About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Hood, procuring on behalf of Dugway Proving Ground, seeks comprehensive environmental support services including hazardous waste management, groundwater monitoring, and regulatory compliance, with proposals due June 15, 2026 at 10:00 AM MDT. The procurement is a 100% Total Small Business Set-Aside under NAICS 562112 (Hazardous Waste Collection), foreclosing competition outside that pool.

Place of performance is Dugway Proving Ground, Utah, approximately 90 miles southwest of Salt Lake City. The contractor must operate the Central Hazardous Waste Storage Facility under Utah's RCRA Part B Permit and Title V Air Permit, manage approximately 70 groundwater monitoring wells across four groundwater management areas, conduct underground storage tank (UST) and Toxic Substances Control Act (TSCA) compliance activities, deliver formal and informal hazardous waste generator training, and provide regulatory support for RCRA and Clean Air Act compliance. Work occurs Monday–Thursday, 0700–1730 local time, with on-call support for weekends and holidays.

The contract runs 30 days phase-in, 11 months base (September 22, 2026–August 21, 2027), plus four 12-month option periods and a potential 6-month extension, for a maximum 66-month duration. Pricing is Firm-Fixed-Price (FFP) with separate contract line items for Environmental Support Sustainment (monthly), annual Service Contract Reporting, and optional Groundwater Monitoring Events. Semi-annual groundwater monitoring and quarterly monitoring at six wells are priced in base effort; complete groundwater monitoring events are optional CLINs. The contractor must provide all personnel, equipment (including forklift, trucks, pump trucks), supplies, and temporary office facilities. The Government provides the 90-day hazardous waste storage site footprint, certain facilities, utilities, fuel, and IT services.

Key personnel—Project/Site Manager, Alternate Project/Site Manager, RCRA Specialist, and CAA Specialist—must meet specified qualifications including 10 years managing a RCRA Part B-permitted facility for both Project Manager positions. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology with Mission Capability and Past Performance rated Acceptable/Unacceptable, followed by price comparison. Proposals are submitted in three volumes: Price/General (25 pages), Mission Capability (35 pages), and Past Performance (30 pages).

Cybersecurity compliance requires CMMC Level 2 (Self) certification prior to award with a minimum effective score of 88 out of 110 for Conditional status. Contractors must submit 10-digit CMMC Unique Identifiers and a verbatim CMMC affirmation in Volume I. Subcontractors processing Controlled Unclassified Information must achieve compliant CMMC status prior to subcontract award. The contract incorporates FAR and DFARS clauses including limitations on subcontracting (50% of personnel costs must be prime contractor employees), NIST SP 800-171 cybersecurity controls, and service contract labor standards per Department of Labor Wage Determination 2015-5489 for Utah counties.

A mandatory site visit occurred May 4, 2026; questions closed June 4, 2026. Amendment 0006 (issued June 4) provided final clarification on Key Personnel staffing flexibility. The solicitation has been amended six times, most recently extending the proposal deadline from May 26 to June 15 (Amendment 0004), finalizing cybersecurity requirements and establishing pre-award CMMC responsibility (Amendment 0005), and addressing Key Personnel administrative flexibility (Amendment 0006).
