About this file
This Quality Assurance Surveillance Plan (QASP) outlines FEMA's requirements for contractors providing Direct Temporary Lease Housing assistance for disaster-impacted regions, specifically covering Disaster (DR)-4860, (DR)-4864, (DR)-4875-KY, and future presidentially declared disasters. The plan establishes systematic methods for monitoring contractor performance, with key performance objectives including property identification, unit inspections, applicant matching, lease execution, move-in/move-out processes, maintenance, and damage reporting.
The QASP mandates contractors meet specific standards such as providing turnkey residential properties that meet HUD Housing Quality Standards, processing background checks within one business day, completing emergency repairs within six hours, and submitting damage reports within fourteen days of move-out inspections. Acceptable Quality Levels (AQLs) require 95% compliance with HUD standards, 100% completion of inspections and documentation within timeframes, and 100% compliance with emergency repair timelines. The Contracting Officer Representative (COR) will monitor performance through inspections, documentation reviews, performance tracking, and monthly reports, with potential incentives for exceptional performance and disincentives for non-compliance documented in the Contract Performance Assessment Reporting System.
