About this file

This document is a Supplementary Instructions to Offerors for extending a 35KV Circuit, with project number 1747833. The solicitation requires offerors to provide a lump sum price for CLIN 0001AA, which covers the entire work of extending the 35KV Circuit from Navy South to SA Substation. The government will award the contract based on the total sum of this line item, with specific pricing evaluation provisions that protect against unbalanced bidding.

Key bid notes include provisions that if discrepancies exist between unit prices and total prices, the government will use the unit price to recompute the total. Additionally, the government reserves the right to reject offers that are materially unbalanced, defined as bids with prices significantly below cost for some work and significantly overstated for other work. The document consists of two pages and includes general instructions for bidding, with Parts 2 (Products) and Part 3 (Execution) marked as "Not Used".

1.2 GENERAL BID NOTES

a. Award will be made on the total sum of Contract Line Item 0001AA. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
