About this opportunity
Army Contracting Command - Rock Island (ACC-RI) is releasing draft Requests for Proposals for two multiple-award IDIQ contract suites—Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS)—for industry feedback with a deadline of October 26, 2026. No proposals are being solicited; this is market research only, and the Government has not committed to issuing final solicitations or awarding contracts.
The two suites will provide human resource solutions across the full personnel lifecycle and recruiting/staffing functions for the Department of Defense and other federal agencies, with performance at CONUS and OCONUS locations. PLS covers personnel development, recruitment, forecasting, placement, training, performance management, and family support services. RMAS encompasses recruiting, retention, and administrative support functions. Work will be performed at contractor-owned or government facilities.
The PLS IDIQ carries an estimated cumulative ceiling value of $6,089,272,120.76 with a minimum guarantee of $2,000 per contract. The Period of Performance consists of one 5-year Base Period and one 5-year Option Period (10 years total). Individual task order pricing will be determined at TO award. A portion is set-aside for small businesses under NAICS 541612.
Contractor personnel must possess a Secret Facilities/Personnel Clearance and may require access to NIPRNET or SIPRNET. Personnel security clearances are required prior to performance. Mandatory training includes antiterrorism, cyber awareness, SHARP, OPSEC, CTIP, iWATCH, and information assurance. Compliance is required with DoDM 5200.01, AR 25-2, AR 380-5, AR 380-49, NISPOM, and HSPD-12 CAC/PIV standards.
The draft RFP evaluation approach has been revised since the June 5, 2026 posting by ACC-NJ: Technical Subfactor 3 (Sample Task) has been removed; Past Performance ratings changed from Confidence-based to Acceptable/Unacceptable with a maximum of three Quality Contracts submissions; and Technical Subfactor 1 (Corporate Experience) now includes a self-scoring matrix. Award will be made to all responsive, acceptable, and qualifying offerors without negotiations at the base IDIQ level; price and cost evaluation occurs at task order award.
Vendors must submit feedback through an online form at https://forms.osi.apps.mil/Pages/ResponsePage.aspx?id=D9fm-kuVEUiStgUw1vhMQ9S7olzOTkJBo4cioS7znexUQTI4Nk9aNDVINUk3RjdJQUlRUDlFRlMzQS4u by October 26, 2026.
