About this opportunity
The United States Air Forces in Europe - Air Forces Africa seeks a qualified contractor to provide Dining Facility (DFAC) Mess Attendant and Contingency Cook Services at three dining facilities located at RAF Lakenheath and RAF Mildenhall in the United Kingdom under solicitation FA558726Q0007, issued as a Request for Quotation (RFQ). The services encompass food service, table service, cashier operations, sanitation, housekeeping, dishwashing, and waste management at the Knights Table and Hot Pit facilities at RAF Lakenheath and the Gateway facility at RAF Mildenhall, with contingency cook services to be activated on an as-needed basis during emergencies or mobilization. All personnel must maintain ServSafe certification, achieve 95% cashier accuracy, ensure no more than two nonconformances per week, and attain 90% customer satisfaction ratings on professionalism and food quality. The Government will evaluate offers based on technical acceptability (addressing the Performance Plan and Mission Essential Plan subfactors), past performance ratings using the Contractor Assessment Reporting System (CPARS) and past performance questionnaires, and price among technically acceptable offerors. Critical deadlines include questions due by March 20, 2026 at 2:00 PM GMT, a mandatory site visit on March 26, 2026 at RAF Lakenheath, and sealed electronic quotes due by April 10, 2026 at 2:00 PM GMT.
This is an unrestricted full and open competition with no set-aside designations, issued under the Federal Acquisition Regulation for commercial services with NAICS code 722310 and a size standard of $47 million. The contract is structured as a five-year indefinite-quantity firm fixed-price arrangement with a period of performance from May 5, 2026 through May 4, 2031, covering staffing requirements of eight full-time Mess Attendants at Knights Table, eight at Gateway, and five at Hot Pit, with mutually exclusive ordering options for Gateway that allow the Government to select between 4, 6, or 8 Mess Attendants depending on operational needs. Contingency Cooks are estimated at 1-4 per location annually and priced for six-month periods at 40 hours per week, with pricing submitted in the contractor's base business currency and converted at the FY26 exchange rate. The Government furnishes all food, equipment, cleaning materials, utilities, and facilities, while the contractor provides employee uniforms and coordinates training; the incumbent contractor currently provides 3-4 cooks and 1 site manager per facility with no dedicated Mess Attendants, with Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) applicable to this transition. All services are performed at RAF locations in the United Kingdom with estimated daily headcounts of 150-400 at Knights Table, 75-200 at Gateway, and 40-100 at Hot Pit, requiring 365-day operations with varying shift schedules throughout the contract period.
