About this opportunity
The Defense Logistics Agency Energy is seeking to procure annual bulk petroleum supplies for the Atlantic, Europe, and Mediterranean region through this pre-solicitation notice. The procurement covers four types of aviation and naval fuels: Turbine Fuel Aviation (JA1), Turbine Fuel Aviation (JP5), Turbine Fuel Aviation (JP8), and Fuel Naval Distillate (F76). Key contract requirements include a minimum lift guarantee of 75% to drive cost savings, with delivery via tanker and pipeline modes, though FOB Destination tanker offers will not be accepted. The solicitation will be evaluated based on vendors' capability to meet delivery requirements and cost efficiency metrics, with submissions required through the Offer Entry Tool (OET) system rather than traditional hard copy proposals. The deadline to respond to the sources sought notice has been updated to October 31, 2025, at 1:00 PM local Fort Belvoir time, with solicitation documents available exclusively through sam.gov.
This procurement carries no set-aside designations and involves substantial quantities of fuel delivery over a defined period. The tentative requirements total approximately 317.245 million gallons, broken down as follows: JA1 at 173.909 million gallons, F76 at 75.917 million gallons, JP5 at 41.619 million gallons, and JP8 at 25.8 million gallons. The delivery period runs from July 1, 2026, through June 30, 2027, with an additional 30-day carry-over period to accommodate orders placed near the end of the ordering window. The solicitation may expand through supplemental procurements tied to this base award if requirements increase during the delivery period. Vendors interested in submitting offers should familiarize themselves with the OET system in advance, utilizing the available user manual to prepare for submission requirements.
