About this file

This file is a staffing capability questionnaire attachment for a federal contract solicitation requiring Safety Aide and Attendant (SAA) services for student transportation at DoDEA Pacific South District in Okinawa, Japan. The document serves as an evaluation tool for Factor 1: Technical Approach and contains 32 total questions—8 mandatory and 24 optional—that offerors must complete in response to specific staffing requirements.

The mandatory questions require offerors to specify the total number of Contract Managers, Alternate Contract Managers, Safety Attendants, and Safety Aides being proposed, along with staffing strategies addressing adequate daily coverage, contingency plans for unexpected absences or resignations, and details regarding any teaming arrangements with subcontractors or joint venture partners. All personnel must meet minimum requirements including availability by August 1, 2026; English and Host Nation Language proficiency at B1 level (speaking, reading, and writing); minimum age of 18 for Safety Aides and Attendants; and various role-specific qualifications such as installation access, security clearances, CPR/First Aid certification, and background checks. The optional questions allow offerors to demonstrate qualifications exceeding minimum requirements by documenting additional certifications, training, and credentials held by their proposed personnel. Responses to mandatory questions must not exceed 250 words per cell, and blank responses to quantity-based questions will be treated as non-compliant, resulting in an "Unacceptable" rating for Subfactor 1. This template is designed to enable standardized evaluation of each offeror's capacity to staff the contract with qualified personnel meeting government specifications.
