About this file
This is a Questions and Answers document for Solicitation HE125426QE044, addressing clarifications related to a student transportation contract.
The document clarifies six key areas: (1) Contract modifications for increased routes or runs will be addressed through applicable contract clauses at the Contracting Officer's discretion if warranted; (2) Contractors are responsible for transporting safety attendants to designated locations and meeting all Performance Work Statement (PWS) requirements, with the Government neither providing transportation nor restructuring routes to originate from Camp Foster motor pool; (3) The Government will not provide 2.5 hours of Bus Evacuation/Safety Training bi-annually, placing this responsibility on offerors as specified in the PWS; (4) The PWS has been revised and renumbered in Amendment 2, with previously referenced paragraph 2.5.3.1 renumbered to 2.4.3 and 2.4.3.1, requiring offerors to review the amended version; (5) Contractors must develop pricing that accounts for all PWS certification requirements, with no Blood Borne Pathogens certification requirement specified; and (6) Safety Aides and Attendants are responsible for documenting and submitting Student Misbehavior Reports, as clarified in Amendment 2 of the PWS. The Government emphasizes that offerors should not assume additional Government-provided support or training beyond what is explicitly specified in the solicitation documents.

Solicitation HE125426QE044: Questions and Responses
Question 1
Is there a mechanism for the vendor to get an equitable adjustment or modification to the contract if an STO increases the number of runs above what was listed in the solicitation? Example, if there is an increase in the student population or a new school opens during this 5-year contract. How can the vendor increased funding to compensate for new routes/runs?
Government Response
The solicitation reflects the Government’s estimated requirements at the time of issuance. Any changes to scope, including an increase in routes or runs, would be addressed in accordance with the applicable contract clauses. Contract modifications, if warranted, would be issued by the Contracting Officer.
Question 2
Are vendors required to provide vehicles to transport safety attendants to designated locations to meet their buses? There are no references to that requirement in this PWS.
Is it still required, or will the government either provide transportation or have all routes start from the Camp Foster motor pool?
Government Response
The contractor is required to meet all performance requirements of the PWS. The Government will not provide transportation for contractor personnel. The Government will not restructure all routes to originate from the Camp Foster motor pool.
Question 3
Will DoWEA still provide 2.5 hours of Bus Evacuation/Safety Training Bi-Annually?
Government Response
No, the Government will not provide 2.5 hours of Bus Evacuation/Safety Training Bi- Annually. Offerors are responsible for reviewing the solicitation and performing Training responsibilities in accordance with the PWS. Offerors should not assume additional Government-provided training beyond what is specified.
Question 4
Paragraph 2.4.3.2 references a paragraph 2.5.3.1 but that paragraph doesn’t exist in the
PWS.
Government Response
Offerors are advised that the PWS has been revised and renumbered. The revised Performance Work Statement (PWS) is included as an attachment to this solicitation amendment. The document is titled “PERFORMANCE WORK STATEMENT (PWS) Revised in HE125426QE044 Amendment 2” on its cover page.
The referenced subparagraphs have been renumbered as 2.4.3 and 2.4.3.1. Offerors are responsible for reviewing the amended PWS in its entirety, as the previous version is no longer applicable to this requirement.
Question 5
For clarity when computing pricing for the training hours above the required CPR, First Aid, Blood Borne Pathogens and Epinephrine Auto-Injector (Epi-Pen) training hours, it appears that the vendor will require an additional nine (9) hours training. Is it safe to assume that this will add an additional 9 paid hours of training?
Government Response
The Government does not validate or endorse specific pricing assumptions. The manner in which the contractor ensures its personnel meet the PWS’s certification requirements is the Contractor’s internal policy/decision and is outside the scope of the Government.
The Contractor is responsible for reviewing the solicitation and developing pricing that accounts for all requirements identified in the PWS. Regarding the reference to “Blood Borne Pathogens” within the question posed: there is no requirement for contractor personnel to be certified in “Blood Borne Pathogens.” (PWS 3.9)
Question 6
Paragraph 2.1.2.1 and 2.1.2.3 indicate that the driver is responsible for submitting the misconduct report to the COR. Does that mean that it is not the SA/SAA responsibility to document misconduct and submit the report?
Government Response
The PWS has been updated to provide additional clarity. Please see the highlighted changes in Amendment 2 version of the PWS. The Safety Aides and Attendants are responsible for documenting and submitting the Student Misbehavior Report. (PWS
2.1.2.3 and 2.2.2.5)
