The Government anticipates the RFP N68936-12-R-0098 to be issued and posted on the FedBizOpps website at http://www.fbo.gov/ on or about mid-February 2014, to close 30 days after the RFP issue date. A draft Statement of Work is attached for advanced review. The Government will not respond to questions or comments until after the RFP has been posted. Please hold all correspondence until after the RFP has been posted.

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) three-year contract for 907,200 hours on a full and open competitive basis for Engineering Support Services to a single awardee. Primary places of performance for this requirement are at NAWCWD China Lake and Point Mugu, California, attached activities, and other locations set forth in individual task orders. Work will also be required outside of the continental United States, with known requirements in British Columbia, Canada and Edinburgh, Australia. The scope of this effort is to provide system engineering for design studies and evaluations associated with research, development, production, and operations including effectiveness analysis, design adequacy, and related engineering services; test engineering services for planning, preparing for, performing, analyzing and documenting results for units under test and related items; transition engineering and related services for transfer of new technology from concept to fleet support; and management services for project management of technical activities. This acquisition is a follow-on effort to contract N68936-09-D-0040. The current contract expires on 30 June 2014. The performance period is to begin 01 July 2014 through 30 June 2017. Clearance and safeguarding per DD Form 254: Facility Security Clearance Top Secret and level of safeguarding Secret.

Specific information shall be included in the RFP N68936-12-R-0098 to be issued and posted on the FEDBIZOPS website at http://www.fbo.gov/ on or about January 2013, to close 30 days after the RFP issue date. Estimated award on or about June 2013.

The RFP will require the prime contractor (if a large business) to subcontract at least 33% of the total level of effort to small business concerns, with at least 10% of the total level of effort subcontracted to a small business category (SDB, HUBZone, SDVOSB, WOSB). The Government is not restricting teaming arrangements for this requirement. Additionally, an Industry Day will not be held for this requirement.
