About this opportunity

The U.S. Coast Guard has cancelled its solicitation for dockside repair of USCGC WAESCHE FY27 Quarter 2, effective October 16, 2026, via Amendment 002. The vessel is currently engaged in mission duties and will not return to homeport in time for the originally scheduled performance period. A new solicitation with a revised performance schedule will be issued.

The original solicitation, posted July 27, 2026, was a 100% small business set-aside under NAICS 336611 (Ship Building and Repairing), size standard 1,300 employees. Place of performance was Coast Guard Island, Alameda, California. The RFQ scope encompassed 21 definite work items including tank cleaning and inspection, ship service diesel generator overhaul, reverse osmosis system servicing, davit and crane maintenance, deck covering repair and renewal, gas turbine and structural repairs, and equipment installation, with fire prevention support and sea trial assistance. The specification required compliance with Coast Guard Surface Forces Logistics Center standards for welding, preservation, and environmental protection, with detailed quality assurance procedures including pit and ultrasonic thickness measurements for tank inspections. Critical inspection items were mandated within the first 25% of the contract period. Contractors were required to provide fire watch personnel and environmental management oversight.

The contract was structured as a requirements contract with firm-fixed-price task orders. The initial task order covered January 5, 2027 through April 10, 2027, with the ordering period extending through July 10, 2027. Government-furnished property included engine components, hydraulic system equipment, water treatment components, and davit systems valued at $480,000. Offerors were required to submit a detailed price schedule, technical capability plan with Gantt chart and critical path analysis, and a written narrative of no more than ten pages addressing performance risks and scheduling constraints. Required submittals included SAM registration proof, small business certifications, insurance documentation, and a DHS Non-Disclosure Agreement covering Protected Critical Infrastructure Information, Sensitive Security Information, and Other Sensitive but Unclassified materials. Contractors required RAPIDGate credentialing for vessel access. Past performance was evaluated via CPARS ratings or customer-submitted questionnaires across Quality of Product or Service, Timeliness of Performance, and Business Relations. The solicitation number is 70Z08526QLREP0020, with contracting officer Andrew Jacobs (571-607-6149) and contract specialist Jaime Diaz.
