About this file

This document is a Design Revision from the Naval Facilities Engineering Systems Command (NAVFAC) MID-ATLANTIC for a construction project at Naval Station Norfolk and NSA Hampton Roads. The project, titled "Extend 35kV Circuit form NS Sub to SA Sub" (Contract Number N40085-25-R-0126), involves electrical infrastructure work with specific environmental management requirements for electrical manholes.

The design revision focuses on water management procedures for electrical manholes, particularly those located near the CERCLA site at Camp Allen. For manholes on certain sheets (ES101-ES109 and ES114), no contamination is suspected, and simple dewatering through a filter bag is permitted. However, for manholes on sheets ES110-ES113 and ES115, comprehensive sampling is required, including TCLP metals, VOCs, PFAS, and tests for ignitability, corrosivity, and reactivity. The sampling results will be evaluated by Angie Gent to determine whether the water can be discharged to a grassy area or requires specialized waste disposal. A critical additional requirement is that any manholes showing a sheen cannot be filter bag discharged and must involve NAVFAC MIDLANT environmental staff.

Design Revision 02 eProjects Work Order Number: 1747833

Construction Contract Number: N40085-25-R-0126

Building: Naval Station Norfolk and NSA Hampton Roads

Project Title: Extend 35kV Circuit form NS Sub to SA Sub

Date: 11 September 2025

Design Revision Purpose

1. Response to PPI of 08SEP25

Executable Scope Revisions

7 Project Overview and Work Requirements: Delete 7.5 from Design Revision 01 of 9/4/25 in its entirety and add the following:

7.5 There is no reason the believe that water in the existing electrical manholes on sheets ES101 – ES109 and ES114 (shown in ATT 8.4 Extend 35kV Circuit Electrical Site Plans) is contaminated. Therefore, the approach should be dewatering the manholes through a filter bag and discharging to a grassy area. No sampling or disposal is required.

7.6 The existing electrical manholes located on sheets ES110 – ES113 and ES115 (shown on ATT 8.4 Extend 35kV Circuit Electrical Site Plans) are located through or border on some of our known CERCLA site located at Camp Allen (most notably the Slade Cutter Park) at NSA Hampton Roads. Sampling of the manholes shown on the above mentioned sheets is required and the following analysis will be required:

a) TCLP metals and VOCs (based on known CERCLA contaminants in the area and used to create the waste profile for disposal.

b) PFAS (based on known CERCLA contaminants in the area)

c) Ignitability, corrosivity, and reactivity (which will be needed to create a waste profile if any of the water needs to be disposed.

All sampling requirements must be accomplished prior to any dewatering activity. Please forward all sample results to Angie Gent, anglea.b.gent.civ@us.navy.mil. After Ms. Gent has evaluated the results, she will make the preliminary determination of whether the water will be hazardous once removed from the manholes. At that time, the water will be removed by 1) dewater through a filter bag and discharged to a grassy area or 2) containerization, management and disposal at a permitted facility as waste.

7.7 If any manholes in the project contact a sheen, then discharge of the water through a filter bag is not allowed. If that situation should arise, please contact the Construction Manager who will contact the appropriate NAVFAC MIDLANT EV staff.
