About this file
This is a Request for Quote (RFQ) for Dining Facility Services at Royal Air Force (RAF) installations in the United Kingdom, solicitation number FA558726Q0007, issued by the U.S. Air Force on March 10, 2026. The requirement is for Mess Attendant and Contingency Cook services at three dining facilities: Knights Table and Hot Pit at RAF Lakenheath, and Gateway at RAF Mildenhall, supporting the 48th and 100th Force Support Squadrons. The contract period spans May 5, 2026, through May 4, 2031 (five years), with pricing organized by fiscal year. Offerors must submit sealed electronic quotes by March 25, 2026, at 4:00 PM (local time) to MSgt Kenneth Schleckser and TSgt Roman Pavlovich at the provided email addresses. The offer acceptance period is 120 calendar days. All questions must be submitted in writing by March 20, 2026, at 2:00 PM British Standard Time.
Quote preparation requires three volumes: Technical (15 pages maximum covering performance plan and mission essential plan), Past Performance (5 pages maximum with 3-5 relevant examples), and Price (1 page with completed pricing schedule). Evaluation will be based on technical acceptability (subfactors addressing performance plan understanding and mission essential service continuation), past performance ratings using Contractor Assessment Reporting System (CPARS) and past performance questionnaires, and price among technically acceptable offerors. The contract is unrestricted with a North American Industry Classification Standard (NAICS) code of 722310 and size standard of $47 million. This is an indefinite-quantity contract requiring firm fixed pricing. The contract incorporates FAR and DFARS clauses including those related to payment via Wide Area WorkFlow (WAWF), common access cards for contractor personnel, antiterrorism/force protection requirements, and continuation of essential contractor services. All services are to be performed at RAF locations in the United Kingdom with inspection and acceptance at destination, and invoices should be submitted to the specified DoDAAC codes for each facility.
