About this opportunity
The Defense Logistics Agency Energy seeks offers for bulk petroleum products under the Inland/East/Gulf Coast/Offshore (IEG) Purchase Program via solicitation SPE602-25-R-0711, with proposals originally due October 3, 2025. This is a partial small business set-aside, with competitive portions for both set-aside and unrestricted quantities across multiple socioeconomic categories.
Place of performance spans delivery locations throughout the United States, including military installations and Defense Fuel Supply Points at Craney Island VA, Houston TX, Jacksonville FL, Charleston SC, Baltimore MD, and over 40 additional distribution facilities nationwide. Delivery methods include tanker, barge, truck, railcar, and pipeline with both FOB Origin and FOB Destination terms depending on location. The ordering period runs from award through March 31, 2027, with delivery April 1, 2026 through March 31, 2027, plus a 30-day carryover.
Four fuel products comprise the procurement: Turbine Fuel Aviation JAA (720,137,719 USG estimated, 466,255,039 USG set-aside to small business); Turbine Fuel Aviation JP5 (207,236,000 USG estimated, 53,429,500 USG set-aside); Turbine Fuel Aviation JP8 (1,000,000 USG estimated, zero set-aside); and Naval Distillate F76 (151,482,000 USG estimated, zero set-aside). NAICS code 324110 applies with a 1,500-employee small business size standard.
The contract is Indefinite Delivery/Indefinite Quantity, fixed-price with Economic Price Adjustment tied to published market indices (Platts Jet Kero, ULSD, Argus). The government will purchase between 75 and 100 percent of estimated quantities. Offers must be submitted electronically via the Offer Entry Tool (OET) with technical acceptability evaluated on compliance with specifications, quality assurance requirements per QAP 52838, delivery capabilities, and sources of supply. Price evaluation uses a Bid Evaluation Model incorporating product cost, transportation rates, additive costs, and laid-down pricing. Payment terms are NET 30 unless exceptions are requested and evaluated with a $0.005011 per USG evaluation factor. Contractors must acknowledge all seven amendments (most recent February 18, 2026) prior to submission.
