About this opportunity
The Naval Facilities Engineering Systems Command Mid-Atlantic is seeking electrical construction services to extend a 35kV underground circuit from Navy South Substation to SA Substation at Naval Support Activity Hampton Roads in Norfolk, Virginia. The project involves demolishing an existing overhead circuit (NS-5) and replacing it with a new 34.5kV underground circuit that will serve as the primary power line for the SA Substation, while the existing NS-15 overhead circuit will provide redundancy. Contractors must provide supervision, labor, materials, and equipment to install 3-1/C #750kcmil 35kV EPR cable and ground wire through existing underground ductbank systems, connecting multiple electrical manholes from Navy South Switching Station to Switch #232. The contract will be awarded using the lowest price technically acceptable evaluation approach, with proposals originally due September 2, 2025, but extended through multiple amendments to the final deadline of September 15, 2025, at 1400 EDT. Additional requirements include comprehensive electrical manhole inspections, environmental testing for potential contamination, and compliance with strict airfield access regulations at Chambers Field.
This procurement is designated as a Total Small Business set-aside and is restricted exclusively to the six pre-approved contractors holding Small Business Indefinite Delivery/Indefinite Quantity Multiple Award Construction Contracts for Utility Mechanical Construction in the Hampton Roads area: MIG GOV, CCI Group, Etolin Strait Associates, Goshawk LLC, Ocean Construction Services, and TyBe-Garney Federal JV. The estimated project value ranges from $1,000,000 to $5,000,000, with a performance timeline of 240 calendar days and liquidated damages of $1,921.44 per day for delays. The work will be performed at Naval Support Activity Hampton Roads, specifically at 1467 Ingram Street, Norfolk, Virginia, involving approximately 29 electrical manholes along the circuit route. The project requires specialized environmental management procedures for manholes near the CERCLA site at Camp Allen, including potential TCLP testing for contaminated water, and adherence to strict safety protocols for working within the naval installation's airfield operations area.

Contractor must provide supervision, labor, material, and equipment required to perform all work for the following project: Extend 35kV Circuit from Navy South Ckt #5 to Switch 232. This project will extend a 34.5 kV underground circuit from Navy South Switching Station circuit #5 (NS-5) to existing Switch #232, way 1. This underground circuit will replace NS-15 overhead circuit as the primary 34.5kV line for the SA Substation. The NS-15 overhead circuit will then provide redundancy for the SA Substations. Demolition work includes circuit NS-5 from Navy South Switching Station from existing circuit breaker to electrical manhole (EMH) #3803 to EMH #3804 to EMH #3805 to EMH #3746 to EMH #3745 to EMH #3744 to EMH #3743A. New work includes providing 3-1/C #750kcmil 35kV EPR and 1#4/0, 600V Cu ground from existing circuit breaker #5 in Navy South Switching Station to Switch 232 way 1 through the existing underground ductbank system from EMH #3803 to EMH #3408B.
