Section 3.4.1 of the solicitation provides conflicting guidance regarding the file format requirements for submission to the DTRA proposal submission website. Phase I proposal files should not be submitted in PDF format. Each Phase I proposal shall contain a Quad Chart provided in Microsoft (MS) PowerPoint .PPTX format and a White Paper provided in MS Word .DOCX format.
Due to this late notice and the recognition that some offerors have already populated Phase 1 proposals on the DTRA proposal submission website, the Government will accept the offeror’s preference of PDF or Microsoft Office file formats during the Phase I portion of this topic call.
As a reminder, files with extensions .DOC, .XLS and .PPT will not be accepted.
Note: The solicitation will be revised and posted to the Beta.SAM website regarding file format requirements prior to invitation to Phase II proposals.
