About this file

This document is an Equal Value Exchange (EVE) Agreement template for fuel exchange between the Defense Logistics Agency Energy (DLA Energy) and an unspecified exchange partner. The agreement allows for exchanging petroleum products of equal value, recognizing different market values and product price volatility. Potential fuel products include Jet A-1, JetA, JP5, and F76, with specific product specifications referencing military and ASTM standards. The template outlines key exchange parameters such as exchange locations, custody transfer points, shipment methods, and timeframes, which would be customized for each specific exchange.

The agreement includes detailed provisions for handling quantity variations, with any imbalances settled through monetary requests for payment within 30 days, using market reference prices on the delivery date. The exchange partner may be required to provide security through prepayment or a letter of credit commensurate with the fuel's market value. The term of the agreement commences on the last signed date and continues until the exchange completion date, with provisions for amendment by mutual agreement. The document is marked as Controlled Unilateral Information (CUI) and is part of Solicitation #SPE602-25-R-0711, operating under the authority of 10 USC 2922e.
