About this opportunity
The Oregon Army National Guard intends to solicit concessionaire food and beverage services at Kingsley Field Air National Guard Base with a sources sought response due October 30, 2026, and anticipates a total small business set-aside. The Government is conducting market research to determine interest and potential socio-economic set asides under a Non-Appropriated Funds Instrumentality (NAFI) contract using a profit-share model, in which the contractor operates as a commercial enterprise, retains agreed profit after deducting verified operational expenses, and remits a percentage to the Government. The contractor bears strict fiscal liability for all operational, security, and administrative liabilities—including lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines—deducted directly from retained profit.
Performance occurs at Kingsley Field, Klamath Falls, Oregon; base access restrictions apply. Services include specialty beverages, barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machine operations on a cold-shell facility. The contractor must possess financial capability to furnish, install, and maintain all food preparation and beverage dispensing equipment and fund interior utility connections.
Contractors must demonstrate five years of relevant experience in food and beverage retail, convenience concessions, fast-casual dining, or military or institutional food operations, with two or more relevant projects. Personnel must hold current food safety certifications and HACCP protocols per Tri-Service Food Code (AFMAN 48-147 / TB MED 530) with ServSafe-certified supervisory staff and be capable of passing criminal background screenings per DoDI 5200.08 and REAL ID Act requirements for unescorted base access. The Government intends to mandate local living wage rates for employees based on Klamath County living wage rates, which exceed Service Contract Act wage rates. Interested contractors submit completed sources sought response forms via email to jason.rice.27@us.af.mil.
Notice text
The Government is conducting market research to determine interest and potential socio-economic set asides for Concessionaire Services. These services may include specialty beverages, barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machine operations on the intallation at Kingsley Field. Due to the on installation location for these services base access restrictions will apply.
At this time the Government is considering a Non-Appropriated Funds Instrumentality (NAFI) contract established with a profit share model. Under this concession, the Contractor would operate as a commercial enterprise that earns a profit: the Contractor would account for all gross receipts, deduct verified allowable operational expenses (including monthly utility costs), retain a profit as stipulated in the contract, and pay the agreed upon percentage to the Government. The Contractor would be strictly fiscally liable for all operational, security, and administrative liabilities (including lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines), all of which shall be deducted directly from the Contractor's retained profit and shall not reduce the Government's net remittance. Additionally, the Government is considering mandating the contractor to pay a local living wage for employees based on the Klamath County living wage rate. This exceeds the Service Contract Act (SCA) Wage rates.
Interested contractors should reply in email with a completed Sources Sought response form.
