service and helpline support are specified in the related Statement of Work.

SECTION J, ATTACHMENT J.01A

UPS SYNC SYSTEM SPECIFICATION

PART 1 GENERAL

1.1 RELATED DOCUMENTS

General provisions of the Contract apply to this specification.

1.2 SUMMARY

This is an Uninterruptible Power Supply (UPS) Synchronization (SYNC) system. This section includes the supply and installation of a complete UPS SYNC System as described in the specification.

1.2.1 CUSTOM PRODUCTS

Custom products are not acceptable. Products under this contract must be commercial-of-the-shelf (COTS) with a proven history and backed up with solid documentation.

1.2.2 WRITTEN MATERIAL

All written material including electronic documents must not be copyrighted or require the FAA to obtain special permission for reproduction for any purpose. This must include, but not be limited to, operation and maintenance manuals, training material, shop drawing, as-builts, software/ programmable logic controller (plc) code and documentation. The FAA must have the right to reproduce this information, as well as incorporate into their internal training programs and documents.

1.3 STANDARDS

All equipment, material, work and testing supplied must be in accordance with the latest edition and amendments of all applicable standards, codes, laws and regulations listed below:

a. American National Standards Institute (ANSI)

b. National Electrical Code (NEC)

c. Underwriters' Laboratories, Inc. (UL)

d. Institute of Electrical and Electronics Engineers (IEEE)

e. National Electrical Manufacturers' Association (NEMA)

f. Federal, State and local codes and laws.

1.3.1 SEISMIC REQUIREMENTS

All equipment furnished must be in accordance with The International Building Code 2024 (IBC 2024) must be the seismic design standard using the following design parameters:

· Seismic Design Category E

· Site Class D Soils

· Building Risk Category RC III

1.4 OPERATING AND MAINTENANCE INSTRUCTIONS

The Contractor must furnish operating and maintenance instructions for the SYNC equipment.

1.4.1 DESCRIPTION OF OPERATION AND MAINTENANCE

The instructions must provide detailed descriptions of the operation and maintenance of the equipment or device, software, manufacturer's literature, detailed wiring diagrams, device internal wiring diagrams, electrical characteristics and descriptive literature must be included. One electronic copy of the approved documents, with text in Word for Windows format and Drawings in AutoCAD, must be delivered to the Owner or files can be delivered in Adobe Acrobat format. In addition, the systems operation manual must include the following information:

a. A system description overview

b. Descriptive bulletins and/or sales aids covering each of the components in the system.

c. Manuals for all products used in the system.

d. Electrical drawings for system interface with UPS(s) and remaining system interconnects.

1.5 MAINTENANCE SERVICE

SYNC helpline and on-site service calls specified in Statement-of-Work Section C.4.6.6.

PART 2 PRODUCTS

2.1 MANUFACTURERS

Individual components can be from different sources, integrated package and support for the SYNC must be from the single vendor supplying the UPS.

2.1.1 EQUIPMENT

Each vendor may have different equipment configurations to accomplish the UPS SYNC system.

2.2 SYNC SYSTEM OVERVIEW

SYNC system functions:

a. Provide output power synchronization between multiple power path UPS system outputs during all system modes of UPS operation.

b. At least one power path UPS system will retain the ability to transfer to bypass when bypass is available.

c. Indicator when SYNC system is actively controlling UPS output

d. Selectivity of which power path UPS system is the SYNC source with an indicator showing SYNC source selected.

e. Enable/disable of SYNC system control with indicator.

f. Limit the output of power path UPS systems phase angle to a maximum 10 Degrees

g. Annunciate trouble condition locally and remotely to building SCADA system

h. All interconnections exceeding 50Vac or 50Vdc to and from sync system must have disconnection means with lock out ability for maintenance.

i. Enclosure must have options to install as free standing or wall mounted.

2.2.2 INPUT POWER

The SYNC system must be powered from the UPS bus voltages for the SYNC systems control/logic power.
