About this opportunity
FEMA is issuing Request for Information (RFI) #70FBR527I00000001 to identify owners of multifamily rental properties for lease and repair as temporary housing under disaster declaration DR-4933-IN, with capability statements due by 5:00 PM EST on November 30, 2026. No set-aside is used. Target properties are in Fayette, Franklin, Henry, or Wayne counties in Indiana, or within 30 to up to 60 minutes commuting distance of the affected areas in the State of Indiana. Eligible properties must have previously been used as multifamily housing and contain three or more rental units, be repairable within a four-month period, and not be located in a flood zone. The governing description states that leases run up to 18 months from the date of declaration, unless extended. FEMA and the State fund repairs, and their value is deducted from the lease value. The eligible applicant pays no rent. The attached draft RFI states that owners must provide all management and maintenance services, waive credit screening for eligible applicants, grant FEMA exclusive use of units with sole discretion over occupant selection, and provide proof of current mortgage standing and ownership. Units must include complete independent living facilities with permanent provisions for living, sleeping, cooking, and sanitation. Submit capability statements by email to Marvin Jennings at marvin.r.jennings@fema.dhs.gov with the subject line "RFI# 70FBR527I00000001 Response: MLR - DR-4933-IN." Phone calls will not be accepted. The RFI is non-binding and responses will be used for market research only.
Notice text

FEMA is seeking owners of rental properties (apartment complexes primarily) that could be potentially repaired to local, state, and federal codes/standards and offered as temporary housing for FEMA applicants in a timely manner for up to 18 months from the date of declaration, unless extended. The properties should be complexes that are able to accommodate a considerable number of people in a single location. Each property must have been previously used as a multi-family housing complex and contain three or more rental units. The site must be repairable within a four-month period and cannot be located in a flood zone. Within this program, there is no rental cost for the eligible applicant. The repair costs are funded by the State/FEMA and the value of these repairs are deducted from the value of the lease agreement between the State/FEMA and the property owner.
