2. Volume I- Factor 1: Staffing Capability

The Vendor shall submit Attachment 2: Volume I - Factor 1- Staffing Capability, adhering to the word limits specified in the Quote Content and Format Instructions.

The Vendor shall complete each of the following tabs in Attachment 2 as follows:

Tab 1 - Staffing Capability

The Vendor must complete any cells, marked in yellow and "required," in Attachment 2. For cells requiring a quantity in each labor category and vehicles to be provided, a blank cell will not be assumed to offer zero quantity - it is assumed to be a non-compliant response. The Vendor may be given a weakness, significant weakness, or deficiency if the yellow cells are not completed due to insufficient information to make a reasonable evaluation and/or if there are discrepancies in the responses provided by the Vendor in this attachment. The Vendor is not required to provide a response to cells marked in purple as responses provided in purple cells may be considered an offering that exceeds the Government's minimum requirements.

The Government may incorporate elements of a Vendor's quote that exceed the Government's minimum requirements or otherwise represent beneficial aspects to the performance of services to the Government. This will typically result in updates to the PWS that incorporate these performance benefits into the awarded contract. Once added to the PWS, they become contractually binding.

The Vendor shall respond to all yellow-highlighted "response required" cells in Attachment 2: Factor 1, Tab 1 - Staffing Capability.

The Vendor's completed Attachment 2 shall provide the Vendor's approach to ensuring continued, uninterrupted student transportation services through effective personnel management. Specifically, the Vendor's quote shall:

- Provide the Vendor's approach in providing qualified personnel to ensure full coverage of all routes identified in Attachment 7(a) Route List that are available by 01 August 2026 and 01 August of each subsequent contract year.

- Provide the Vendor's proposed staffing levels and labor categories (e.g. Contract Manager, Alternate Contract Manager, Bus Drivers) for ensuring sufficient personnel to meet the operational demands outlined in the PWS.

o The Vendor may include information on any additional personnel credentials or qualifications being offered to the Government that exceeds the Government's minimum requirements.

- Provide the Vendor's contingency plans for maintaining continuity of services, minimizing disruptions and ensuring ongoing compliance with PWS requirements despite personnel absences throughout the life of the contract.

- Provide details of the Vendor's teaming arrangements, including roles and responsibilities of each teaming partner in meeting the solicitation requirements, as applicable. If the Prime Vendor plans to utilize sub-contracting/teaming partners in meeting the solicitation requirements, the Prime Vendor must provide a completed Enclosure 3: Letter of Commitment from each subcontracting/teaming partner. Failure to submit a completed Enclosure 3, as applicable, will result in the Vendor's quote being assessed a deficiency and an "Unacceptable" rating for factor 1.

* NOTE 1: Quotes that demonstrate a proactive and well-integrated personnel management strategy may be evaluated more favorably.

**NOTE 2: The Vendor is required to provide responses to the 8 mandatory questions marked in yellow/"response required") cells. For cells requiring a quantity, a blank cell will not be assumed to offer zero quantity - it is assumed to be a non-compliant response. Failure to provide a response to the 8 mandatory questions will result in the Vendor's quote being assessed as "Unacceptable" for factor 1.

The 24 questions marked in purple as "optional" allow the Vendor to provide responses at their discretion. If answered, these questions may offer an opportunity for the Vendor to exceed the government's minimum requirements.

***NOTE 3: The Vendor is limited to a maximum of 250 words for the cells in which an expanded response is required.

3. Volume II - Factor 2: Past Performance.

Past performance will be evaluated to assess the Vendor's ability to successfully perform the contract, based on recent and relevant performance on prior and/or current contracts. The Government will consider information to include, but not limited to, Past Performance Questionnaires (PPQ) (Attachment4) and may consider

Contractor Performance Assessment Reporting System(CPARS) to determine the Vendor's overall record of recency, relevancy and quality.

The Vendor shall submit Volume II Past Performance (Attachment 3), listing no more than three (3) recent contract(s) performed by the prime, subcontractors, or teaming partners acting as prime.

1. Prime Vendor Information. The Prime Vendor must provide at least one (1) past performance reference which it performed as the Prime Contractor or as a Subcontractor/Teaming Partner.

2. Subcontractor/Teaming Information. If a Vendor proposes subcontractors or teaming partners, the Prime Vendor shall provide:

At least one (1) past performance reference for each proposed subcontractor or teaming partner, not to exceed a total of two (2) subcontractor or teaming partner references overall.

Past performance that reflects work performed as a prime, subcontractor, or teaming partner on a prior effort.

Written consent from each subcontractor/teaming partner authorizing the Government to discuss their past performance.

A description of the specific roles and responsibilities each subcontractor/teaming partner will perform under this solicitation in Volume II (Attachment 3), including:

1. The percentage of work each teaming partner will perform;

2. The specific resources each will contribute;

3. A signed Enclosure 3: Letter of Commitment from each subcontract/teaming partner proposed for this effort.

4. Any other relevant details.

To be considered recent, efforts must be ongoing or completed within the last three (3) years preceding the issuance date of the initial solicitation.

To be relevant, the Vendor must demonstrate experience with bus Safety Aide and Attendant services of similar scope, magnitude of effort and complexities that this solicitation requires.

Past Performance Quality. The Vendor's Past Performance information will also be reviewed to determine the quality of the Vendor's performance and general trends in performance, which will also be a factor in the performance confidence assessment.

The Vendor shall demonstrate recent and relevant past performance by completing and submitting Attachment 3 - Volume II- Past Performance.

In the event the Vendor does not have any past performance record, the Vendor shall still submit the Attachment 3 Past Performance quote with a statement that past performance is unavailable.

Questionnaires. Vendors must send Past Performance Questionnaires (PPQ), Attachment 4, to their customer's points of contact (POCs) and instruct them to complete the questionnaire in English. Vendors shall make their best effort to distribute a sufficient number of PPQs. Completed PPQs must be emailed directly by the customer POC to the Contracting Officer and Contract Specialist listed in the questionnaire. PPQs should be received by the Government no later than the solicitation closing date and time. Customer POCs must:

- Indicate the total contract value performed by the Vendor as of the date they received the questionnaire; and

- Provide sufficient detail to allow the Government to assess the relevance and quality of the past performance.

Note: PPQs submitted by the Vendor or included in the quote will not be evaluated.

The Government reserves the right to independently obtain information regarding present and past performance.
