Question 27:

Reference: Solicitation, L-1.1.10, L-11.11, L-2, pages 94-96 Please confirm that administrative front matter (table of contents, table of figures, compliance matrix/requirements traceability matrix, etc.) is excluded from the page count for each volume.

Answer 27:

The administrative front matter contained within excel spreadsheets is excluded from page limits as referenced in section L-2, page 96. All other data is restricted to the two page limit as referenced in the Proposal Organization and Page limits table, section 1.1 on page 96.

Question 28:

Reference: Solicitation, L-2, page 96; L-2.2.3.5, page 100 The FAR requirements listed for the Small Business Subcontracting Plan require a document that would consume a large portion of the allocated 50 pages for the entire technical volume. We request the Government remove the Small Business Subcontract Plan from the technical volume page count to ensure Offerors have the space necessary for a clear, complete response for all technical volume requirements.

Answer 28:

The RFP has been amended to exclude the Subcontracting Plan from the Technical Proposal page count. Please note that answer 22 is now changed to reflect the RFP.

Question 29:

Reference: Section C, p.14, 6.3 Labor Category Qualifications In Table 1 the Degree Requirements for Engineer/Scientist III & IV states “BS or BA degree in a Relevant Engineering or Engineering Discipline.” However under Engineer/Scientist V states “degree in Engineering, Logistics, Science or a Relevant Technical Discipline.”

Did the Government intend to limit the Engineering/Scientist III & IV to only employees with Engineering Degrees or does the same educations disciplines listed for Engineering/Scientist V apply for Engineering/Scientist III & IV?

Answer 29:

The RFP's Labor Category Qualification table has been changed to accurately define the Government's degree requirements for each labor category.

Question 30:

Reference: Section C, p. 7, 1.5 Local Facilities The contractor shall establish a facility located within ten (10) miles of the NAWCWD main gate at China Lake.

These facilities shall meet the security requirements as outlined in the attached DD Form 254. Will the government provide a copy of the references DD Form 254?

Question 31:

Reference: Section C, p.14, 6.3 Labor Category Qualifications The ESS Statement of Work covers a broad spectrum of services to support NAWCWD engineering activities. The Government has provided a limited set of labor categories in their estimated composition of total man-hours of direct labor on p. 5 of the RFP. Attachment 2 – Incurred Cost Reporting Data Table provides many more labor categories highly relevant to the work that could be assigned to the contractor under the ESS SOW. Is the Offeror allowed to utilize the additional labor categories provided under the Tripwires 6-3-13 tab of Attachment 2?

Answer 31:

No, the offeror is to propose in accordance with the SOW.

Question 32:

Reference: Section C, p.14, 6.3 Labor Category Qualifications Will the government permit the Offeror to add additional labor categories in order to provide the best labor mix for the stated requirements?

Answer 32:

No, the offerors shall propose in accordance with the SOW.

Reference: Section C, p.14, 6.3 Labor Category Qualifications Will the Government allow relevant experience as a substitute for educational requirements listed for the Labor Categories covered by Service Contract Act?

Question 34:

Reference: Section L, p.94, 1.10.1 Instructions for Submission of Proposals Per your RFP “Offeror shall submit 1 printed original, 4 printed copies, and 1 CD_ROM of all Volumes.” Does the Government prefer Volumes 1-4 to be in one binder or do you require separate binders for each Volume and 1 CD- ROM for Volumes 1-3 and 1 CD-ROM for Cost/Price?

Answer 34:

Offerors are to propose each volume in its own separate binder per Section L-1, 1.10.1.

Question 35:

Reference: Section L, p. 95, 1.11.1 Proposal Format According to the Proposal Format instructions “No fold-out pages” are allowed. Since Volume 4 Cost/Price Proposal is “No page limit” and there are multiple cost forms that are 11 x 17, will the Government allow Offerors to return the forms in the same format as received?

Answer 35:

Yes, unless otherwise specified, offerors are to return attachments in the same format as received.

Question 36:

Reference: Section L, pp. 95-96, L-2 Proposal Content There is no reference in the Proposal Content to include a Table of Contents and List of Figures, Acronyms List, and/or Cross Reference List. Does the Government prefer not to include such items or if it is to be included will it be acceptable to be outside of page count?

Answer 36:

Such items are not required to be included in the proposal and, if included, will count toward the page limits.

Question 37:

Reference: Section L, p. 100, 2.3.5 Small Business Subcontracting Plan The RFP requires that the Small Business Subcontracting Plan be within the page count of the Technical Volume.

Because this plan is prescriptive in accordance with FAR 19.7 and DFARS 219.7, it could use up to 15 pages of the 50 page limit. Additionally, some of the information required in RFP Sections 2.3.2.1, 2.3.2.3 and 2.3.2.5 duplicate the information required in the Small Business Subcontracting Plan. Will the Government consider removing this prescriptive plan from page count and adding it as an appendix to the Technical Volume?

Answer 37:

Please see Answers 22 and 28.

Four amendments to the solicitation have been posted. Amendment 0003 was initially released as a draft in order to provide offerors the weekend to work on changes. Please disregard the draft version and use the updated version currently posted on FBO 7-Apr-2014 when submitting signed copies of all final (non-draft) amendments. Amendment numbering is as follows: 0001, 0002, 0003, and 0004. Upon posting of this amendment the ten (10) day window for question submittal has closed and no further questions will be answered.

Question 3:

Reference: Section J – List of Documents (page 83) references Attachment 9, DD Form 254.

Will we be receiving the DD254 prior to award?

Answer 3:

Security requirements prevent the Government from posting the DD Form 254 on a public website. Offerors are instructed to request a copy of the DD Form 254 for proposal purposes by e-mailing Lauryn Petty and Robert Fisher at lauryn.petty@navy.mil and Robert.v.fisher@navy.mil.

Question 4:

Reference: Statement of Work, 9.0 Material and Purchasing (page 19) Are approvals above $3,000 required from both the COR and KO?

Answer 4:

Yes, for all purchases valued at $3,000 or higher, the contractor must receive approval from the Contracting Officer and concurrence from the COR.

Question 5 Reference: Section L-1 Proposal Instructions 1.10.1 (page 94) Offeror shall submit 1 printed original, 4 printed copies, and 1 CD-ROM of all volumes… Offeror will ensure that the Price/Cost Volume is provided on a separate

CD-ROM…

Is the Cost/Price Volume supposed to be submitted on two CD-ROMs?

Answer 5:

No, as stated in section L, each volume should have 1 corresponding CD-ROM.

Question 6:

Reference: 1.10.1 (page 94) “Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instruction paragraph number/letter…” Example: Technical Performance - Contract 1 Cost Performance – Contract 1 Contract 1 Technical Performance Contract 1 Technical Performance Contract 2 Technical Performance Contract 2 Technical Performance

L-2, 3.2 Past Performance (page 100) Instructions state that each of four areas enumerated as 3.2.1, 3.2.2, 3.2.3, and

3.2.4 (pages 100,101) be addressed for each Contract submitted. This instruction indicates that the Contractor’s response to each of these four areas be grouped under the individual Contracts presented.

Strict compliance with numbering instructions would require offerors to address the performance elements of each submitted contract in sequence within each numbered element (3.2.1 Technical Performance, etc.). As a result, performance data would not be grouped by contract but rather by performance element. Is this the Government’s intent?

Answer 6:

No, each proposal submitted should comply with the specific instructions provided in the past performance section.

The second example referenced is correct per RFP instructions for the past performance section.

Question 7:

Reference: 1.11.1 (page 95) “No smaller than a 10 point font.”

Would the Government consider reducing the minimum font size for tables and graphics to 8pt?

Answer 7:

No, the RFP will not be changed to accommodate the request.

Question 8:

Reference: 1.11.1 (page 95) “Photographs, pictures or hyperlinks are not permitted” We assume that we may still include graphics such as organizational or process charts. Is this assumption correct?

Answer 8:

Yes, proposals may include graphics such as organization or process charts.

Question 9:

Reference: 1.11.1 Proposal Format (page 94) Files shall be Microsoft Office 2003 or PDF format.

Can a newer version of Microsoft Office be used?

Answer 9:

Yes; however, due to system constraints, all files must be submitted in Microsoft Office 2003 format or a compatible version of Microsoft Office or PDF format. The RFP has been updated to reflect this clarification.

Question 10:

Reference: L-2, Volume 1, 1.1 Offer Letter (page 96) Identify at a minimum the enclosures being transmitted, proposed subcontractors and team members to be utilized under the contract, the CAGE code, DCMA, DCAA, and DFAS for the prime contractor and all proposed subcontractors and team members.

Volume 4.0 Cost/Price Proposal , 4.3.7 (page 103) The offeror shall provide Defense Contract Audit Agency (DCAA) Information/Payroll Verification information as follows. A DCAA point of contact, with a current e-mail address, must be provided for the prime and each subcontractor.

Do you want DCAA POC information reported in the cover letter and the cost proposal?

Answer 10:

Yes, please provide the DCAA POC information in both the Offer Letter and Cost/Price Proposal.

Question 11:

Reference: L-2 Proposal Content: 1.4 Teaming Agreements (page 96) Provide a copy of any applicable teaming arrangement documentation.

Is there a page limit for the teaming agreements?

Answer 11:

There is no page limit for teaming arrangements.

Question 12:

Reference: L-2, Volume 2, 2.1.2.1 Key Personnel (page 97) “Résumés shall contain, at a minimum, the following information: Current hourly wage or annual salary.”

2.0 Technical Proposal (page 96) “* Note: No cost/pricing information shall be contained in the technical proposal.”

Should hourly wage or salary be included on the resume and therefore a part of the Technical Proposal?

Answer 12:

Offerors should not include hourly wage or salary information on the Resumes contained within the technical proposal. The RFP has been amended to remove this requirement from the resumes and more accurately reflect that no cost/pricing information shall be contained in the Technical proposal.

Question 13:

Reference: L-2, Volume 2, 2.1.1 Workforce Qualifications (page 97) “The offeror shall provide a cross reference table (Attachment P1) that outlines how the minimum qualification/experience elements used by the contractor…”

Will Attachment P1 be included as part of the 50 page count for the Technical Proposal?

Answer 13:

Per section L-2 guidance (page 96) “Resumes and spreadsheets are excluded from page counts.” This guidance applies to the Attachment P1 Table.

Question 14:

Reference: L-2, Proposal Content, Volume 3, 3.0 (page 100), Attachment P3.

We assume that Attachment P3 should be integrated into the Technical Proposal file and not submitted as a separate Excel file. Is this assumption correct?

Answer 14:

The Attachment P3 is part of the Past Performance volume and as such should be integrated into that volume of the proposal and included in its CD-ROM disk.

Question 15:

Reference: Solicitation, C.6.3, Table 1. page 14

Will the Government allow 2 years of experience as a substitution for the Associate’s Degree in the Engineering Technician II, III and IV labor categories?

Answer 15:

No, all valid substitutions are included in the table, all offers must meet the minimum requirements listed in the Labor Category Qualifications table.

Question 16:

Reference: Solicitation, Section J, page 83

Section J listed the DD-254 as Attachment 9 of the solicitation. However, the document has not been provided in the solicitation or on FBO. Please provide.

Question 17:

Reference: Solicitation, Section L-1, 1.12.2, Page 95; Solicitation, Section L-2, 2.0, Page 96; Solicitation, Section M, 2.3.2, Page 113

1. “1.12.2 COST OR PRICING INFORMATION MAY NOT APPEAR ANYWHERE IN THE PROPOSAL

OTHER THAN VOLUME 4.”

2. “* Note: No cost/pricing information shall be contained in the technical proposal.”

3. “2.3.5 Small Business Subcontracting Plans: 2.3.5.1 The Offeror shall provide its Small Business

Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7 and fill in the Subcontracting Plan information.”

Ref 1 and 2 clearly state that no cost or pricing information shall not appear in any volume but Volume 4. However, Ref 3 requests a Small Business Subcontracting Plan in Volume 2. The cited FAR/DFAR clauses require the document to include the percentage and total dollars of the bid and subcontracting. In order to deconflict the instructions and ensure Offerors only provide cost/price information only in Volume 4, we recommend the Government move the Section L instructions in L-2 2.3.4 into Volume 4. In addition, this would necessitate a realignment of the Section M evaluation criteria at 2.3.2 to Volume 4.

Answer 17:

Offerors are instructed to include the subcontracting plan as currently required in the RFP in the “original” proposal binder and CD-ROM. Offerors are instructed to remove, or black out, all cost information from the subcontracting plan in the required copies submitted. Please see the revised RFP Section L paragraph 2.3.5.3.

Question 18:

Reference: Solicitation, Section L-2, Proposal Organization and Page Limits, Page 95-96; Solicitation, Section L-2, 1.0, Page 96

L-2 Volume Descriptions, 1.1 refers to “Offeror Letter,” 1.2 refers to “Section K – Reps and Certs.” Later in L-2 under specific instructions provided for Volume 1, Offerors must include teaming arrangements in Section 1.4.

Please confirm that teaming arrangements are excluded from the page count.

Question 19:

Reference: Solicitation, Section L-2, paragraph 2.1.1, page 97

The solicitation states “Subcontractors and team members shall provide this information either separately or include the information in the prime contractor’s proposal.” If an Offeror chooses to require their subcontractor to submit the information required in paragraph 2.1.1 what is the desired format and method of submission the subcontractor should use?

Answer 19:

Section L-2 paragraph 2.1.1 has been updated to reflect that the offerors are required to include the subcontractor’s information in the prime contractor’s proposal.

Question 20:

Reference: Solicitation, Section L-2, paragraph 2.2.1.1.3.1, page 98

The solicitation requires Offerors to discuss “manpower utilization to maintain an optimum level of support for coverage of all active task orders and all functions of the Statement of Work throughout the life of the contract…” Will the Government provide non-incumbent Offerors active task orders so we can accurately estimate the level of support needed?

Answer 20:

Please see the RFP revised section L-2 paragraph 2.2.1.1.3.1; offerors are required to discuss manpower utilization to maintain an optimum level of support for coverage of all functions of the Statement of Work throughout the life of the contract, while remaining within the constraints of the provided total LOE. If offerors require copies of task order statements of work they are instructed to contact Meichelle McGuire in the FOIA office at meichelle.mcguire@navy.mil. Robert Fisher at robert.v.fisher@navy.mil and Lauryn Petty at lauryn.petty@navy.mil. Upon request of the Task Order Statements of Work, Offerors will be provided with a data CD-ROM that must be picked-up at NAVAIR Contracts, 429 East Bowen Road, Building 982, China Lake, CA 933555 or make arrangements to otherwise pick-up. Offerors are advised that the list of active Task Orders are subject to change, however, the Task Order Statements of Work to be provided represent the current mix of tasking.

Question 21:

Reference: Solicitation, Section L-2, 2.1.1.1.3.2, page 98

Can the Government please provide details and guidance for what is expected in the warranty of work section?

Answer 21:

The warranty of work section, if applicable, would include discussion of the offeror’s internal compliance process, if any, beyond the inspection of services clause 52.246-5 in section E.

Question 22:

Reference: Solicitation, Section L-2, paragraph 2.3.2.1, page 99

The solicitation requires the submission of a Subcontract Management Plan. Is the Subcontract Management Plan intended to be integrated within Volume 2 or should it be submitted as an attachment? If it is an attachment, what is the page limitation, if any?

Answer 22:

The subcontract management plan is intended to be integrated within volume 2 and has no individual page limitation; however, its pages do count towards the 50 page limitation for the overall Technical volume. (This answer changed with amendment 4, see answer 28.)

Question 23:

Reference: Solicitation, Section L-2, paragraph 2.3.4, pages 99-100 The solicitation requires the submission of a Transition Plan. Is the Transition Plan intended to be integrated within Volume 2 or should it be submitted as an attachment? If it is an attachment, what is the page limitation, if any?

Answer 23:

The Transition plan is to be integrated with Volume 2 and has no individual page limitation; however, its pages do count towards the 50 page limitation for the overall Technical volume

Question 24:

Reference: Solicitation, L-2, 4.3.1.2, Page 102

Section L-2, 4.3.1 states, “Offerors are required to submit a total compensation plan setting forth salaries and fringe benefits proposed for employees (including temporary and part time employees) who will work under the contract and are subject to the Act.”

As fringe benefits and total compensation for all SCA applicable employees is defined by rule/regulation, please confirm that the requirement for “total compensation plan” for SCA employees would be satisfied by the statement that “Offeror will meet the mandatory salary and benefits for SCA employees as defined by 52.222-41 and Attachments 5, 6, and 7 of the solicitation.”

Answer 24:

The statement is acceptable if proposing exactly the mandatory minimum, otherwise offerors need to explain their compensation plan per section L requirements.

Question 25:

Attachment P3 and Section L-1 Proposal Instructions, 1.11.1 (page 95), “Not smaller than a 10 point font” and “Single-spaced typed lines”

Attachment P3 is provided in 12pt font. Can we assume that the Attachment P3 should follow the 10pt font and single-spaced type requirements provided for the rest of the proposal?

Answer 25:

Yes; the attachment should follow the guidelines for the rest of the proposal.

Question 26:

Reference: Section C, Statement of Work, 6.4, Table 2 (page 17 and 18). This table lists employee headcount by location, client or contractor site, and security clearance. However, the RFP’s Attachment P2 cost spreadsheet template does not include blank cells for labor category costs and hours by location, work site or clearance.

Should offerors adjust the Attachment P2 sheet as necessary to allow for additional rates related to multiple locations and Government/Contractor site, or will an amendment be issued to modify the attachment sheet?”

Answer 26:

Offerors are encouraged to add rows as they see fit, while remaining within the general format provided by the attachment.

STATEMENT OF WORK

CLIN DESCRIPTIONS AND SPECIFICATIONS

CLIN 0001: The contractor shall provide Engineering Support Services in accordance with Section C Statement of Work.

CLIN 0002 – 0003: The contractor shall procure Other Direct Costs in accordance with Section C Statement of Work.

CLIN 0004: Not Separately Priced (NSP) – The Technical Data to be furnished hereunder shall be in accordance with Exhibit A, Contract Data Requirements List.

Statement of Work for

Engineering Support Services (ESS)

1.0 SCOPE

1.1 The purpose of this Statement of Work (SOW) is to provide the basic tasking requirements for contractor systems engineering services to the Naval Air Warfare Center Weapons Division (NAWCWD) and its customers.

The NAWCWD Research and Engineering Department (4.0) is the technical lead agent for this contract.

1.2 The objective of this procurement is to provide weapons systems effectiveness analysis, design adequacy studies and evaluations, test and evaluation support, general engineering, and related documentation for all fleet support, weapons, and weapons related projects supported at NAWCWD China Lake and Point Mugu, California;

Patuxent River, Maryland; attached activities; and other locations set forth in individual task orders. Work will also be required outside of the continental United States, with known requirements in Victoria, British Columbia, Canada and Edinburgh, South Australia, Australia. Requirements include the provision of services to functional organizations in supporting numerous Department of Defense weapons acquisition programs and related research, development, test and evaluation efforts associated with National security. Major projects supported by the Engineering Support Services (ESS) contract include but are not limited to: Sidewinder, Sparrow, High Speed Anti- Radiation Missile (HARM), Cruise Missile, Standard Missile, Rolling Airframe Missile (RAM), Gun Systems, Parachute Systems, Bomb Rack Systems, Full Scale Aerial Target Systems, and Propulsion Systems, Tomahawk, Anti-Radiation Missile (ARM), Sparrow, Advanced Medium-Range Air-to-Air Missile (AMRAAM), Sidewinder, and AIM-9X missile systems; miniature munitions; Joint Standoff Weapon (JSOW); Joint Strike Fighter (JSF);

Aegis Combat System; Dual Band Radar; Rolling Airframe Missile (RAM); Standard Missile (SM-6); and the Canadian Defense Forces.

1.3 The goal of this procurement is to provide an infrastructure that will foster a unified, collaborative approach that will integrate inputs from engineering and management specialists across the traditionally segregated phases of the acquisition life cycle – starting with concept refinement and encompassing technology development, development and demonstration, production and deployment through operations and support of weapons systems.

1.4 The contractor shall provide technical services in the following general areas:

1.4.1 System engineering for design studies and evaluations associated with research, development, production, and operations including effectiveness, design adequacy, performance, reliability, and maintainability, user interface design, and cost estimating.

1.4.2 Test engineering services for planning, preparing for, performing, analyzing and documenting results for systems and systems of systems undergoing tests.

1.4.3 Transition engineering services to include production, installation, interim operation, transition training to support prototypes and Low Rate Initial Production (LRIP) items for transfer of new technology from concept to Fleet support.

1.4.4 Management Analysis for project management of technical activities.

1.4.5 Training services on overviews of general engineering related topics and overview of Systems, Systems Engineering, Systems Engineering Process, and Project Management Practices.

1.5 LOCAL FACILITIES.

1.5.1 The contractor shall establish a facility located within ten (10) miles of the NAWCWD main gate at China Lake. These facilities shall meet the security requirements as outlined in the attached DD Form 254.

1.5.1.1 The contractor shall provide workspaces within its local facility for the contractor’s administrative staff.

NAWCWD work spaces will be provided for the contractor’s technical workforce. Government provided work spaces will include desk units, phones and the computing equipment necessary for performance.

1.5.2 The Government estimates that approximately 70% of the work performed will be conducted in an integrated work environment where Government team members and contractors work together within Government spaces (approximately 40% at China Lake, CA; 27% at Point Mugu, CA; and 3% at Patuxent River, MD). Approximately

15% of the work will be performed at the contractor’s facility located within the Indian Wells Valley commuting area. Approximately 15% of the work will be performed off-site in support of the requirement at Point Mugu, California; Patuxent River, Maryland; Edinburgh, Australia; and British Columbia, Canada.

2.0 APPLICABLE DOCUMENTS

The Government will provide all necessary reference documents not generally available to the contractor as required in this SOW and individual task order requirements. Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement or superseding instruction or document shall be applicable to the requirement defined in this SOW and individual task order requirements.

2.3 National and international standards are fundamental to the acceptable performance of this requirement.

American National Standards Institute (ANSI) and International Standards Organization (ISO) standards may be invoked under individual task orders. All commercially available hardware and software to be acquired by the contractor in response to a Government requirement shall comply with the appropriate standards specified in the task order SOW. Additional standards and specifications with a variety of origins, and DoD standards will be utilized to the extent necessary to promote maximum utility, flexibility, and economy.

3.0 REQUIREMENTS

The following paragraphs describe technical task areas to be performed by the contractor. Work to be performed, required data deliverables, and applicable governing documents shall be specifically described in task orders to be issued by the Contracting Officer and shall be within the parameters of one or more of the tasks listed below. This work may be performed on assigned systems, subsystems, equipment and components. Technical tasking progress shall be summarized to include accomplishments, compliance to schedules, issues, problems, and risks to completion of the task order effort.

3.1 SYSTEM ENGINEERING. The contractor shall provide engineering design, design review, analysis, and services as defined by the following requirements.

3.1.1 Design Engineering and Review. The contractor shall provide engineering designs, fabricate production prototypes, modify original designs, identify and complete design validation testing, and prepare technical data packages of systems, subsystems, equipment, and components (CDRL A00B). The contractor shall review and assist the Government with evaluation of designs provided as Government Furnished Information (GFI) to establish compliance with mission and other specified requirements. This includes analyses to identify potential impacts on performance, reliability, maintainability, user interface, logistics, schedule, and cost. The contractor shall perform integration, verification, and validation reviews of systems, equipment, assemblies, or modules to ensure that these items perform as specified by individual design specifications. (CDRL A005)

3.1.2 Engineering Analyses. The contractor shall perform engineering analyses and studies for systems development, production, and in-service support activities. The contractor shall assist the Government by delivering procedures, processes, designs, and design changes for cost savings (CDRL A005). The contractor shall perform reverse engineering, when necessary, on existing, obsolescent Government equipment, and deliver to the Government a design disclosure Technical Data Package including details concerning the substitution of piece parts and requirements concerning equivalency (exact reproductions) (CDRL A00B). The contractor shall produce technology demonstrations, prototypes or mock-ups of hardware resulting from reverse engineering performed on Government equipment.

3.1.3 Operation Research Services. The contractor shall construct, modify and/or perform statistical and/or analytical investigations of, and with, mathematical simulation models. These services may include aerodynamic modeling, tactics investigation through simulation, establishment of optimization techniques, control system analysis, derivation of decision theories, development of inventory control models, conducting probability and statistical theories, and providing independent analytical assessments of systems and other organizational structures.

The contractor shall provide decision support systems and capabilities to correlate decision support applicability and their ability to support current needs and requirements. (CDRL A005)

3.1.4 Field Engineering and Analyses. The contractor shall assist the Government in planning, organizing, and responding to Fleet requests to resolve problems and improve performance. The contractor shall perform analyses of system performance through an assessment of data generated during fleet operations, maintenance, testing, trials, or training exercises. The contractor shall perform field engineering tasks related to maintaining and enhancing deployed development equipment in accordance with the equipment's operational specifications or improved specifications. The contractor shall perform system or equipment alterations in accordance with the applicable installation specifications, guidelines and alteration instructions. The contractor shall conduct the associated operational verification tests to assure the operational integrity of the system or equipment. The contractor shall identify existing Government sources of information, collect available maintenance data, edit and analyze this data, identify trends or problems affecting mission requirements, and submit recommendations with associated rationale for changes to design or maintenance requirements to improve availability and performance. The contractor shall investigate failures of components and systems to isolate the causative defect and recommend to the Government possible corrective actions. (CDRL A005)

3.1.5 Chemical Analyses. The contractor shall plan, execute, analyze, interpret, and report the results of chemical investigations. These may include research and design of thermodynamics, energy transfer phenomena, solid-state mechanisms, molecular dynamics, kinetics, and spectroscopy of energetic reactions, molecular synthesis, environmental studies, metallurgical analysis, or other chemical properties. (CDRL A005)

3.1.6 Physics Analyses. The contractor shall plan, execute, analyze, interpret, and report the results of investigations on such items as the design of missile seeker performance, kinetics, ballistics, atmospheric optics, smoke modeling, radiation transfer, light scattering, electro-optics and geometrical and physical optics. (CDRL A005)

3.1.7 Electromagnetic Analyses. The contractor shall perform and document engineering analyses, studies, and testing concerning the areas of Electromagnetic Interference (EMI), Electromagnetic Compatibility (EMC), and Electromagnetic Pulse (EMP). The contractor shall provide reports with supporting rationale for any assumptions made during the preparation of these reports. Engineering investigations in this area may include mechanical and electronic packaging technology, mechanical and thermal modeling, item packaging and mounting technologies, component design and integration, system, subsystem, equipment and component testing (electronic and mechanical), EMC control plans, and EMC test plans/test reports. 3.1.8 Environmental Analysis. The contractor shall prepare, conduct analysis, and review studies that support NAWCWD Range objectives relative to range mission, and potential operational considerations as they relate to weapons systems engineering, and conduct of range operational tests. The contractor shall provide written reports on findings with assumptions and recommendations. (CDRL A005)

3.1.9 Production Engineering Analyses. The contractor shall analyze production costs and manufacturing problems; review production changes, waivers, and deviations; attend quality assurance audits and surveys; and identify problems and progress concerning production, costs, and product assurance (CDRL A005). The contractor shall monitor, track, and report status and cost of systems, assemblies, equipment or components in various stages of production, repair or test. The contractor shall develop, prepare, assemble, validate, review, analyze, assess, and deliver Engineering Change Proposals (ECPs) and Notice of Revision (NORs) with supporting rationale for ECPs.

3.1.10 Technology Studies. The contractor shall perform engineering analyses and conduct technical studies to support research and development of systems engineering and test evaluation technology. The contractor shall survey advanced technology approaches to similar problems both in Government and the private sector and document recommendations. The contractor shall identify manufacturers of, and the availability and suitability, of Commercial Off-the-Shelf (COTS) equipment. The contractor shall perform engineering investigations to assist the Government with evaluation of COTS item reliability, maintainability, availability, logistics support, and configuration status in accordance with applicable drawing specifications and appropriate support and configuration documents. The contractor shall report the results of such investigations along with recommendations and the basis for those recommendations. (CDRL A005)

3.1.11 Test Laboratory Design Studies. The contractor shall perform design, review, documentation, and provide input for potential upgrades to the design of test laboratories. The contractor shall review and provide response to Government provided test laboratories designs with recommended changes to documentation and drawings. (CDRL A00D)

3.1.12 Human Engineering. The contractor shall prepare, annotate, and assist the Government with evaluation of human engineering program plans, analysis reports, test plans and procedures, and other human engineering related documentation. The contractor shall attend human engineering reviews and demonstrations, testing, and mockup or model reviews, record discrepancies, and formulate recommendations for resolution. (CDRL A009)

3.2 TEST ENGINEERING. The contractor shall provide testing, and support in test planning, test performance, test data analysis and documentation as defined by the following requirements.

3.2.1 Test Plans and Procedures. The contractor shall provide pre and post-test simulations of expected system performance in test scenarios. The contractor shall develop test exercise geometry and constraints necessary to implement test scenarios. The contractor shall develop and assist the Government with evaluation of test plans and procedures and provide comments. The contractor shall submit an evaluation report on the adequacy of such plans and provide rationale and assumptions. The contractor shall provide inputs to detailed test procedures implementing test plan requirements. (CDRL A00A)

3.2.2 Test and Test Support. The contractor shall provide development testing to investigate technical approaches, verify interface interoperability, and assist the Government with evaluation of technical performance under controlled conditions and in representative operations environments. The contractor shall plan, coordinate and perform test and evaluation of completed hardware designs. The contractor shall provide data capture and data retrieval for testing support, telemetry analysis, operations support, maintenance support and data capture and data retrieval support. The contractor shall attend tests performed at both Government and private test sites to review the appropriate test requirements, provide participate in analytical support evaluations during testing and procedures, monitor the test being conducted, and document the test results. (CDRL A005)

3.2.3 Test Analyses and Reports. The contractor shall review test data and perform analyses of the performance of units under test. The contractor shall formulate recommendations, with justification, to correct any test item performance, quality, maintenance, or problems impacting mission. The contractor shall recommend improvements, with justification, to design, configuration, materials, construction, or other criteria. The contractor shall collect test data and documents, review test documents, and prepare and produce test documents and reports. The contractor shall assist the Government with evaluation of test report content and recommend changes with supporting rationale.

3.3 TRANSITION ENGINEERING. The contractor shall provide transition production, installation, interim operation, and training for the transition of development systems, commodities, prototype, and LRIP items as defined by the following requirements.

3.3.1 Development Item and Prototype Production. The contractor shall produce prototypes and development items in accordance with the authorization and specification package.

3.3.2 Installation Studies. The contractor shall identify and document installation requirements to ensure system compatibility; identify and provide recommended solutions to interface problems; review and monitor system tolerances; and perform system tests to assess performance, safety, operability, reliability and maintainability, for impact on systems interface. The contractor shall perform checks in accordance with installation drawings and specifications in preparation for installation of new equipment. The contractor shall be responsible for site planning and preparation for equipment installation. The contractor shall perform the installation of new test equipment in accordance with the applicable installation drawings and procedures not to include building modifications. The contractor shall conduct associated operational verification tests to assure operational integrity of the installed equipment. (CDRL A00B)

3.3.3 Interim Assistance. The contractor shall provide interim operation for development, pre-production, prototype, and LRIP equipment or components, production material, and modification kits during development and deployment. The contractor shall perform overhaul, repair, and maintenance actions on the above items as needed to support weapons systems research, development, testing, and evaluation. The contractor shall perform systems and equipment alterations. The contractor shall conduct the associated operational verification tests to assure the operational integrity of the system or equipment. The contractor shall review, maintain, update, and assist the Government with evaluation of data and associated documentation on fielded systems, subsystems, and components.

The contractor shall provide and/or support inactivation and disposal to ensure that critical equipment removed is safeguarded and destroyed in accordance with the appropriate Government instructions and directives.

3.4 MANAGEMENT ANALYSIS. The contractor shall provide management analysis services as defined by the following requirements.

3.4.1 Technical Administrative Services. The contractor shall perform administrative support of the technical organizations to meet NAWCWD mission requirements. The contractor shall use Government furnished data to provide various technical administrative services including office administration, briefings and presentations, project reports, illustrations, display artwork, static electronic displays, exhibits, patent drawings, displays, viewgraphs, schematic diagrams, logic diagrams, pictorial illustrations, illustrated parts breakdowns, brochures, logo designs, flip charts, and project highlights; and perform data management, data maintenance and distribution. (CDRL A005)

3.4.2 Project Planning Services. The contractor shall analyze, make recommendations, provide rationale for the recommendations, and provide technical administrative services in preparing assigned project plans, schedules, cost estimates, and risk analyses. (CDRL A005)

3.4.3 Management Evaluation, Status Reviews and Reports. The Contractor shall review program and project management processes and analyze effectiveness to report on compliance with mission objectives and life cycle requirements. (CDRL A005)

3.5 TRAINING SERVICES. The Contractor shall develop, prepare and present training courses. These courses shall include an overview of general engineering related topics and an overview of Systems, Systems Engineering, Systems Engineering Process, and Project Management Practices. This training shall address program management disciplines and activities including planning, Work Breakdown Structures, risk management, integrated program teams, Earned Value Management, and problem identification, analysis and resolution. 4.0 SUBCONTRACTING REQUIREMENTS FOR SMALL BUSINESS

4.1 The contractor shall meet the following minimum goals for utilization of small business:

4.1.1 At least thirty-three percent (33%) of the total level of effort delivered under the contract shall be performed by small business concern(s) as defined by FAR 2.101.

4.1.2 Of the 33%, at least ten percent (10%) of the total level of effort delivered under the contract shall be performed by one small business category, as selected by the prime contractor, from the following list: Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), or Historically Underutilized Business Zone (HUBZone) small business.

4.1.3 To assure further development of small business concerns, the work allocated to small businesses shall be representative of the labor mix among all functional areas (Program Management, Engineering, Information Technology, Logistics, Business, and Administrative).

5.1 CONTRACT STATUS REPORTING. The specific content, periodicity, whether required at task or contract level, delivery, and format (if applicable) requirements of each report described below are defined in Exhibit A.

5.2 INCURRED COST AND PROGRESS REPORTING. In order to support invoice reviews conducted as part of proper surveillance, the contractor shall report incurred cost and progress in accordance with NAVAIR clause

5252.232-9529, “Incurred Cost and Progress Reporting for Services,” CDRL A00E, and the contract attachment identified in Exhibit A.

5.3 PLACE OF PERFORMANCE. The places of performance shall include NAWCWD, China Lake and Point Mugu, California; Patuxent River, Maryland; attached activities; other locations set forth in individual task orders;

and the Contractor’s facilities. Work will be required outside of the continental United States, with known requirements in British Columbia, Canada and Edinburgh, Australia.

5.4 VEHICLES. The contractor shall provide all vehicles required for the performance of this contract unless shared access is authorized by the Government. Contractor personnel may use Government owned vehicles managed through the Transportation Office, NAVFAC Southwest, Code 270, on an as available basis under the following conditions: Contracting Officer’s Representative (COR) concurrence with the contractor’s need to use Government owned…
