About this file
This is a Statement of Objective (SOO) for a Build-Only construction project executed under Other Transactional Authority (OTA) at Robins Air Force Base, Georgia, dated September 11, 2026.
The project objective is to repair the Runway, Taxiway C, and drainage system at Robins AFB using a 100% Government-furnished design. The Government will utilize a two-step Best-Value selection process: Step 1 evaluates written Solution Briefs on Past Relevant Construction Experience (minimum 5 years on comparable Government runway/taxiway projects), Team Composition and Organization, and Construction Execution and Phasing Approach, with price not evaluated; Step 2 invites short-listed firms to interactive Pitch Presentations and requires submission of Price Proposals, evaluated on Constructability Review and Risk Management, Collaborative Execution and Problem-Solving, and Financial Capacity and Bonding. The estimated construction magnitude is $58M to $108M. The scope includes CLIN 0001 (remove/replace 300 runway slabs, chevrons, shoulders, and drainage infrastructure); Option CLIN 0002 (mill and replace south overrun with 16-inch concrete); Option CLIN 0003 (repair Taxiway C); and Option CLIN 0004 (drainage corrections). Work is phased across 450 calendar days of construction across three phases plus 60-day Phase 3 requiring 24/7 operations. The contractor must mobilize within 90 days of Notice to Proceed, complete construction within 1,090 calendar days, and achieve final closeout within 1,120 calendar days. Performance metrics include schedule adherence, firm-fixed-price budget compliance, zero safety incidents, zero environmental violations, and delivery of complete closeout documentation including as-built drawings and O&M manuals. The project requires full-time site superintendent presence, Health and Safety Plan compliance, environmental permits (including Georgia air quality permits for asphalt batch plant), hazardous materials abatement, and coordination with ongoing airfield operations.

STATEMENT OF OBJECTIVE
01005 - 1 of 12
11 SEPTEMBER 2026
1. PURPOSE AND BACKGROUND
1.1. Objective: The objective of this project is to provide all labor, material, plant, equipment, supplies, and coordination required to execute the repair of the Runway, Taxiway C and a drainage system at Robins AFB, GA, utilizing a 100% Government-furnished design.
1.2. Background: The current runway and taxiway are deteriorating causing cracking, displacements, and ruts. The drainage located near the south of the runway is currently overgrown and needs to be adjusted. The work area is congested and impacted by various airfield operations. The runway and taxiway will remain in full or partial operation depending on in the phase of the project. Refer to the phasing plan for more details
1.3. OTA & RAPID Framework Approach: This project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. In accordance with the RAPID framework, this project utilizes a Build-Only execution approach under the standalone statutory authority of 10 U.S.C. § 2808a.
Because the Government has provided a 100% completed design package and/or specific phasing and repair requirements, this project does not contain a collaborative design-builder phase. Instead, it transitions directly to rapid construction execution under a OTA structure to bypass administrative procurement lag
2. EVALUATION AND SELECTION CRITERIA
2.1. Overview
The Government will utilize a two-step, Best-Value selection process mapped to the RAPID framework to select the Company. The evaluation process consists of:
• Step 1 RAPID Phase 1 Equivalent Evaluation of written Solution Brief to establish a short-list of the most highly qualified firms. Price is not evaluated in Step 1.
• Step 2 RAPID Phases 2 & 3 Equivalent Interactive Pitch Presentations/Interviews and evaluation of the Price Proposal (short-listed teams only) to determine the final best-value selection.
2.2. Step 1: Statement of Qualifications (SOQ) Evaluation Factors
