About this opportunity

The Department of the Air Force, 78th Civil Engineer Group at Robins Air Force Base, Georgia, is issuing a Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID) umbrella framework to solicit industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to restore, modernize, and sustain critical airfield infrastructure, with Solution Briefs due October 30, 2026.

The Government seeks commercially viable, schedule-credible solutions addressing deteriorated runway and taxiway pavement, runway-overrun areas, drainage infrastructure, storm-drain disposal, pavement marking, and associated airfield work necessary to maintain safe, reliable, mission-ready aircraft operations. The integrated approach must accommodate phased execution while minimizing disruption to active flight operations and controlling construction, safety, environmental, and schedule risks. Estimated construction magnitude is $58 million to $108 million, with work phased across 450 calendar days of construction requiring 24/7 operations during Phase 3; the contractor must mobilize within 90 days of Notice to Proceed and achieve final closeout within 1,120 calendar days.

The Government will conduct a two-step Best-Value selection: Step 1 evaluates written Solution Briefs on past relevant construction experience (minimum 5 years on comparable Government runway and taxiway projects), team composition and organization, and construction execution and phasing approach, with price not evaluated; Step 2 invites short-listed firms to interactive Pitch Presentations and price proposals evaluated on constructability review, collaborative execution, and financial capacity. The contract includes a mandatory base line item for runway slab and shoulder replacement plus optional line items for south overrun replacement, Taxiway C repair, and drainage corrections. This is not an invitation for bids or RFP; any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. 2808a. Attached specifications address site requirements, drainage system design, stormwater pollution prevention, pavement condition ratings, and per- and polyfluoroalkyl substances (PFAS) contamination management requiring contractor coordination with environmental remediation personnel and compliance with hazardous waste operations protocols.

Notice text

The Department of the Air Force, 78th Civil Engineer Group, Robins Air Force Base, Georgia, is issuing this Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID) umbrella framework and pursuant to 10 U.S.C. § 2808a.

The Government seeks industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base. The requirement includes airfield pavement, runway-overrun, taxiway, drainage, pavement marking, and associated supporting work necessary to improve safe, reliable, and mission-ready aircraft operations.

This Special Notice is not an invitation for bids, a request for proposals under the Federal Acquisition Regulation, nor a commitment by the Government to make an award. Any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. § 2808a.

Purpose

The purpose of this Area of Interest is to obtain commercially viable, safe, and schedule-credible solutions to restore and sustain airfield infrastructure supporting safe aircraft movement, installation readiness, and continued mission operations at Robins Air Force Base, Georgia.

The Government requires an integrated approach to address deteriorated pavement, runway overrun, taxiway, drainage, storm-drain-disposal, pavement-marking, and related airfield infrastructure conditions. The selected approach must provide a practical path to execute the work while minimizing disruption to aircraft operations and controlling construction, safety, environmental, and schedule risks.

Project Background and Existing Conditions

The current runway and taxiway infrastructure exhibit deterioration, including cracking, displacement, rutting, and other pavement deficiencies that affect long-term serviceability and air-field-operational reliability.

Drainage infrastructure near the south end of the runway is overgrown and requires adjustment or corrective work to improve drainage performance and reduce the risk of continued pavement or operational impacts.

The work area is congested and affected by ongoing airfield operations, access restrictions, construction staging limitations, and mission requirements. The runway and taxiway may remain in full or partial operation depending on the approved phase of work.

Project Areas

  1. UHHZ210404: Runway 3901 Pavement and Shoulders

The Government requires a solution to address deficiencies associated with Runway 3901 pavement slabs, shoulders, pavement condition, and associated maintenance and marking requirements. The desired end state is a safe, serviceable runway with restored pavement integrity, shoulders, markings, and supporting features necessary for continued airfield operations.

  1.  UHHZ210404: South Runway Overrun

The Government requires a solution to replace or restore the south runway overrun and associated infrastructure necessary to support safe runway operations. Respondents shall address proposed sequencing, access, staging, safety controls, airfield coordination, and methods for reducing operational disruption.

  1.  UHHZ210404: South Overrun Contingency Work

The Government may include additional south-overrun work as a contingent requirement. Respondents shall identify assumptions, cost and schedule impacts, technical dependencies, and proposed activation conditions associated with any contingent work. The Government will determine whether this work is included in the final OTA scope, separately negotiated, or otherwise addressed during Phase 3.

  1.  UHHZ150412: Taxiway C, Facility 3931

The Government requires a solution to repair Taxiway C, Facility 3931, and restore safe, reliable aircraft ground-movement capability. The proposed approach should address pavement condition, phasing, aircraft-operational coordination, quality control, inspection, testing, and turnover requirements.

  1.  UHHZ160138: Drainage and Storm-Drain Disposal, Facility 8700

The Government requires a solution to correct drainage and storm-drain-disposal deficiencies at Facility 8700. The proposed approach should address existing drainage conditions, water management, constructability, site access, protection of adjacent infrastructure, environmental controls, and integration with related pavement and airfield work.

OTA & RAPID Framework Approach

This project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. In accordance with the RAPID framework, this project utilizes a Build-Only execution approach under the standalone statutory authority of 10 U.S.C. § 2808a. Because the Government has provided a 100% completed design package and/or specific phasing and repair requirements, this project does not contain a collaborative design-builder phase. Instead, it transitions directly to rapid construction execution under an OTA structure to bypass administrative procurement lag.
