About this file
This is a Technical Exhibit detailing site-specific Underground Storage Tank (UST) and Leaking Underground Storage Tank (LUST) management requirements for U.S. Army Dugway Proving Ground. The Contractor is responsible for comprehensive management of 13 regulated USTs distributed across five facility locations: US Army DPG (5 USTs for emergency generators), AAFES Service Station (3 unleaded/1 diesel for public fueling), English Village Motor Pool (1 unleaded/1 diesel for GSA vehicle fueling), Ditto Motor Pool (1 unleaded/1 diesel for GSA vehicle fueling), and Security Building Ditto 4515 (1 UST for emergency generators). One tank at US Army DPG is in temporary closure status.
Annual compliance requirements include 13 leak detection tests verifying 100% functionality of leak detection systems to detect leaks at 0.1 gallons per hour; 26+ spill and overfill inspections of 13 spill buckets and 13 overfill prevention devices to ensure 95% capacity engagement; 5 facility certification renewals for Utah DERR Facility IDs to obtain annual Certificates of Compliance; 1 LUST site monitoring event involving collection and analysis of groundwater and soil samples at the Ditto Motor Pool LUST site from 3 to 8 monitoring wells depending on the DERR-approved plan; and 156 monthly inspections (12 per tank) documenting sensor status, logbooks, and signs of surface release or equipment tampering.

Annual UST Compliance Metrics
• 13 Leak Detection Tests: Verification of functionality for 100% of the leak detection systems (probes, sensors, and ELLDs) across all 13 tanks to ensure they can detect a leak of 0.1 gallons per hour (gph).
• 26+ Spill & Overfill Inspections: Visual and functional testing of at least 13 spill buckets and 13 overfill prevention devices (flapper valves or ball floats) to ensure they are clear of liquid/debris and engage at 95% capacity.
• 5 Facility Certification Renewals: Completion of 100% of the paperwork and fee processing for the 5 Utah DERR Facility IDs to secure the annual "Certificate of Compliance" for the installation.
• 1 LUST Site Monitoring Event: Collection and analysis of groundwater/soil samples at the Ditto Motor Pool LUST site, typically involving 3 to 8 monitoring wells (depending on the DERR-approved plan) to track contaminant trends.
• 156 Monthly Inspections (Aggregated): Execution of 12 monthly "Walk-through" inspections for each of the 13 tanks, documenting sensor status, logbooks, and any signs of surface release or equipment tampering.
