Spell and format entry the same on every submission of the CDRL.

IPrime Contractor NameSpell out full Prime Contractor Company Name. Spell and format entry the same way it is on the contract award document and ensure it is the same on every submission of the CDRL. This entry will be the only time the Prime Contractor's name is entered on the CDRL, and it will be associated with every other entry in the template.
JReport DateEnter date on which the "Incurred Cost and Progress Reporting CDRL" is submitted to the COR. MM/DD/YYYY format.
KInvoice Period Start DateEnter in MM/DD/YYYY format. Should be day after the previously-submitted CDRL's "Invoice Period End Date."
LInvoice Period End DateEnter in MM/DD/YYYY format.
"Invoice Summary" tab (This tab will only contain one row of information for each vendor, i.e. prime or subcontractor)

ASubcontractor Name (or NA)Enter NA on the first row if data on the rest of the row refers to the Prime Contractor's invoiced costs and rates. Complete an additional row for each and every Subcontractor, spelling out the full Subcontractor Company Name. Spell and format each Subcontractor Company Name the same on every submission of the CDRL. The Subcontractor Company Names listed in this column will populate the dropdowns in column A of the "Invoiced Labor" tab and column A of the "If Individuals > Hourly Tripwire" tab.
BPrime's Subcontractor Pass-Through RatePrime Contractor enters the average Pass-Through Rate (including subcontractor handling and prime contractor fee if applicable) applied to each individual Subcontractor's Labor and/or ODCs during the current invoice period in ##.##% format. Enter 0 (zero) if not applicable (such as on the row that includes the Prime Contractor's Labor Costs and ODCs).
CTotal Fully-Burdened Labor, CurrentEnter the Total Fully-Burdened Labor costs invoiced for the current invoice period. Enter numbers only (decimals accepted), in U.S. Dollars. Number will display on spreadsheet in format $#,###.## rounded to the nearest cent. Fully-Burdened Labor costs shall include fringe, overhead, G&A, subcontractor pass-through rate, and fee on total cost. Enter 0 (zero) if not applicable.
DTotal Fully-Burdened ODCs (Material), CurrentEnter the Total Fully-Burdened Other Direct Costs (ODCs), for Materials only, invoiced for the current invoice period. "Invoiced Labor" tab
COLUMNCOLUMN HEADINGDESCRIPTION OF DATA UNDER THIS COLUMN HEADING
ASubcontractor Name (or NA)Select from dropdown one of the Subcontractor Company Names (or NA") entered on the "Invoice Summary" tab in each row as needed. These are the only entries that may be used in this column, and the spelling and formatting must be the same on every submission of the CDRL.
BLabor CategorySelect from dropdown one of the government-designated labor categories on the "Labor Categories" tab, pre-filled at time of contract award by the Contracting Officer, in each row as needed; these are the only Labor Categories that may be listed on this CDRL template and for which labor hours may be invoiced, throughout the life of the contract or task order, and the spelling and formatting must be the same on every submission of the CDRL. Note: The purpose of requiring invoicing according to government-designated Labor Categories is to support internal government planning and spend analysis. For performance based services, the provision of government-designated Labor Categories is not intended to restrict the Contractor from invoicing for what they determine to be the most efficient and effective mix of labor categories to perform the required work. Contractors are referred to the Statement of Work (SOW)/Performance Work Statement (PWS) for details on the work required to assist them with making a judgment call as to the equivalent government-designated Labor Category to the labor categories that their company uses in their accounting system; in some but not all SOWs/PWSs, government-designated Labor Category qualifications will be described in detail.

Note: For internal analysis of the size of the government workforce, the government will calculate the Contractor's actual number of Full-Time Equivalent personnel (FTEs) by dividing the Contractor's Total Labor Hours Expended by a standard number of hours/year (e.g. NAVAIR currently calculates FTEs using 1,920 hours/year, whereas DoD calculated FTEs in FY11 using 2,088 hours/year).
HFully-Burdened Labor Rate per Hour, per Labor Category, CumulativeEnter the Fully-Burdened Labor Rates per Hour invoiced for the applicable performance period (e.g. Base or Option_#) for personnel associated with the Labor Category. General Clerk IIIAdmin - $50.0001113This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence. The General Clerk III selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling information; and handling and adjusting complaints. The General Clerk III may also direct lower level clerks. Positions above level IV are excluded. Media Specialist IIAdmin - $50.0013062Maintains a range of media (tapes, cassettes and microfiche). In addition to maintaining the media library and resolving common data processing problems, the incumbent diagnoses and acts on media errors not fully covered by existing procedures and guidelines (e.g., tape, disposition or making mechanical adjustments to maintain or restore media equipment). In response to media error reports, this Worker may deviate from standard procedures if standard procedures do not provide a solution and refers still-unresolved problems to Media Specialist III.High School diploma or GED, and vocational training commensurate with Department of Labor functional description.Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Media Specialist IIIAdmin - $50.0013063Adapts to a variety of nonstandard problems that require extensive specialist assistance (e.g., expiration date on media, media internally labeled incorrectly or frequent introduction of new media technology). In response to media error conditions, this Worker chooses or devises a course of action from among processing tanks and dryer, around polished drum, and onto take-up reel. The specialist turns valves to fill tanks with premixed solutions such as developer, dyes, stop-baths, fixers, bleaches, and washes, moves thermostatic control to keep steam-heated drum at specified temperature, and splices sensitized paper to leaders using tape. The specialist then starts machine and throws switches to synchronize drive speeds of processing and drying units, compares processed prints with color standard, reports variations to control department, adds specified amount of chemicals to renew solutions, and maintains production records.High School diploma or GED, and vocational training commensurate with Department of Labor functional description.Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
Messenger (Courier)Admin - $50.0001141The Messenger Courier delivers messages, documents, packages and mail to various business concerns or governmental agencies.
