MEMORANDUM FOR: T-5 Potential Offerors, HT940220R0005
SUBJECT: T-5 Draft Request for Proposal Release version 1.1
The attached sections of the T-5 Draft Request for Proposal are released for industry review and comment.
1. The Government did not include the evaluation criteria for section H.16 in the original draft.
The Government intends to seek technical proposals and pricing on some, but not all, of the innovations included in this section. The Government seeks input on which innovations industry believes will contribute to the overall goals of T-5 for increased readiness and value.
2. The Government clarified the purpose of section H.17 as it intends, at a future date, to conduct a separate acquisition for competitive demonstrations. The Government seeks input on industry’s participation plans for the H.16 Beneficiary Choice Demonstration and/or the H.17 Competitive Demonstration including considerations for minimum beneficiary populations. Geographic areas for these demonstrations are planned to be released with Draft
RFP #2.
3. All feedback and responses shall be sent to Marcus R. Webb at marcus.r.webb.civ@mail.mil no later than 20 November 2020. Submit questions using the attached spreadsheet for replies from the Government. Comments requested above may be submitted in Adobe Acrobat format and, if necessary, marked confidential and proprietary. The Government will not apply to questions contained in the Adobe Acrobat document.
