About this opportunity
The Defense Threat Reduction Agency seeks proposals through broad agency announcement HDTRA1-18-S-0002 to develop new nuclear detection technologies that improve capabilities in areas such as search, standoff detection, sensitive site exploitation, threat diagnostics and characterization, consequence management, contamination avoidance, and attribution. Proposals must demonstrate substantial improvements over current capabilities in size, weight, power consumption, cost, compatibility, and background mitigation. Proposals will be evaluated based on scientific and technical merit, value to mission goals, and offeror qualifications. Phase I proposals are due by August 9, 2022, with Phase II invitations to follow thereafter.
The solicitation includes no set-aside designations. Relevant NAICS codes include 541712 and PSC code R425. Potential awardees may include Pacific Northwest National Laboratory, Blue Ridge Envisioneering, Inc., and GE Global Research based on past performance. Individual contract awards may range from $500,000 to $5 million over one to five years to be performed at contractor locations according to statements of work.

This Amendment includes two attachments: 1) Revised solicitation dated May 16, 2019 and 2) New Attachment 8: Supplemental Volume Cover Sheet.
The Revised Solicitation contains the following updates to the original solicitation released on 16 April 2018:
- Section 3.4.1 is clarified to indicate the Microsoft Office file formats that are and are not accepted on the BAA submission website.
- Section 7.1 provides information regarding the required use of Attachment 8 - Supplemental Volume Cover Sheet. This is a new requirement.
- Sections 7.1.1 - 7.1.14 provide supplemental volume requirements in an order consistent with the order provided in the Supplemental Volume Cover Sheet. The overall content is similar to that provided in the original solicitation.
- Section 7.1.15 provides information regarding the required submission of a Quad Chart with the Phase II submission. This is a new requirement.
- The export control notification has been moved from Section 7.1 to a new Section 7.2.
- Section 8.0 now lists Attachment 8: Supplemental Volume Cover Sheet.
Phase II proposal receipt deadline remains unchanged.
