2nd Round of Questions and Answers
DTRA BAA HDTRA1-18-S-0002
Question 1: DET-01 says “DTRA will not consider proposals for static portal monitors”. Does this mean “don’t propose detection systems that sit in one place” or does it mean “nothing that bolts to the ground, but a man-portable, relocatable system is fine”.
Answer 1: For the purposes of this requirement static is defined as fixed in place while a portal monitor refers to a system that is located at a checkpoint or point of entry for screening vehicles or personnel. DTRA will not consider systems designed for either of these applications.
Question 2: Requirements for the Quad Chart (in BAA Section 3.4.2.1) state that the header must be in Arial 28 point bold font; however, given the information that must be included in the heading (per BAA Section 3.5.1.1), this size font takes up a significant portion of the allotted 1 page. Will the Government allow Arial 18 point bold font for the Quad Chart header?
Answer 2: The requirement is correct.
Question 3: Per BAA Section 3.5.1.1, information that must be provided in the Quad Chart heading includes the Principal Investigator. If that individual is undetermined at the time of Phase I submission, will the Government accept “TBD” in that space?
Answer: 3: The phase I proposal submission should identify a Principle Investigator. It is understood that further planning may reflect changes in the Phase II proposal including the Principle Investigator.
