The cover letter addresses changes from the 'draft' soliciation' incorporated into the final solicitation.

This document contains the terms and conditions that will govern future contracts for the transportation of DoD passengers, cargo, or a combination of the two.

Individual requirements will request domestic charter airlift from DoD approved air carriers, large and small, in an expedient electronic means. Multiple contract awards are anticipated as a result of this solicitation. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.


The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for a contract moving cargo and passenger requirements under fixed wing FAA Part 121 or Part 135.


Part 121 offerors must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit to the Civil Reserve Air Fleet (CRAF).


NAICS codes 481211 and 481212 apply. The Government will review each offeror's proposal against the following criteria: Price, Technical Capability and Past Performance.


The period of performance will be 1 August 14 through 30 September 14, with up to four 1-year option periods.


A pre-solicitation conference will be held at the Scott AFB, IL 62225, on Tuesday, March 25, 2014. There will be a briefing on the contracting process and requirements, followed by a question and answer session.

If you plan to attend the conference, you must RSVP no later than 4pm (CST) on March 14, 2014 via email to joshua.green@ustranscom.mil. Attendees may require base access. People who have not RSVP will not be granted base access to attend the conference.
