About this opportunity

The Department of Defense Education Activity seeks safety aide and attendant services for student transportation in Okinawa, Japan, with proposals due May 19, 2026, under solicitation HE125426QE044. This is an IDIQ firm-fixed-price contract issued as a combined synopsis/solicitation and Request for Quote under FAR Part 12 commercial services, not set-aside for small business.

Place of performance is Okinawa, Japan, with acceptance at DODEA Pacific South District Central Warehouse, Kadena Air Base. The contractor will staff 42 daily Safety Attendant routes serving Pre-K through 2nd grade students (15,120 runs in base year) and 11 daily Safety Aide routes for special education students with IEPs (4,110 runs in base year), with identical quantities across four option years plus a potential six-month FAR 52.217-8 extension. Contract performance runs August 1, 2026, through January 31, 2032, with operations approximately 180 school days annually (August–June, Monday–Friday, 0530–1600 hours). The NAICS code is 485410, School and Employee Bus Transportation.

Personnel must be at least 19 years old, fluent in English and Host Nation language at B1 level (speaking, reading, writing), and hold current First Aid/CPR and Anaphylaxis/EpiPen certifications. All staff require background investigations per DoD regulations with no criminal history of sexual offenses, child-related crimes, felony drug offenses, assault, reckless driving, or civil negligence findings. The contractor must appoint a Primary and Alternate Contract Manager within 40 miles of the installation. Security and safety training covering terrorism awareness, vehicle inspections, surveillance detection, and emergency response is contractor-provided.

Evaluation uses four factors: Staffing Capability, Past Performance, Price, and Representations and Certifications. The Government will award without negotiations using comparative analysis, considering staffing capability to maintain uninterrupted services, personnel availability, contingency planning, past performance recency and relevancy (within three years, minimum one reference from prime contractor), and fair and reasonable pricing. Vendors must submit a completed Non-Disclosure Agreement (Attachment 7) by April 23, 2026, at 11:00 a.m. EDT to receive restricted route lists and commuting area zone information. Questions are due April 28. The contract minimum guaranteed is 376,103.75 Japanese Yen, with maximum quantity of 137,495 runs (base plus 30% increase).

Amendment 2 (issued May 12, 2026) extended the due date to May 19 at 11:00 a.m. EDT, added answers to questions, and updated the Performance Work Statement with revisions highlighted in yellow. All documents must be virus-free, legible, under 10 MB, and submitted in PDF or Microsoft Office formats with CUI markings.
