About this opportunity

This Special Notice announces a draft Request for Proposals from the Defense Health Agency for the fifth-generation TRICARE Managed Care Support Contracts (T-5). The Defense Health Agency seeks to procure administrative and support services to manage health care delivery through private sector providers and integrate that care with the direct medical care system operated by the Military Health System.

The Special Notice provides interested contractors an opportunity to review and comment on the draft RFP requirements, terms, and conditions to help inform the agency's acquisition strategy. Contractors are invited to submit written feedback using the provided Microsoft Excel template by September 18, 2020. Eligible contractors include those capable of fulfilling the scope of managed care support services for TRICARE, the Department of Defense's health care program serving active military, retirees, and dependents. The T-5 contracts will deliver medical services and associated administrative functions to optimize readiness of the medical force and ensure a medically ready force through integrated care programs, network management, and data reporting to support decision-making.

Update #3 · Latest ·

After consideration of feedback from industry, the Government has decided to extend the due date for questions and feedback for the T-5 Draft RFP by two weeks to ensure all interested parties have appropriate time to review the  materials.  The Government respectfully requests initial industry comments on the overall T-5 strategy by 1700 Mountain Time, 18 September 2020 for incorporation into key stakeholder reports.  DHA will extend the due date for additional industry comments and questions until 1700 Mountain Time, 2 October 2020.  If your organization has already responded, please send additional questions or additional clarifications prior to this 2 October 2020 due date and the Government will review and respond to your additional submission.

This announcement starts a Draft Request for Proposals (RFP) for the fifth-generation TRICARE Managed Care Support Contracts (T-5).  This announcement does not constitute a commitment, implied or otherwise that a solicitation will be issued.  This Draft RFP is for planning purposes only and does not commit the Government to any contractual agreements or arrangements.  Proposals are not solicited under this Draft RFP.

Please note that the collection of requested information does not obligate the U.S. Government to incorporate or procure any solicited comments or services. Responses to this announcement will not be returned.  The Government is not liable to pay any costs associated with companies responding to this Draft RFP.

This Draft RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure.  All information received resulting from this Draft RFP will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements.  However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked.

The DHA, at its discretion, may request respondents to this Draft RFP to elaborate on information in their written response in writing or through other means.  Respondents to this Draft RFP will not be notified of any results derived from a review of the information provided.

Additionally, it is the Government’s intent to host a virtual industry forum.  A link to the event will be posted separately at https://beta.sam.gov/.

Background

TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS).  The health care services involved in this acquisition represent a continuing, statutorily defined requirement.  TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199.  The DoD is responsible for administration of medical programs that provide health care to active duty, active duty family members and retired military members and their families as well as family member survivors.  In order to fulfill this responsibility, DoD provides health care directly through military medical treatment facilities (MTFs) or reimburses for care furnished through private sector health care providers.  This acquisition is to purchase administrative and support services for the receipt of health care from the private sector and for the integration of that private sector care with the DoD direct care system.  DHA is reaching out to industry to help inform future Managed Care Support requirements.  T-5 will deliver medical services and associated administrative support services to support the Military Health System’s (MHS) delivery of an integrated care program that optimizes a ready medical force and a medically ready force.  Data resulting from T-5 supports readiness decision-making by the Chiefs of each military service as well as informing the Secretary of Defense with the costs of delivering the benefit.

Information Submission Instructions:

The Government is seeking industry comment on the draft requirements, terms and conditions.  The Government encourages responses from interested parties who are capable of responding to the entire scope of the Draft RFP, as well as interested parties who may have specific expertise in only limited areas of this Draft RFP.

Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Draft RFP.  All costs associated with responding to this Draft RFP will be solely at the responding party’s expense. Qualified, interested parties, should submit information for this request.  All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled  “T-5 Draft RFP Response [ORGANZATION NAME].”  DHA will also accept an "overall" assessment of the RFP in narrative form using Adobe Acrobat or Microsoft Word.  The Government asks that the document be free of logos except for the cover sheet.  Please note that no comments or questions will be adjudicated from this document by the Government.  All comments and questions should be contained in the Excel document.

Only electronic submissions will be accepted.  Each electronic submission shall include:
