About this file

This is a draft Request for Proposals (RFP) for the Sixth Generation (GEN VI) Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) multiple-award contract suites. The Army Contracting Command - Rock Island (ACC-RI) is releasing these draft RFPs for industry feedback as part of market research, with the clarification that no proposals are currently solicited and the draft documents are subject to change. The requirements were previously posted by Army Contracting Command - New Jersey (ACC-NJ) on June 5, 2026, under Draft Solicitation Nos. W15QKN-26-R-A016 for PLS and W15QKN-26-R-A001 for RMAS before transferring to ACC-RI.

Key updates to the draft RFPs since the previous posting include: removal of Technical Subfactor 3 (Sample Task); revision of Past Performance evaluation ratings from Confidence ratings to Acceptable/Unacceptable ratings with a three-submission limit for Quality Certifications (QCs); and revision of Technical Subfactor 1 (Corporate Experience) to include a self-scoring matrix. Interested vendors are directed to submit feedback through an online form at https://forms.osi.apps.mil with a specified deadline, which serves as the government's mechanism for collecting industry input prior to finalizing official solicitation documents. This posting does not constitute a commitment by the Government to issue a final solicitation, award a contract, or reimburse costs incurred in responding to these draft materials.

Section H - Special Contract Requirements

H.1 DORMANT STATUS/OFF-RAMP/ON-RAMP PROCEDURES

Contractors are hereby notified that participation in the Recruitment, Management, and Administrative Support (RMAS) Indefinite Delivery Indefinite Quantity (IDIQ) contract is not guaranteed for the entire contract duration. This program utilizes dormant status, off-ramping, and on-ramping procedures to manage contractor performance, maintain a competitive environment, and ensure a consistently qualified pool of high-performing resources. The Government retains the right to place contractors into dormant status or off-ramp them entirely under certain circumstances, including but not limited to performance deficiencies and failure to meet required standards. This right is reserved to ensure the Government's ability to meet its obligations and safeguard taxpayer interests. To keep competition strong and ensure the RMAS suites have enough qualified, high-performing contractors, the Government also reserves the right to add new contractors to the program via on-ramping procedures.

H.1.1 DORMANT STATUS:

Dormant status is not a termination (as defined in RFO FAR Part 49) or debarment (as defined in RFO FAR Subpart 9.4). Dormant status is a temporary measure, not intended to bypass regulations, that gives contractors a chance to fix performance issues before the Contracting Officer considers further action, including potential removal from the HRS contract. Additionally, a contractor is automatically placed in a dormant status when triggered by a size re-representation under RFO FAR 52.219-28, in which the contractor's size status changes from small to other than small (as per RFO FAR 19.301), until the next re-representation period.

The Government will consider a dormant status designation for a specific period after carefully reviewing the situation and circumstances. While in dormant status, contractors may not submit new proposals for HRS RMAS IDIQ, to include decentralized orders, but will continue work on existing task orders and may be eligible for option exercises or modifications at the KO's discretion. The performance requirement to submit TO proposals in response to HRS TO solicitations, as defined under the basic contract, will be temporarily waived.

The KO will issue a written, bilateral agreement outlining the reasons for dormancy and duration.

The contractor will have a reasonable timeframe, determined by the KO, to resolve issues. Once the dormant period ends (potentially extended by agreement) and the Government is satisfied with the resolution, the contractor can resume submitting task order proposals and must again meet the proposal submission requirements of the contract.

H.1.2 OFF-RAMPING:

To determine if off-ramping is necessary, the HRS program office and contracting office will evaluate contractor performance against the off-ramping performance standards defined in PWS

This evaluation will cover the initial 24 months of performance and will be conducted Section 3.

annually thereafter, to include before exercising the option period (except as specified in PWS

. The Government reserves the right to unilaterally off-ramp contractors who do not meet Section 3) these performance standards. The Contracting Officer (KO) will notify the contractor of any off-ramp determination, including the reasons for the decision. Contractors will have no active task orders (TOs) under the IDIQ contract. Off-ramping may be accomplished using one of the following methods:

(a) Permitting the Contractors contract term to expire instead of exercising an option;

(b) Termination as defined in RFO FAR Part 49; During the base period or option period, off-ramping may result from one of the following conditions:

(i) Debarment, Suspension, or Ineligibility as defined in RFO FAR Subpart 9.4.

(ii) Termination of a TO.

(iii) Contractors who fail to meet the standards of performance, deliverables, or compliances.

(iv) Taking any other action which may not be permitted under the RMAS terms and conditions.

Once a Contractor is officially off-ramped, the Contractor's base IDIQ contract is concluded.

Upon the effective date of the off-ramp action, the Contractor is immediately ineligible to compete for, or receive, any future Task Order or Delivery Order awards under this IDIQ contract vehicle.

Off-ramping from this IDIQ does not constitute a debarment or suspension (except as defined in RFO FAR Subpart 9.4), nor does it permanently preclude the Contractor from future participation. Should the Government subsequently initiate an "on-ramp" competition via a new or refreshed solicitation to add contractors to this IDIQ pool, the previously off-ramped Contractor shall be eligible to submit a new proposal. Any such proposal will be evaluated strictly in accordance with the terms, conditions, and evaluation criteria of the new on-ramp solicitation.

H.1.3 ON-RAMPING:

The Government will determine whether it would be in its best interest to initiate an on-ramp competition to add additional Contractors to the mission area suite at any time. On-ramping may be initiated when the number of contractors available to support a mission area fluctuates due to various factors. These factors include but are not limited to low competition for task orders (TOs);

mergers and acquisitions among contractors; the Government's use of the off-ramp process; and small business contractors exceeding the size standards for their North American Industry Classification System (NAICS) code. Maintaining an adequate number of contractors eligible to compete for TOs within the RMAS suite is in the Government's best interest. The decision to utilize the on-ramping procedures rests solely with the Government. The Government will conduct an annual evaluation of the competitive environment to determine if on-ramping is necessary.

Notification of on-ramping opportunities will be posted on www.sam.gov. On-ramp competitions will be conducted as either full and open competitions or as small business set-asides, depending on the need to onboard additional small businesses.

Should the Government elect to on-ramp additional contractors, the following steps will be utilized:

(a) Notice is published in www.sam.gov in accordance with RFO FAR Part 5, Publicizing Contract Actions;

(b) Solicitation will be issued under current Federal procurement law;

(c) Solicitation will identify the total anticipated number of new contracts the Government intends to award;

(d) Any Offeror that meets the eligibility requirements set forth in the on-ramp solicitation may submit a proposal in response to the solicitation;

(e) The award decision under the on-ramp solicitation is based upon the same evaluation factors/sub-factors as the original solicitation;

(f) An Offeror's proposal must meet all of the acceptability criteria of the original solicitation;

(g) The terms and conditions of any resulting awards are materially identical to the existing version of the contract; and

(h) The period of performance term for any new awards is coterminous with the existing term for all other Contractors.

Immediately upon on-ramping, the Contractor is eligible to submit a proposal in response to any TO solicitation and receive TO awards with the same rights and obligations as any other active Contractor.

H.2 Ordering Procedures

H.2.1 The total ceiling amount for this acquisition is $1,522,318,030.19. This ceiling dollar amount will be the program level ceiling/total value. The minimum guarantee for this acquisition is $2,000.00. For individual orders, see Section I RFO FAR clause 52.216-19 for minimum and maximum quantity and dollar threshold information.

H.2.2 Orders shall be on a FFP, CPFF, or CR basis and/or any combination of these contract types.

H.2.3 The Government reserves the right to make multiple IDIQ awards on a staggered basis. To maintain a uniform administration schedule across all contract holders, the expiration date of the Base Period and the subsequent Option Period (if exercised) will be synchronized for all awardees. The Task Order Base Period and/or Option Period(s) will be determined at the Task Order Level.

1.

2.

3.

4.

5.

H.2.4 All pricing will be determined at the Task Order level and incorporated into the Task Order.

The Human Resources Solutions Program Office (HRSPO) RMAS MA IDIQ is designated as a preferred source. Currently, the only authorized ordering office is ACC-RI. Other offices and agencies may be delegated this authority in the future, in which case advanced written notice will be provided to contractor awardees.

H.3 Operational Responsiveness and Within-Scope Changes

H.3.1. OPERATIONAL RESPONSIVENESS, MISSION REALIGNMENT, AND WITHIN-SCOPE

Fluctuations responding to national recruiting climates, accession shifts, and governing policy updates are recognized as across all RMAS Task Orders (TOs).within-scope changes

(b) Within-Scope Actions: The following actions and workload fluctuations are deemed within scope:

Accession, Retention & Policy Mandates: Fluctuations, policy implementations, or process realignments resulting from enacted NDAA end-strength targets, DoW/HQDA directives, accession standards, or retention incentives.

Location Expansions/Reductions: The addition or elimination of an entire site, or multiple sites, in response to workload changes.
