About this opportunity
The Federal Emergency Management Agency (FEMA) Region 4 is seeking Direct Lease Contractors, Property Managers, and Property Owners to provide furnished, turnkey residential rental properties for temporary housing assistance to disaster-displaced applicants in Kentucky affected by severe storms, straight-line winds, flooding, landslides, and mudslides. The procurement requires properties to meet HUD Housing Quality Standards, be fully furnished with living kits, include utilities, and be located within 60 minutes of damaged dwellings in designated counties. Evaluation will be conducted using a best value approach, with technical approach and past performance combined as roughly equivalent in importance to pricing. The solicitation period for questions and answers ran from October 14-20, 2025, and responses to the Request for Quote are due by October 28, 2025, at 12:00 PM ET.
This solicitation is a Total Small Business set-aside designated for entities meeting FAR and DFARS small business certifications in SAM.gov, with no identified incumbent contractors. The anticipated contract value totals $75,319,468.80 over the full contract period, structured as a Blanket Purchase Agreement with a six-month base period and one optional six-month extension, representing a total potential 12-month period of performance. FEMA currently has identified need for 94 housing units across 14 Kentucky counties (Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Leslie, Letcher, Martin, Owsley, Perry, and Pike), with the largest concentrations in Pike County (36 units), Floyd County (19 units), and Perry County (12 units). Maximum monthly rental rates are established by HUD Fair Market Rent guidelines, ranging from $683 for 1-bedroom units to $1,552 for 4-bedroom units depending on county. The place of performance is Frankfort, Kentucky 40601, with properties required to be located throughout the specified disaster-impacted counties.
