About this file
This is a presolicitation briefing document for solicitation W911S626RA001 issued by the Mission and Installation Contracting Command (MICC) at Dugway Proving Ground (DPG).
The solicitation seeks a single-award, firm-fixed-price contract for environmental support services and central hazardous waste management at DPG. The contract is a 100% total small business set-aside under NAICS 562112 (Hazardous Waste Collection) with a $47 million size standard. The period of performance spans 66 months maximum, consisting of a 30-day phase-in period, an 11-month base year, and four optional 12-month periods, with an additional 6-month extension available. The prime contractor must perform at least 50% of personnel costs with its own employees. Key personnel requirements include a Project/Site Manager with 10 years' experience managing a Part B-permitted hazardous waste facility, an RCRA Specialist with CHMM or REM certification and 5 years of RCRA enforcement/compliance experience, and a Clean Air Act Specialist with 5 years of environmental compliance experience. The core mission involves operating the Central Hazardous Waste Storage Facility in compliance with the State of Utah Part B Permit and Title V Air Permit, managing 90-day storage sites and satellite accumulation points, handling pick-up and off-site disposal of hazardous and non-regulated waste, and managing groundwater monitoring programs. Historical workload estimates include 400-500 drums generated annually, 300-500 off-site transportation occurrences per year, approximately 1,250 containers managed annually, and approximately 720 RCRA waste samples plus 5-15 decontaminated agent waste samples monthly. Proposals are due May 26, 2026, at 10:00 AM MDT, submitted in three separate PDF volumes addressing price/general information, mission capability (addressing eight technical subfactors), and past performance. Evaluation uses a Lowest Price Technically Acceptable (LPTA) methodology with pass/fail factors for mission capability and past performance, followed by price evaluation. Questions are due May 11, 2026, at 10:00 AM MDT and should be submitted to amy.m.eilerts.civ@army.mil.
