Final RFP Questions and Answers #1
1) The RFP requires “documentation which demonstrates offeror is an approved DOD air carrier for cargo service as determined by the CARB”. Is the AMC survey letter, demonstrating compliance with DOD requirements and recommendation for continued participation in the DOD Air Transportation Program sufficient for this purpose?
Answer: Yes, that will suffice for proof of DOD-approval.
2) How should the offeror respond if the Part 121 aircraft proposed does not accommodate 463L pallets?
Answer: Offeror should state the number of pallet position available based on commercial standards. Make a reference on the spreadsheet use of commercial pallets versus 463L pallets.
3) We are attempting to open and locate forms HQ AMC Forms 82 and 83 along with instructions for the same. The link on the DoD Statement of Intent Form 207 doesn’t get us there. Could you offer guidance or provide them??
Answer: AMC Form 82/83 are only required for FAA Part 121 carriers committing aircraft to the Civil Reserve Air Fleet (CRAF) program. There is no requirement to complete or submit these forms.
4) In the solicitation section “Instruction To Offerors”, page 21, par. “g”. It states that non-DoD approved carriers must provide a signed statement of intent to become DoD approved upon award. We are reading this as a separate requirement from form 207 where we don’t see a signature line. Are we correct in our assumption? If so, we assume this to be a confirmation letter stating our intent and signed by authorized company personnel.
Answer: Yes. A non-DOD approved carrier must submit a letter stating intent to become DOD approved.
5) A current FAA Part 121 DOD approved carrier is exempt from having to submit past performance questionnaires. Please confirm if they are still required to submit at least two contract references.
Answer: FAA Part 121 DOD approved carrier should submit at least two contract references.
6) At the pre-proposal conference it was stated that currently approved DoD carriers are not required to complete the past performance questionnaire (Part III, page 23). Does this refer to just the Past Performance Questionnaire (Part III(2), or the contract references as well (Part
III(1)?
Answer: See Answer to #5.
