About this file
This is an Erosion, Sedimentation, and Pollution Control Plan (ESPCP) template for construction projects at Robins Air Force Base in Houston County, Georgia, designed to comply with General Permit No. GAR10000 under the National Pollutant Discharge Elimination System (NPDES) for stormwater discharges associated with construction activity. The template provides a comprehensive framework for contractors to develop site-specific ESPCPs that address erosion control, sediment management, stormwater pollution prevention, and compliance monitoring throughout all phases of construction. Key requirements include implementation of best management practices (BMPs) with a minimum of 67 cubic yards of sediment storage per acre of drainage area, construction entrance/exit controls, temporary and final stabilization measures, and structural controls such as silt fencing, check dams, sediment basins, and inlet protection devices. The plan mandates certified personnel (Level 1A, 1B, or 2 certification) to conduct daily, weekly, monthly, and rainfall event inspections, with detailed documentation of BMP installation, maintenance, and effectiveness. Contractors must submit a Notice of Intent (NOI) to the Georgia Environmental Protection Division (GA EPD) and Houston County, obtaining authorization within 14 days of submittal before groundbreaking. Sampling requirements include nephelometric turbidity unit (NTU) analysis of stormwater outfalls or receiving waters for qualifying rainfall events (≥0.5 inches), with results submitted to GA EPD by the 15th of the following month and to Robins AFB by the 25th. The template includes detailed appendices for general permits, inspection checklists, certification cards, sample analysis reports, calibration logs, site logs, and technical drawings depicting drainage areas, soil conditions, wetland buffers, BMP locations, stormwater management systems, and velocity dissipation devices. All records must be retained for three years following project completion and Notice of Termination submittal, with amendments required whenever design changes affect BMPs with hydraulic components or when the ESPCP proves ineffective.

E. Drainage Areas and Flow Rates:
1. Drainage Areas — Pre-development drainage areas were delineated for the project site and are depicted on Attachment X [Areas on figure should include acreage]. Post-development drainage areas were delineated for the project site and are depicted on Attachment X [Areas on figure should include acreage].
2. Peak Discharge Flows — Peak discharge flows were evaluated using the [X Method; Rational Method or NRCS TR-55 Methods recommended; Rational Method is NOT allowed for storage design] for the [X-year] return period event. The [runoff coefficients or curve numbers] for the pre- and post-development conditions were evaluated as follows: [List all values and descriptions that apply to land use types on-site; calculate composite runoff coefficient or curve number and provide calculations as appropriate. Recommended runoff coefficient or curve number values can be found in Tables 3.1.4-2 or 3.1.5-1 of the Georgia Stormwater Management Manual, Volume 2 (2016 Edition).] The time of concentration for the project site was [calculated/assumed as XXX minutes based on XXX calculations/assumptions]. The rainfall intensity for the project site is [XXX inches/hour] for the [XX-year, XX-hour design storm OR XX time of concentration], as obtained from the Precipitation Frequency Data Server database (http://hdsc.nws.noaa.gov/hdsc/pfds). Therefore, the peak discharge flow rates for the project site area are calculated as [modify layout if multiple outfall/discharge locations are evaluated]:
a. Pre-development: [XXX] cfs
b. Post-development: [XXX] cfs [Post-development peak flow rates must be less than or equal to pre-development peak flow rates. If post-development peak flow rates are greater than pre-development peak flow rates, because the calculation methodology does not account for post-construction BMPs, provide narrative explanation as to how the design will ultimately result in the post-development flow rate to be less than the pre-development flow rate.] The Stormwater Management Site Plan (also referred to as the Hydrologic and Hydraulic Report) is provided under separate cover, and includes the detailed calculations supporting the Peak Discharge Flows listed herein.
F. Soil Description and Native Vegetation: Based on the Natural Resources Conservation Service (NRCS) web soil survey for Houston County, Georgia, dated [Month, Year], the soils in the site area are comprised of [types, Hydrologic Soil Groups]. The soil series delineations are shown on Attachment X [Soils map provided must include the table that depicts what the soil symbols represent – type or Hydrologic Soil Group]. The native vegetation type is [vegetation type].
G. Surface Water Identification:
1. Receiving Waters – The receiving waters for the site are [name the initial receiving waters, through to the first named receiving water].
2. Wetland and Surface Waters – [There are no wetlands or surface waters on-site. The site is not adjacent to wetlands or surface waters. OR Describe areas, including adjacent areas of streams, lakes, residential areas, wetlands, etc. that may be affected. If wetlands or state waters are located within 200-feet of the project site, include following statement: Wetlands and state waters are located within 200-feet of the project site and are depicted on Attachment X. Stream buffers are shown on these figures/maps. If wetlands are located on-site, include areal extent of wetland acreage.] Non-exempt activities shall not be conducted within the 25 or 50-foot undisturbed stream buffers as measured from the point of wrested vegetation or within 25-feet of the coastal marshland buffer as measured from the Jurisdictional Determination Line without first acquiring the necessary variances and permits. If activities are to be conducted within the stream buffer or within the wetlands, include the following statement and information: The following activities are proposed within the stream buffer and/or wetlands (as applicable): provide description of encroachment activity. Applicable variances and permits for activities to be conducted within the undisturbed stream buffers or wetlands (as applicable) are provided in Attachment X.
3. Impaired Waters – The project site does not discharge stormwater into, or within 1 linear mile upstream of and within the same watershed as, any portion of a biota impaired stream segment. [Note that based on the Georgia Final 2016 305(b)/303(d) List Documents (Approved), no stormwater from Robins AFB discharges into Biota Impaired Stream Segments as described in the General Permit. However, several receiving waters are listed for other impairments (i.e., Ocmulgee River, from Sandy Run Creek to Big Indian Creek and Sandy Run Creek, from Bay Gall Creek to Ocmulgee River). The most current “305(b)/303(d) List Documents (Approved)” at the time of NOI submittal should be checked to evaluate if any changes have occurred that impact the receiving waters of the Base (i.e., Ocmulgee River, Sandy Run Creek, Echeconnee Creek, and Horse Creek).]
H. Critical Areas: [Describe critical areas and protection measures for those areas, on-site and adjacent to the site. Critical areas may include crossing state waters, disturbance inside the stream buffer, wetlands, residential areas, neighboring property to which the project site drains, etc. or No critical areas exist related to the site.]

IV. CONTROLS
A. Erosion and Sediment Controls:
1. The nature of construction activity at this site generally consists of [give description of general construction activities and how they relate to erosion and sediment control phasing].
2. Initial sediment storage requirements and perimeter control BMPs will consist of [fill in]. Initial phase must include the required 67 cubic yards per acre of sediment storage, construction exit, tree-save fence if applicable, and BMPs necessary to prevent sediment from leaving the site (e.g., silt fence, inlet protection on existing storm drain structures, diversions, check dams, temporary ground cover, etc.). Limits of disturbance are to be only the areas needed to install the BMPs. Sediment storage options consist of Sd3 (Temporary Sediment Basin), Sd4 (Temporary Sediment Trap), Rt (Retrofitting), excavated Sd2 (Inlet Sediment Trap), or SpB (Seep Berm).
3. Intermediate grading and drainage BMPs will consist of [fill in]. BMPs should include inlet protection, additional silt fence as needed, revised sediment storage needed as drainage areas are altered, outlet protection, temporary and/or permanent vegetation, etc.
4. Final BMPs will consist of [fill in]. For construction sites where there will be no mass grading and the initial sediment storage requirements and perimeter control BMPs, intermediate grading and drainage BMPs, and final BMPs are the same, a single phase ESPCP may be prepared. If so, merge notes 2 through 4 into one note: No mass grading will occur at this site. The initial sediment storage requirements and perimeter control BMPs, intermediate grading and drainage BMPs, and final BMPs are the same. Therefore, this ESPCP combines all of the BMPs into a single phase. BMPs will consist of [fill in].
5. Controls are depicted in Attachment(s) X. Detailed drawings for all structural practices are provided in Attachment(s) X.
a. The following Equivalent BMP products are specified for use on this site: [List products, including Symbol and source/product name to be used as an equivalent BMP to those listed in the “Manual for Erosion and Sediment Control in Georgia.” Equivalent BMPs can be found on “The Georgia Soil and Water Conservation Commission’s Equivalent Best Management Practice List (EBMPL)” at http://gaswcc.georgia.gov/documents-list#field_related_links-95-E.
OR delete this section if no Equivalent BMPs are to be used.]
b. The following Alternative BMP products are specified for use on this site: [List products, including Symbol and source/product name to be used as an alternative BMP OR delete this section if no Alternative BMPs are to be used.] Attachment X includes the following information, signed and certified by the Design Professional: (i) one page summary detailing why the alternative BMP is equivalent or superior to the conventional BMPs in the “Manual for Erosion and Sediment Control in Georgia”; (ii) documented side by side testing (alternative vs. conventional) using appropriate design requirements and specifications contained in the Manual; (iii) proof that the alternative BMP was previously installed and worked under conditions comparable to the environmental conditions of the proposed site; and (iv) all specifications including the design requirement and procedures for proper installation and maintenance.
6. The escape of sediment from the site shall be prevented by the installation of erosion and sediment control measures and practices prior to land disturbing activities.
7. Structural controls to be used include: [list structural controls designed for the site (e.g., silt fence, diversion berms, check dams, inlet protection devices, sediment basins, etc.)] For each common drainage location, a sediment basin providing at least 67 cubic yards of storage per acre drained shall be provided until final stabilization of the site. Sediment storage options consist of Sd3 (Temporary Sediment Basin), Sd4 (Temporary Sediment Trap), Rt (Retrofitting), excavated Sd2 (Inlet Sediment Trap), or SpB (Seep Berm). The sediment basin must utilize an outlet structure that withdraws water from the surface, unless infeasible. Include as appropriate: (i) calculations (e.g., design worksheets provided in the “Manual for Erosion and Sediment Control in Georgia”) for the design of sediment basins and include in and reference Attachment X; (ii) a written rationale explaining the decision to use equivalent controls when a sediment basin is not provided for each common drainage location; and/or (iii) a written justification explaining the decision that outlet structures that withdraw water from the surface of the sediment basin are infeasible when not provided].
8. Temporary stabilization measures shall consist of [describe temporary stabilization measures]. Temporary stabilization measures shall be initiated as soon as practicable, but in no case more than 14 days after, in portions of the site where construction activities have temporarily or permanently ceased. Any disturbed area left exposed for a period greater than 14 days shall be stabilized with mulch or temporary seeding.
9. Final stabilization measures shall consist of [describe final stabilization measures].
10. Staging and access for construction equipment shall be provided [describe construction equipment staging areas, construction entrance locations, etc.].
11. Best management practices shall be implemented in accordance with the design specifications contained in the “Manual for Erosion and Sediment Control in Georgia”.
B. Stormwater Management: The post-construction stormwater management system will consist of the following measures to be installed during construction: [fill in measures (e.g., stormwater detention and retention structures, flow attenuation from open vegetation, infiltration of runoff on-site, vegetated swales, storm drain inlets that protect stormwater runoff from entering the conveyance system, velocity dissipation devices, etc.) If post-construction stormwater management system is not being modified, include the following statements: The post-construction stormwater management system is not being modified during the construction activities. Therefore, no new or additional stormwater management measures will be installed during the project.
1. Storm drain pipes and weirs are depicted in Attachment X. Calculations demonstrating that appropriate velocity dissipation devices at discharge locations and as channel linings have been designed to accommodate discharges without erosion are provided in Attachment X. [A sample table for velocity dissipation/channel lining design is provided in the Attachments Guidance.]
2. The basis for selection of these practices to control pollution is [add discussion].
C. Other Controls: The following general BMPs will be implemented during each phase of construction at this site.
1. Worksite Housekeeping – Maintain good housekeeping practices at the project site and equipment/material storage locations.
2. Waste Disposal – Waste materials will be properly disposed of in accordance with Base protocols. Waste materials shall not be discharged to the waters of the State, except as authorized by a Section 404 permit. Locate waste disposal areas near construction site entrance(s) to the extent practicable and away from streets, gutters, watercourses, and storm drains. Provide secondary containment for liquid waste collection areas. Clear the construction site daily of trash, including organic debris, packaging materials, scrap, surplus building material, and domestic waste. Provide cover (e.g., plastic sheeting or temporary roofs) for construction wastes and trash to minimize exposure to precipitation and stormwater. Inspect waste disposal areas at least weekly and after each rain event.
3. Off-Site Vehicle Tracking – Off-site vehicle tracking of dirt, soils, and sediments and the generation of dust shall be minimized or eliminated to the maximum extent practical. Stone construction entrance/exits are the BMPs for minimizing off-site tracking of soils. Construction entrance/exits are located [describe locations] and are shown on Attachment X. Under conditions where soils have high moisture content, it may be necessary to build a wash area to remove solids from vehicles leaving the project site. Muddy equipment should be cleaned before it tracks mud onto base streets or public highways and any resulting on-site wash water should be properly contained and discharged. Inspect entrances/exits at least daily and after each rain event.
4. Sanitary Waste – All applicable State and local waste disposal, sanitary sewer, or septic system regulations will be met. All portable toilets will be equipped with internal dual containment or will be placed in a bermed area. Inspect sanitary waste areas at least weekly and after each rain event.
5. Spills –
a. The use of any petroleum products on-site will comply with all State and local regulations for storage and handling. Portable or permanent petroleum dispensing units will have dual containment or be placed in an impervious bermed area that is able to hold 130% of the total volume of the largest tank.
b. A full-service spill kit will be located on-site for minor leaks and drips. Spill kits should include absorbent pads, spill booms, personnel protection equipment, and disposal bags.
c. Minor spills and leaks from construction equipment are a source of potential discharge. Any spills will be cleaned immediately with absorbent material and disposed of in accordance with applicable regulations. Do not use water to wash down petroleum, oils, and lubricants (POL) spills from pavements.
d. All leaks and spills regardless of the quantity must be reported by the Contractor to the Robins AFB POC. For spills over five gallons, the Contractor will immediately call 911. The fire department will in-turn notify 78 CEG/CEIEC’s spill representative, who will make the required GA EPD and National Response Center notifications.
6. Material Delivery and Storage – Designate a material storage area that is provided with secondary containment. Store material on pallets. Provide a covering or shelter for building materials, building products, landscape materials, fertilizers, pesticides, herbicides, detergents, and other materials that could result in a discharge of pollutants to minimize contact with precipitation and stormwater. Store containers, drums, and bags away from direct traffic routes, in accordance with manufacturer’s recommendations, and in a manner to protect against contamination of stormwater. As construction proceeds, relocate the storage area into the building shell when feasible. Inspect storage facilities at least weekly and after each rain event.
7. Concrete Washdown/Waste – Create a designated concrete washdown area at least 50 feet from storm drains, open ditches, or waterbodies. Do not allow runoff from this area, by constructing a temporary pit or bermed area large enough for liquid and solid waste, with plastic lining material. Only concrete from mixer truck chutes, tools, and hoppers is permitted – drum washdown at the site is prohibited. Once the concrete waste is allowed to harden, concrete should be broken up, removed, and disposed of in accordance with applicable state and federal procedures. Inspect the washout area daily for runoff control adequacy and weekly for removal of hardened concrete.
8. Paint and Painting Supplies – Construction activity involving paint and painting supplies must be conducted to keep pollutants out of stormwater discharge by ensuring appropriate material storage, use, and cleanup. Inspect the site weekly for evidence of improper disposal and cleanup of painting activities. Prohibit construction workers from disposing of paint waste, painting equipment cleanup solvents, or wastewater, in any manner that results in discharge to the stormwater management system (e.g., storm drains and channels). Inspect paint storage and washout areas daily for runoff control adequacy.
9. Vehicle Fueling, Maintenance, and Cleaning – Ensure equipment is working properly; however, do not use the Base for routine maintenance of site equipment. Only emergency maintenance is allowed on site equipment and vehicles. Vehicle washing is prohibited on-Base. The exception to this is rinsing mud off tires at the construction exit (no soaps or solvents may be used). Designate a fueling point with a secondary containment area. Minimize the mobile fueling of equipment (i.e., equipment should be taken to a designated fueling area when feasible). Use drip pans and absorbent pads when fueling, lubricating, and providing emergency maintenance on equipment. Absorbents are to be handled in accordance with Resource Conservation and Recovery Act (RCRA) regulations. Inspect the fueling area daily and after all rain events.
10. Hazardous Waste Management – Prohibit the disposal of hazardous wastes and materials (e.g., paints and solvents, petroleum products, fertilizers, herbicides and pesticides, soil stabilization products, asphalt products, concrete) into the Base stormwater collection system. Ensure that construction workers understand proper material use and disposal as required by the Base hazardous waste management plan. Store hazardous materials (including POL) on-site in covered areas with secondary containment. Inspect hazardous waste storage areas at least weekly and after each rain event.
11. Vehicle Operation – Do not operate leaking equipment. Provide emergency repair to prevent further leaks. Use drip pans under heavy equipment left idle for two or more calendar days.
12. Dewatering – Minimize the discharge of pollutants from dewatering trenches and excavations. Dewatering discharges are prohibited unless managed by appropriate controls, such as a sediment trapping device.
D. Additional Controls:
1. Additional Controls are required for sites that:
a. Discharge into Impaired Stream Segments or within 1 linear mile upstream of and within the same watershed as, any portion of a Impaired Stream Segment (as shown on Georgia’s most current “305(b)/303(d) List Documents (Approved)” at the time of NOI submittal), with ALL of the following characteristics:

Appropriate pollution prevention measures for the applicable, authorized, non-stormwater components of discharges shall be implemented. These control measures will include [describe non-stormwater discharge control measures as appropriate].
V. INSPECTIONS
INSPECTION CHECKLISTS ARE PROVIDED IN APPENDIX C. COMPLETED INSPECTIONS CHECKLISTS SHALL BE RETAINED IN APPENDIX C OF THIS ESPCP.
0. Initial Inspection — The design professional who prepared this ESPCP, or an alternative design professional requested by the primary permittee through written request and approval of GA EPD, shall inspect the installation of the initial sediment storage requirements and perimeter control BMPs that the design professional designed within seven (7) days after installation. The design professional shall determine if these BMPs have been installed and are being maintained as designed. The design professional shall report the results of the inspection to the primary permittee within seven (7) days, and the permittee must correct all deficiencies within two (2) business days of receipt of the inspection report from the design professional unless weather related site conditions are such that additional time is required.
0. Inspections shall be conducted by “certified personnel” provided by the Contractor on a daily, weekly, monthly, and storm event basis. The term “certified personnel” means persons who have successfully completed a Level 1A, 1B, or 2 erosion and sediment control certification course approved by the Georgia Soil and Water Conservation Commission (GSWCC).
1. Additionally, in accordance with Georgia Code, Title 12, Chapter 7 (O.C.G.A. Section 12-7-1), Control of Soil Erosion and Sedimentation, 12-7-19 (a) (2), a minimum of one person who is in responsible charge of erosion and sedimentation control activities on behalf of the primary permittee and meets the applicable education or training certification requirements developed by the GSWCC will be present on site whenever land-disturbing activities are conducted on that site.
1. Subcontractors retained by the permittee to conduct any type of construction activity that involves the disturbance of soils, such as clearing, grading, excavating, filling of land, or other similar activities, which may result in soil erosion, must complete the appropriate certification course approved by the GSWCC in accordance with O.C.G.A Section 12-7-19.
1. Copies of certification cards issued by the GSWCC for personnel conducting inspections, sampling, and/or sampling analysis, personnel considered in responsible charge of erosion and sedimentation control activities, and representatives of subcontractors conducting activities described above, are included in Appendix D. [Insert copies of cards for all applicable personnel throughout the project.]
0. Daily Inspections — Each day when any type of construction activity has taken place, certified personnel shall inspect: (a) all areas where petroleum products are stored, used, or handled for spills and leaks from vehicles and equipment; (b) all locations where vehicles enter or exit the site for evidence of off-site sediment tracking; and (c) measure and record rainfall within disturbed areas of the site that have not met final stabilization once every twenty-four hour period at the site (except any non-working Saturday, non-working Sunday and non-working Federal holiday). These inspections must be conducted until a Notice of Termination is submitted. Measurement of rainfall may be suspended if all areas of the site have undergone final stabilization or established a crop of annual vegetation and a seeding of target perennials appropriate for the region.
0. Weekly and Rainfall Inspections — Certified personnel shall inspect the following at least once every seven (7) calendar days and within 24 hours of the end of a storm that is 0.5 inches or greater (unless such storm ends after 5:00 pm on any Friday or on any non-working Saturday, non-working Sunday or any non-working Federal holiday in which case the inspection shall be completed by the end of the next business day and/or working day, whichever occurs first): (a) disturbed areas of the construction site; (b) areas used for storage of materials that are exposed to precipitation; and (c) structural control measures. Erosion and sediment control measures identified in the ESPCP shall be observed to ensure that they are operating correctly. Where discharge locations or points are accessible, they shall be inspected to ascertain whether erosion control measures are effective in preventing significant impacts to receiving water(s). These inspections must be conducted until a Notice of Termination is submitted. For areas of a site that have undergone final stabilization or established a crop of annual vegetation and a seeding of target perennials appropriate for the region, the permittee must conduct monthly inspections described below.
0. Monthly Inspections — Certified personnel shall inspect at least once per month areas of the site that have undergone final stabilization or established a crop of annual vegetation and a seeding of target perennials appropriate for the region. These areas shall be inspected for evidence of, or the potential for, pollutants entering the drainage system and the receiving water(s). Erosion and sediment control measures identified in the ESPCP shall be observed to ensure that they are operating correctly. Where discharge locations or points are accessible, they shall be inspected to ascertain whether erosion control measures are effective in preventing significant impacts to receiving water(s). These inspections must be conducted until a Notice of Termination is submitted to the GA EPD.
0. A report of each inspection that includes the name(s) of certified personnel making each inspection, the date(s) of each inspection, construction phase (i.e., initial, intermediate, or final), major observations relating to implementation of the ESPCP, and actions taken shall be made and retained at the site or be readily available at the designated alternate location until the site or that portion of a construction project that has been phased has undergone final stabilization and a Notice of Termination is submitted to GA EPD. Such reports shall be readily available by the end of the second business day and/or working day and shall identify all incidents of BMPs that have not been properly installed and/or maintained as described in the ESPCP. Where the report does not identify any incidents, the inspection report shall contain a certification that the BMPs are in compliance with the ESPCP and the General Permit. The inspection checklists provided in Appendix C meet the requirements of the report.
0. Based on the results of each inspection, the site description and BMPs identified in the ESPCP shall be revised as appropriate no later than seven (7) calendar days following each inspection. Implementation of such modifications shall be made as soon as practical but in no case later than seven (7) calendar days following each inspection. The Contractor will provide documentation of all design changes to the Robins AFB POC within the same seven (7) calendar day period.
0. If during the course of routine inspection, BMP failures beyond routine maintenance are observed which have resulted in sediment deposition into Waters of the State, the Contractor shall immediately take all reasonable steps to address the condition, including cleaning up any contaminated surfaces so that material will not discharge in subsequent storm events. The Contractor shall immediately submit a summary of the violation to the Robins AFB POC to be reviewed and submitted to the GA EPD. It is noted that BMP maintenance as a result of routine inspections shall not be considered a violation.
7. When the repair does not require a new or replacement BMP or significant repair, the BMP failure or deficiency must be repaired within two (2) business days from the time of discovery;
7. When the repair requires a new or replacement BMP or significant repair, the installation of the new or modified BMP must be completed and the BMP must be operational by no later than seven (7) days from the time of discovery. If it is infeasible to complete the installation or repair within seven (7) days, the Contractor must document why it is infeasible to complete the installation or repair within the seven (7) day timeframe and document the schedule for installing or repairing the BMPs and making the BMPs operational as soon as feasible after the seven (7) day timeframe.
VI. MAINTENANCE
A. Maintenance of vegetation, erosion and sediment control measures, and other protective measures identified in the ESPCP shall be performed in accordance with the schedules and procedures set forth in the “Manual for Erosion and Sediment Control in Georgia”.
B. In the event that erosion control devices fail, they shall be replaced or repaired during the same work day. Silt build-up behind all silt fencing, check dams, rock filter dams, and inlet sediment traps shall be removed when it reaches one half the height of the erosion control device. Silt build-up in temporary sedimentation basins shall be removed when the silt level reaches one-third of the capacity of the basin.
C. Erosion control measures will be maintained at all times.
