About this file
This is a Technical Exhibit detailing the Groundwater Monitoring Program (GMP) workload requirements for a contractor supporting the Defense Logistics Agency (DPG) RCRA Part B Permit compliance.
The contractor must conduct monitoring across four Groundwater Management Areas (GMAs): Carr GMA (35 wells), Ditto GMA (20 wells), English Village GMA (10 wells), and Downrange GMA (4 wells), for a total of approximately 70 sampled wells and 170 water level monitoring points. For each complete 5-Year or 10-Year monitoring event, the contractor must deliver: (1) one UFP-QAPP (Unified Federal Policy-Quality Assurance Project Plan) update with Government approval; (2) approximately 170 depth-to-water measurements to establish groundwater flow conditions; (3) approximately 70 contaminant sample sets collected using low-flow or approved methods; (4) a full laboratory analysis suite including volatile organic compounds (VOCs), agent breakdown products (ABPs), explosives and metals, and chloride, sulfate, nitrate, and total organic carbon (TOC) analyses; (5) four Field Activity Reports (one per GMA) in Draft, Draft Final, and Final versions with complete data validation packages; and (6) one comprehensive multi-volume GMA Evaluation Report summarizing the 5-Year or 10-Year evaluation across all four GMAs.

Technical Exhibit Groundwater Monitoring Program (GMP) Workload
This exhibit details the specific assets and deliverables for the periodic GMP sampling events required by the DPG RCRA Part B Permit.
1. Regulated Asset Inventory (Approximate)
The Contractor is responsible for monitoring across four (4) Groundwater Management Areas (GMAs):
GMA Name Approximate # of Wells for Sampling
Associated Units (for reference)
Carr GMA 35 wells HWMUs 55, 58; SWMUs 52, 56B, 60, 61, 79, 207
Ditto GMA 20 wells HWMUs 36, 38; SWMUs 97, 133, 177
English Village
GMA
10 wells HWMU 43, EV Nitrate Area
Downrange GMA 4 wells SWMUs 6, 197
Total Sampled Wells
~70 wells
Water Level Network
~170 points (Includes the 70 sampled wells plus additional monitoring points)
2. Metrics for a Single, Complete Monitoring Event
A single, complete 5-Year or 10-Year monitoring event includes the following major efforts:
• 1 UFP-QAPP Update: A comprehensive update and Government approval of the Unified Federal Policy-Quality Assurance Project Plan prior to the event.
• ~170 Depth-to-Water (DTW) Measurements: A base-wide survey to establish a "snapshot" of groundwater flow conditions.
• ~70 Contaminant Sample Sets: Collection of groundwater samples from all required wells using low-flow or other approved methods in accordance with the QAPP.
• 1 Full Suite of Laboratory Analyses: Submission of samples for analysis of required parameters, including but not limited to:
• Volatile Organic Compounds (VOCs)
• Agent Breakdown Products (ABPs)
• Explosives & Metals
• Chloride, Sulfate, Nitrate, and Total Organic Carbon (TOC)
• 4 Field Activity Reports (FARs): Preparation and submission of one complete FAR (Draft, Draft Final, and Final) for each of the four GMAs, including full data validation packages.
• 1 GMA Evaluation Report: Preparation and submission of a single, comprehensive multi-volume report summarizing the 5-Year or 10-Year evaluation for all four GMAs.
