A. INSTRUCTIONS TO OFFERORS (Section L)

L.1 Proposal Submittal Instructions:

The following instructions are for the preparation and submission of proposals. The purpose of this section is to establish requirements for the format and content of proposals so proposals contain all essential information and can be evaluated equitably.

Offerors are instructed to read the entire solicitation document, including all attachments in Section J, prior to submitting questions and/or preparing an offer. Omission of any information from the proposal submission requirements may result in rejection of the offer. The Government will not assume the Offeror possesses any capability, understanding, or commitment not demonstrated in the proposal; therefore, submissions should be sufficiently detailed to permit a complete and accurate evaluation. Clarity and responsiveness are of the utmost importance. The Offeror’s proposal shall be clear, concise, logically and cohesively organized, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors who fail to follow the solicitation instructions and/or provide all of the submission requirements by the due date and time may be determined non-compliant and, in that instance, the proposal will be rejected. The proposal must not merely repeat the solicitation requirements but rather must provide convincing documentary evidence in support of conclusive statements of how contract requirements will be met.

Additionally, the Offeror shall provide a comprehensive list of technical assumptions, if any, used in the development of its proposal.

L.1.1 Proposal Submittal Requirements:

All proposals are due by the date and time stated on the SF 33.

Proposals shall be valid through 31 December 2028.

All proposal volumes shall be submitted electronically. Electronic copies of each volume shall be submitted through the Solicitation Module of the PIEE suite at https://piee.eb.mil/. Proposals submitted by mail or hand-carried will not be evaluated.

Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD Secure Access File Exchange (SAFE) will not be retrieved. It is the Offeror’s responsibility to confirm receipt of proposals. All proposals received after the exact date and time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the RFO FAR. For instructions on how to post an offer, please refer to the Posting Offer demo:

https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.

It is the Offeror’s responsibility to obtain written confirmation of receipt of all electronic files of the full proposal by the ACC-RI Contracting office. If the Solicitation Module is down, the alternate method for proposal submission is via email. It shall be noted that the size limit on incoming messages for this alternate submission method is 35 MB per email message. The Offeror must obtain prior approval from the https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf

Contracting Officer (KO) via email to use the alternate submission method. If approval is granted, the KO will provide the submission instructions at that time.

Failure to ensure registration in PIEE is complete and the Solicitation Module is accessible is not acceptable justification to submit using an alternate submission method.

Offerors are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission. Electronic copies of each volume shall be compatible with the following software products: Adobe Acrobat Reader and Microsoft Office Suite 2024 or Microsoft 365. Narrative portions of the proposal shall be in Adobe Acrobat portable document file (pdf) searchable text format. The Offeror shall not embed any files, for example, word, sound or video (e.g., MPEG) files into the proposal files. Electronic files shall be clearly identified for each volume, section, and item. Each volume shall be submitted electronically to the KO and Contract Specialist (CS) via PIEE at https://piee.eb.mil/. Any portion of the proposal that is changed (as a result of negotiations or proposal revisions) should be annotated and dated. Each volume shall begin at the top of a page and be clearly labeled with its Title, volume number and a revision number/date (e.g., Volume I Technical, Subfactor 1, Revision 1 dated MMDDYYYY).

The Offeror shall provide the name, title, address, email address and telephone number of the company/division Point of Contact (POC) regarding business decisions made with respect to the proposal and who can obligate the company contractually and are authorized to negotiate with the Government. This POC will be utilized for the Government’s main form of communication throughout the source selection process.

Any changes to this POC shall be the responsibility of the Offeror to inform the Government of such change.

Alternate Proposals: Alternate proposals will not be considered.

New Corporate Entities: By the date of offer submission, if a company has acquired part or all of another company, the transferee company (the company acquiring the other company) may submit a proposal in response to this effort, so long as a government-approved novation of a U.S. Federal contract from one Contractor to another has been made. Submission of the signed novation agreement must be included IAW the instructions under Section L.2.1.5. The company (transferor) who sold part or all of its company that performed the project may not claim the novated project(s) as part of its proposal.

Joint Ventures (JV) / Small Business Teaming Arrangement (SBTA): SBTA as defined by RFO FAR 2.101, involves two or more companies forming a partnership or JV as a potential prime contractor, or a prime contractor agreeing with other companies to act as subcontractors for a specific government contract.

Two or more companies may form a partnership or joint venture to submit a proposal in response to this solicitation. Offerors submitting as a joint venture may submit a proposal under this solicitation subject to the following conditions:

1. JV Proposals must be made in the name of the JV Entity. The JV must be registered in SAM.GOV and have a corresponding UEID Number.

2. An Offeror submitting as a Joint Venture must include a complete copy of its Joint Venture Agreement with the proposal. The Government will review this agreement to ensure it complies with RFO FAR 52.207-6, 13 CFR § 125.8, and/or 13 CFR § 125.9, as applicable. The agreement must identify the managing venturer, all JV members, and the individual authorized to sign for the JV. The person signing the proposal must be the individual granted this authority. A proposal will be rejected if the Joint Venture Agreement is not submitted or is found to be deficient in any of these requirements.

3. The individual companies that comprise the JV are considered JV members, not subcontractors.

4. The JV may use the experience and past performance of its individual member companies to meet all Corporate Experience and Past Performance requirements, including any requirements for prime contractor experience.

5. When submitting a contract performed by a JV member, the proposal must clearly identify which member firm performed the work.

6. All work performed by a JV member on behalf of the JV is considered prime contractor work.

7. 13 CFR 121.103(h)(5) Facility Security Clearance: A joint venture may be awarded a contract requiring a facility security clearance where either the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work has (have) a facility security clearance:

(i). Where a facility security clearance is required to perform primary and vital requirements of a contract, the lead small business partner to the joint venture must possess the required facility security clearance.

(ii). Where the security portion of the contract requiring a facility security clearance is ancillary to the principal purpose of the procurement, the partner to the joint venture that will perform that work must possess the required facility security clearance.

L.1.2 Questions:

The Cognizant PLS KO and Contract Specialists (CS) are the sole POCs for all questions under this solicitation. All questions concerning this procurement, either technical or contractual, must be submitted in writing to the CS and KO identified below.

No direct discussion between the technical representative and a prospective Offeror shall be conducted at any time during the solicitation and pre-award stages of this competitive procurement.

Contract Specialist:

Kynndel Wallarab, kynndel.m.wallarab.civ@army.mil

Contracting Officer:

Brooke Sheraden, brooke.b.sheraden.civ@army.mil

Responses to submitted questions will be provided to all Offerors via Contract Opportunities at https://sam.gov/content/home and the PIEE Solicitation Module.

Questions are due to the points of contact above, via email, no later than two weeks after the RFP release date.

(iv). Hidden text, comments, tracked changes, or other non-visible content intended to convey substantive proposal information;

(v). Text obscured by, layers behind, or otherwise concealed within images, graphics, tables, illustrations, or other objects; and

(vi). Any formatting technique intended to circumvent page limitations or obscure proposal information from Government review.

Formatting Consistency. Offerors shall apply formatting consistently throughout each proposal volume. Reasonable variations in font size, style, emphasis, headings, tables, graphics, illustrations, and captions are permitted when consistent with the requirements of this section and when they do not impair readability, conceal information, or circumvent limitations.

Compliance Verification. The Government may use electronic document-review tools and other reasonable methods to verify compliance with proposal-submission, formatting, readability, searchable-text, and page-limit requirements. Proposals containing concealed, manipulated, unreadable, or otherwise noncompliant content may be determined non-compliant and rejected IAW L.1.

File Packaging. All the proposal files shall be compressed (zipped) into one (1) file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc. Files shall be in read-only format, using PDF files. Each file shall be labeled with the volume number, Factor/Subfactor title, date, and the Offeror’s name. **Please note – Self extracting .exe files are not acceptable.

L.2.1.3 Content Requirement:

All information shall be confined to the appropriate file. The Offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file.

Files shall not contain classified data. The use of hyperlinks in proposals is prohibited. Proprietary information shall be clearly marked. The Factor submittals, including subfactors, shall have a separate index, which contains narrative titles that are cross-referenced to both the applicable Performance Work Statement (PWS) paragraph and page number. This index shall not count against the page limitation for the Volume. The narrative discussions shall also be related to the applicable PWS paragraph by identifying the appropriate PWS paragraph numbering (Example: PWS 2.8.1) at the beginning of the discussion text. The Offeror shall provide detailed narrative discussions that address the PWS and the requirements of the RFP. All information and data provided shall be specific to the RFP, except for the area of Past Performance.

Offerors shall reference sections L.2.1.4 (Technical Factor), L.2.1.5 (Past Performance), L.2.1.6 (Solicitation, Offer and Award Documents, And Certifications / Representations) for the specific information which shall be required for the narrative discussion.

L.2.1.4 VOLUME I – TECHNICAL FACTOR:

The technical factor shall consist of the following two (2) subfactors:

L.2.1.4.1 – Corporate Experience L.2.1.4.2 – Management and Staffing Approach

L.2.1.4.1 Volume I – Technical Factor; Subfactor 1, Corporate Experience:

Offerors shall submit evidence of Qualifying Contracts (QCs) to demonstrate their corporate experience against the required Personnel Lifecycle Support (PLS) Task Categories. Offerors shall submit no more than a total of 3 QCs for any given task category.

Offerors shall complete and submit the Corporate Experience Self-Scoring Matrix (Attachment 0004)

All supporting documentation must be compiled into one (1) single, continuous PDF document and submitted as part of Volume 1.

Offerors shall demonstrate mandatory experience under both the Training and Development (PWS 2.2.1.3) and Sustainment (PWS 2.2.1.6) task categories.

Sustainment experience must collectively demonstrate performance across all three subtasks, which are Well-being (PWS 2.2.1.6.1), Counseling (PWS 2.2.1.6.4), and Family Community (PWS 2.2.1.6.6).

Additionally, Offerors shall select exactly TWO (2) elective Task Categories from PWS Section 2.2 and submit supporting QCs.

To ensure prime contractor capability, at least two submitted QCs, including at least one QC addressing a mandatory task category, must reflect work performed directly by the

Offeror as the prime contractor. For a Joint Venture (JV) Offeror, qualifying work performed directly by a member of the proposed joint venture will be considered work performed by the Offeror for purposes of this requirement.

L.2.1.4.1 Volume I – Technical Factor; Subfactor 1, Corporate Experience, Key Definitions

Offeror: The Prime Contractor (including Joint Venture partners) plus any proposed Major Subcontractors.

Major Subcontractor: A subcontractor identified by the Offeror in Volume I, Technical Proposal, L.2.1.4.2.2, Subfactor 2, Staffing Approach, as a member of a proposed teaming arrangement and proposed to perform a major or critical aspect of the requirement.

Qualifying Contract (QC): A single contract, task order, or agreement submitted under Subfactor 1 that meets the eligibility rules and the criteria set forth in items a) through e) below and was performed by the Prime or a Major Subcontractor.

Task Categories: The specific tasks identified under Section 2 of the PLS PWS, specifically beginning at 2.2 (“Description of Services”).

Location Proof: The exact document title, page number, section, paragraph, within the single substantiating PDF that proves the claim.

L.2.1.4.1.2 Volume I – Technical Factor; Subfactor 1, Corporate Experience, Defining the Burden of Proof and Acceptable Evidence

To substantiate a claim on the Corporate Experience Self-Scoring Matrix, the Offeror must provide objective evidence. The Government will not accept self-written project narratives, marketing materials, or summaries created specifically for this proposal.

All proof must be consolidated into the one (1) single PDF document and must consist of one or more of the following official documents:

1. Official Contract Award Documents: Standard Forms (SF) 33, SF 1449, SF 26, DD Form 1155, or commercial contract equivalents and/or subcontractor documents showing contract numbers, signatures, and dollar values.

2. Statements of Work (SOW) or Performance Work Statements (PWS): Excerpts of the official, bilaterally signed SOW or PWS showing the specific technical tasks required under that contract or subcontract.

3. Contract Modifications: Bilateral modifications (SF 30) demonstrating changes in scope, value, performance periods, or execution locations.

L.2.1.4.1.3 Volume I – Technical Factor; Subfactor 1, Corporate Experience, Qualifying Contract (QC) Minimum Eligibility Criteria

To be considered a valid QC on the Corporate Experience Self-Scoring Matrix, each submitted contract must meet the following baseline standards:

a) Instrument Type: The contract must be an eligible instrument, which is restricted to a single definitive contract, a single task or delivery order issued under an IDIQ, BPA, or FSS, or an authorized OTA. For all orders, the Offeror must provide both the master contract number and the specific order number.

b) Recency: The contract must meet the recency standard, requiring active performance of at least one (1) year within five (5) years from the release date of this solicitation.

c) Service Type: The contract must be strictly for services as defined in RFO FAR

37.001. Supply-only, hardware, or software license-only contracts will not be considered.

d) Technical Relevance: The contract must be technically relevant to the proposed PLS PWS Section 2.2 Task Category. Contracts executed under NAICS 541612 are pre-approved as relevant, while work outside this NAICS requires the Offeror to provide an explicit task-mapping explanation in the spreadsheet notes.

e) Portfolio Scale & Locations: The complete portfolio of submitted QCs must collectively demonstrate that the Prime Contractor and its Major Subcontractors (if proposed) have experience performing on:

1. Multi-Location Operations: At least one (1) QC supporting three (3) or more distinct performance locations simultaneously, OR multiple QCs running concurrently across three (3) or more different locations collectively. (Note: To qualify as concurrent, the periods of performance of the cited QCs must overlap by at least 90 consecutive calendar days. Distinct locations are defined as separate bases, installations, or geographical facilities).

2. Financial Scale: At least one (1) QC with a total value of at least $1M per Period of Performance (POP), or at least $1M in any single 12-month POP.

L.2.1.4.1.4 Volume I – Technical Factor; Subfactor 1, Corporate Experience, Step-by- Step Instructions for Corporate Experience Self-Scoring Matrix

Offerors must complete the Corporate Experience Self-Scoring Matrix. Columns A through D contain pre-populated requirement descriptions and Government scoring criteria. The Offeror shall not edit, overwrite, or reformat these columns, nor shall the

Offeror insert or delete rows or columns, unprotect cells, or alter any formula within the workbook. Submission of an altered spreadsheet may result in immediate rejection of the proposal.

An entry of "Yes" in Column E that lacks complete and accurate supporting citations in Columns F through H will be treated as unsubstantiated and evaluated as "No".

The Government will evaluate only the specific page, section, and paragraph citations provided in Column H. The Government will not search the Substantiating Documentation PDF to locate evidence that the Offeror failed to pinpoint.

Step-by-Step Column Instructions:

For each individual requirement row, the Offeror shall complete Columns E through I IAW the following instructions:

a) Column E – Offeror Claim (Dropdown): The Offeror shall select "Yes", "No", or "NA" from the dropdown menu. A selection of "Yes" constitutes an affirmative assertion that the Offeror satisfies the requirement and that objective proof is included in the Substantiating Documentation PDF.

b) Column F – Work Sample Identifier: The Offeror shall enter the unique tracking identifier assigned to the substantiating contract (e.g., QC-01, QC-02). If a single contract substantiates multiple requirements, the Offeror shall cite the identical QC identifier across each applicable row.

c) Column G – Contractual Document Reference: The Offeror shall identify the specific official document title relied upon as proof within the Substantiating Documentation PDF (e.g., Contract W519TC-22-C-0015 PWS, Modification 03, or CPARS for Order 0004).

d) Column H – Location Proof: The Offeror shall provide the exact pinpoint citation within the single Substantiating Documentation PDF submission. Citations shall adhere to the following format: Document Title, Page Number, Section, and Paragraph or Table Number (e.g., Attachment 1 PWS, Page 12, Section C.4.1, Paragraph 2). Vague or generalized citations (e.g., "See SOW," "Refer to contract," or "See attached PDF") will not be evaluated and will result in the claim being deemed unsubstantiated.

e) Column I – Clarifying Notes: The Offeror shall enter brief, objective notes necessary to clarify the claim. This includes detailing parent, subsidiary, or affiliate relationships, or mapping tasks performed outside NAICS 541612 directly to the corresponding PLS PWS tasks.

L.2.1.4.1.5 Volume I – Technical Factor; Subfactor 1, Corporate Experience, Rules for Assembling the Single Substantiating PDF

The Offeror shall compile all substantiating documents for all claimed QCs into one (1) single PDF file. Offerors shall not submit individual, separated PDFs for each contract.

The Substantiating Documentation PDF shall begin with a table of contents, followed by the QCs in sequential order, starting with all documents for QC-01, followed by all documents for QC-02.

If a single QC is used to satisfy multiple Task Categories, the Offeror shall not insert duplicate copies of the contract in the PDF. The Offeror shall insert the contract documents once under its identifier (e.g., QC-01), and the Offeror shall map the "Location Proof" matrix coordinates in Column H to different pages within that single contract.

The Government will only evaluate the specific page and paragraph numbers cited in Column H of the Matrix. Reviewers will not search through the PDF to find proof that the Offeror failed to pinpoint, and any unreferenced pages will not be evaluated.

L.2.1.4.2 Volume I – Technical Factor; Subfactor 2 - Management and Staffing Approach.

For the purposes of the Management and Staffing Approach Subfactor: “Offeror” shall mean the prime contractor only.

The Management and Staffing Approach shall demonstrate the Offeror’s capability to effectively manage and staff requirements with qualified personnel.

The Offeror shall provide a Management and Staffing approach to fulfill the HRS IDIQ Program from an enterprise level and describe how the Offeror’s approach may differ at the TO level, if applicable. Each approach shall address the required proposal content outlined in the Subfactor 2 Sections below.

L.2.1.4.2.1 Subfactor 2, Management Approach:

The Offeror shall describe their management approach and quality controls by providing their management and organizational processes and procedures from an enterprise level and how it may differ at the TO level, if applicable.

The Offeror’s Management Approach narrative shall include:

i. The Offeror’s methodology and approach to effectively managing multiple TOs with a geographically dispersed workforce, including Outside the Continental United States (OCONUS) locations, to ensure standardization for the delivery of uninterrupted, high-quality services.

ii. A description of the Offeror’s proven quality control processes and management of performance measures, including the identification of internal performance metrics and evaluation techniques. The Offeror shall describe their billing/invoice submission process, including compatibility with Government billing system (e.g. Wide Area Workflow/ WAWF). The Offeror shall also demonstrate their ability to adapt to changing requirements, including how they plan to effectively manage changes in scope, schedule, or resources while maintaining service quality and efficiency.

iii. A description of the Offeror’s methodology and approach for timely identification and resolution of issues. The Offeror shall detail strategies for continuous improvement, demonstrating their approach to resolving issues and how lessons learned will be implemented to enhance service delivery.

L.2.1.4.2.2 Subfactor 2, Staffing Approach:

The Offeror shall describe their ability to provide highly knowledgeable staff with the appropriate skills and experience in the disciplines related to PLS requirements. The Offeror’s Staffing Approach Narrative shall discuss the Offeror’s approach at the enterprise level and address its proposed utilization of its proposed major subcontractors (if proposing Major Subcontractor(s)), from a planning and management perspective, and how it may differ at the TO level, if applicable. The Offeror’s Staffing Approach narrative shall include:

i. An organizational chart and supporting narrative that clearly defines the

Offeror’s team or teaming arrangements with proposed major subcontractors (if proposing Major Subcontractor(s)). The organizational chart and narrative must:

(b) Identify by name the Contract Manager (CM), Alternate Contract Manager (ACM), and any other individuals integral to providing IDIQ-level oversight or administrative support.

(c) Detail the reporting hierarchy and communication protocols between the Contract Manger, TO-level managers, and subcontractors. to ensure effective management of the resources assigned to this requirement and associated TOs.

ii. Resumes for individuals proposed for Key Personnel positions (the CM and

ACM) are designated as key personnel as identified in PLS PWS 2.11.5.1. To align with the compliance criteria in M 3.1.2.2.ii, the Offeror must submit:

(a) Resumes demonstrating the proposed CM and ACM meet or exceed the mandatory education, experience and certification qualifications as identified in PLS PWS 2.11.5.2 and the PLS Labor Category Descriptions Attachment 0005 under section J.

(b) Resumes containing specific employment dates by month and year (i.e., March 2020 – April 2025) to substantiate the required years of specialized experience as they relate to the duties under this IDIQ contract.

(c) A signed letter of commitment confirming their acceptance of employment for this contract for any proposed Key Personnel candidate who is not a current employee of the prime Offeror or their proposed subcontractors. L.2.1.5 VOLUME II – PAST PERFORMANCE FACTOR.

Except for the required additional Major Subcontractor Past Performance reference described below, the Offeror shall not submit separate Past Performance references for this solicitation. The Offeror shall identify, from the QCs submitted under Volume I, Technical Factor, Subfactor 1 – Corporate Experience, no more than three (3) QCs for evaluation under the Past Performance Factor. The three (3)-QC limit applies collectively to QCs performed by the prime Offeror and all proposed Major Subcontractors. Each QC designated for Past Performance evaluation must correspond exactly to a QC submitted under Section L.2.1.4.1.

For each proposed Major Subcontractor that did not perform work under one of the three (3) QCs designated for Past Performance evaluation, the Offeror shall submit one

(1) additional Past Performance reference for that Major Subcontractor. The additional Major Subcontractor Past Performance reference shall be recent and relevant to the work the Major Subcontractor is proposed to perform under this solicitation. No other separate Past Performance references may be submitted. QC submitted under the Technical Factor but not designated for Past Performance evaluation will be evaluated only under the Technical Factor.

For the purposes of this factor:

Key Definitions:

Major Subcontractor: As defined in Section L.2.1.4.1.

Recent: An effort that is ongoing or was performed within the five (5) years preceding the date of issuance of this solicitation.

Relevancy: The similarity of the effort’s scope, magnitude and complexity to the requirements of this solicitation, in accordance with the criteria in Section M, Table 3. Performance under North American Industry Classification System (NAICS) code 541612 or involving similar efforts may be relevant, but assignment of NAICS code 541612 alone does not establish relevance.

The Government may consider information submitted by the Offeror and information obtained from other sources, including Contractor Performance Assessment Reporting System (CPARS), Government records and systems, interviews, and other available sources. The Government is not required to contact every reference, obtain a completed questionnaire for every designated QC, or consider all information available.

This Past Performance Volume shall be organized into the following sections:

L.2.1.5.1 Section 1, Past Performance References:

The Offeror shall identify any cure notices, show-cause letters, terminations, or other material adverse performance actions associated with the referenced effort. A. Legal business name, business address, CAGE code, and UEI, as applicable;

If the Major Subcontractor did not perform work under a designated QC, identify the additional Major Subcontractor Past Performance reference submitted under Section L.2.1.5.1.

L.2.1.5.3 Section 3, Corporate Changes:

New corporate entities may submit past performance information performed under a prior corporate identity when the Offeror establishes that the referenced performance is properly attributable to the Offeror.

If, by the date of the proposal submission, a company has acquired part or all of another company, the transferee company may claim past performance performed under a U.S. Federal contract only when a Government-approved novation agreement transferred that contract to the transferee company. The Offeror shall submit the signed novation agreement for Government verification. The transferor company may not claim a novated contract as past performance.

For any claimed past performance reference identifying a name other than that of the Offeror because of a merger, acquisition, novation or change-of-name agreement, the

Offeror bears the burden of establishing that the reference is attributable to the Offeror. The Offeror shall provide evidence of the merger, acquisition, and novation, or change-of-name agreement, and a justification demonstrating how the referenced performance is applicable to the Offeror.

L.2.1.5.4 Section 4, Past Performance Questionnaires:

For each QC designated for Past Performance evaluation and each required additional Major Subcontractor Past Performance reference identified under Volume II, L.2.1.5.1, the Offeror shall complete Part I of the Past Performance Questionnaire (PPQ) (Attachment 0008 under Section J) and electronically transmit the PPQ to the appropriate customer point(s) of contact identified in the reference.

The Offeror is responsible for completing and transmitting Part I of each PPQ and for providing the required point of contact list. The failure of a customer or other point of contact to return a completed PPQ will not, by itself, invalidate the designated QC or required additional Major Subcontractor Past Performance reference, or preclude the Government from considering other available past performance information.

For Government contracts, the Offeror shall transmit the PPQ to both the Government contracting activity point of contact and the Government technical representative(s) or Contracting Officer’s Representative(s) (CORs) responsible for the past or current contract, task order, or other referenced effort.

For commercial contracts, subcontracts, and other non-Government efforts, the Offeror shall transmit the PPQ to the applicable customer, prime contractor, technical representative, or other appropriate point of contact responsible for oversight of the referenced effort.

The Government may, at its discretion and consistent with the source selection process and applicable regulations, consider PPQs after the proposal submission due date, provided they are received No Later Than (NLT) 30 days after the proposal submission due date. PPQs received more than 30 calendar days after the proposal due date will not be considered.

L.2.1.5.5 Section 5, Submission of References Involving Another Offeror:

Offerors are discouraged from identifying POCs employed by another Offeror or by a proposed team member of another Offeror when the referenced effort was performed under a subcontract with that Offeror and the other Offeror has submitted or is expected to submit a proposal in response to this solicitation.

In this circumstance, the Offeror shall provide the prime contract number and the applicable Government agency points of contact in lieu of the subcontract number and points of contact within the other Offeror’s organization.

The Offeror shall comply with the PPQ requirements in Section L.2.1.5.4 using the Government agency POC identified for the referenced effort.

L.2.1.5.6 Section 6, Small Business Participation Past Performance:
