About this file
This document is a Request for Quote (RFQ) for a Direct Lease in the State of Kentucky, solicitation number 70FBR426Q00000002. The RFQ includes five questions and answers addressing key details about the lease opportunity, covering topics such as Fair Market Rent (FMR), documentation requirements, and pricing submissions. Contractors are invited to submit properties for lease, with specific requirements including compliance with HUD's Housing Quality Standards and federal, state, and local occupancy standards. Contractors must submit a completed Direct Lease Property Inspection Checklist for each unit within 48 hours after award and prior to FEMA's inspection. The solicitation indicates that pricing is only required for counties where properties are being submitted, and early termination fees will be paid during both the base six-month period and any potential six-month extension period, as outlined in the Statement of Work (SOW).

RFQ Questions and Answers (Q&A) Period: October 14 - 20, 2025 ending @4:00 PM ET.
QUESTIONS AND ANSWERS:
1. Q: We are assuming the FMR does not include furniture and is just the base rent- please confirm.
A: Yes, the FMR is a base monthly cost of the unit. The FMR is not inclusive of living kit or furnishing expenses, property management services, nor utilities. The Turnkey Base Monthly Rent is the all-inclusive rate that includes the required expenses outlined in the SOW.
2. Q: Are we able to put the tracking sheet Attachment 1 on an excel sheet for better efficiency?
A: Yes, that is fine. In addition, the Excel version of Attachment 1 is now attached to the solicitation for use. (a new Attachment 1 was replaced)
3. Q: Should Attachment 2 be completed for each of the proposed properties?
A: No, but the Contractor is responsible for ensuring compliance with HUD's Housing Quality Standards and with federal, state, and local occupancy standards for each unit prior to executing lease agreements.
Contractors are required to submit the completed and signed Attachment 2: Direct Lease Property Inspection Checklist HUD Form (for each unit) to FEMA 48-hours after award and prior to FEMA’s inspection of the unit. See page 4 of the SOW for more information on unit inspection requirements.
4. Q: Do we need to provide pricing for all designated counties, or only for those in which we are submitting properties?
A: At this time, only pricing for counties that you are submitting properties for is sufficient.
5. Q: Will lease early termination fees be paid during the six-month extension period, if exercised, or only in the six-month base period?
A: If there is a six-month extension period – early termination fees will be paid, according to the conditions stated in the SOW.
