About this file
This is a Questions and Answers document addressing inquiries from potential offerors regarding Solicitation FA558726Q0007 for Dining Facility Services at RAF Lakenheath and RAF Mildenhall.
The Government seeks a qualified provider to deliver Mess Attendant and Contingency Cook services at three dining facilities: Knights Table, Gateway, and Hot Pit. Mess Attendant staffing requirements are 8 full-time positions at Knights Table, 8 at Gateway, and 5 at Hot Pit, with Site Managers able to absorb attendant duties when practical. Staffing levels will remain constant with no fluctuations expected for surge events or exercises; however, deployments (3-6 annually) may occur. Under the mutually exclusive CLIN structure, the Government will order either CLIN 0002 (8 mess attendants for Gateway), CLIN 0005 (4 mess attendants), or CLIN 0006 (6 mess attendants) during the initial ordering period. Contingency Cooks are activated via task order on an as-needed basis (estimated 1-4 per location annually) for 6-month periods at 40 hours per week. Daily headcount estimates are Knights Table (150-400 across meals), Gateway (75-200), and Hot Pit (40-100). The contract is structured as a Firm Fixed Price IDIQ with a 5-year ordering period; Task Orders for mess attendants are anticipated annually with 12-month performance periods. Quotes are due 10 April 2026 at 2:00 PM GMT, with pricing submitted monthly on a fixed basis in the contractor's operating currency (converted at FY26 rates). All food, equipment, cleaning materials, and utilities are Government-furnished; contractors provide uniforms and must ensure personnel meet ServSafe certification requirements (most training provided within 30-60 days of employment). Installation access processing requires 6-8 months for UK nationals and under 90 days for US nationals; escorts will be provided during the 60-day transition period beginning 5 May 2026. Site visits are scheduled for 26 March 2026. TUPE regulations apply; offerors should contact Leota Professional Resources International (deveda@lprinternational.com) for incumbent workforce coordination. This is a Full and Open Competition without set-asides, issued through the Department of the Air Force United States Air Forces in Europe.

Sheet1
| QUESTIONS | ANSWERS |
| Section V of the PWS indicates a Level of Effort of 8 Mess Attendant FTEs for Knights Table and Gateway DFACs and 5 FTEs for the Hot Pit. Could the Government please confirm whether these figures represent the total Full-Time Equivalent staffing required for contract performance across all shifts, or if additional staffing is expected beyond this Level of Effort to meet the service requirements? | The plan is to employ 8 Full Time Mess Attendants for Knights Table and Gateway, and 6 Full Time Mess Attendants for the Hot Pit. The exception to this is during ordering period one, where the Government may opt for reduced contract support for the Gateway DFAC using CLIN 0005 or 0006. |
| The PWS requires the contractor to provide site managers for each DFAC location. Could the Government clarify whether the site manager positions should be considered additional to the stated Mess Attendant Level of Effort, or if site managers may be included within the Level of Effort when performing attendant duties as referenced in the QASP? | Only the mess attendants are addressed in the level of effort directly. If the Site Manager is able to fulfill both Mess Attendant duties and Site Manager duties, they can be one person. |
| The solicitation includes alternate CLINs related to Gateway DFAC staffing (CLINs 0005 and 0006). Could the Government please confirm the expected Mess Attendant staffing levels associated with these alternate CLINs so that offerors may ensure accurate pricing? | Among CLINs 0002, 0005 and 0006 the Government will order only one. If CLIN 0002 is used, the contractor shall provide 8 full-time mess attendants. If CLIN 0005 is used, the contracor shall provide 4 full-time mess attendants. If CLIN 0006 is used, the contractor shall provide 6 full-time mess attendants. |
| Appendix A provides sample staffing patterns for meal periods. Could the Government clarify whether offerors must strictly follow the staffing pattern shown, or whether an equivalent staffing approach may be proposed, provided the contractor meets the required Level of Effort and all service performance standards? | The staffing pattern provided in Appendix A is intended to demonstrate the level of contract support desired. Offerors may provide an alternative staffing approach in their Techical Volume that will be subject to review and evaluation for equivilency. |
| Could the Government provide clarification on how frequently DFAC operating hours or staffing levels may change due to exercises, deployments, or other mission requirements? Any historical information regarding surge or extended operating hours would help offerors plan appropriate staffing levels. | Currently Mildenhall has not changed staffing levels due to exercises and have for deployments. For deployments it tends to be 3-6 a year, but this can change as well. Because with our mission set at Mildenhall we can receive surge, we have only opened for 24-hr grab-n-go which has not affected the current contract. |
| The QASP indicates that the contingency cook replaces a military cook on a one-for-one basis and may be scheduled for one shift per day, five shifts per week. Since the dining facilities operate seven days per week, could the Government please confirm that offerors should price the contingency cook CLIN assuming a standard work schedule of approximately five days per week (about 40 hours per week) rather than seven-day coverage? | Cooks will be scheduled to work 5 days per week, full-time (40 hours). |
| Could the Government provide any historical information or estimated frequency regarding the activation of contingency cook services under previous or similar contracts? | Historical information is not available for this however, we anticipate 1-4 replacement cooks may be needed at each/both the Knights Table and Gateway per year. |
| Could the Government clarify the minimum qualifications and experience requirements expected for the following positions: |
• Mess Attendants
• Site Managers
• Contingency Cook
| Additionally, please advise whether any specific food safety certifications or training (e.g., SERV Safe or equivalent) are required prior to contract start or if such training will be provided after award. | All: ServSafe (Mess Attendants & Contingency Cooks) and ServSafe Managers (Site Managers), Food Handlers (Public Health) and SDS training (Cleaning Materials). Most training will be conducted within 30-60 days of employment. | |
| Could the Government provide an estimate of the typical processing time for installation access or background checks for contractor personnel working at RAF Lakenheath and RAF Mildenhall? | It takes between 6-8 months for UK nationals. Because of multiple agencies that need to be involved, and the wait time each agency takes with the package. US nationals will usually take under 90 days. | |
| To assist with transition planning, could the Government provide the current approximate staffing levels (Mess Attendants and supervisory personnel) supporting the three DFACs under the incumbent contract? | The incumbent contract yields each DFAC with about 3-4 cooks, 1 site manager, and 0 mess attendants. | |
| Could the Government confirm that companies located outside the United Kingdom may submit an offer as the Prime Contractor, provided they meet all solicitation requirements and maintain appropriate local subcontracting or teaming arrangements within the UK to perform the required services? | This opportunity is not set-aside for local companies. Provided a contractor is not a Prohibited Source IAW FAR 25.7 and meets all solicitation requirements, they may beconsidered for award. | |
| Could the Government confirm whether contractor personnel uniforms and personal protective equipment (PPE) are expected to be provided by the contractor or will be supplied as Government Furnished Property? | Uniforms for contractor personnel will be supplied by the contractor, see PWS 4.1.9. Government will provide basic PPE (gloves, aprons) however this does not qualify as GFP. | |
| Will the Government provide any transition or mobilization period between contract award and the start of performance on 5 May 2026 to allow the contractor sufficient time to recruit personnel, process installation access, and conduct training? | A 60 day Transition Period will be implemented. See PWS 4.1.14. | |
| The solicitation cover page indicates that offers are due on 25 March 2026 at 4:00 PM local time, while the posting notice states that quotes are due on 10 April 2026 at 2:00 PM GMT. | ||
| Could the Government please confirm the correct deadline for quote submission for this solicitation? | This has been corrected. See Amendment 0001. | |
| TUPE / incumbent labour: Please confirm whether there is any incumbent workforce currently delivering these services that may be relevant for TUPE consideration? If so, is any incumbent labour information available to offerors? | Please reach out to Leota Professional Resources (LRP) International for TUPE coordination. |
HR & Training Manager, Ms. Deveda Spencer - deveda@lprinternational.com Contract structure / pricing schedule: The pricing schedule contains 12-month line items for mess attendant services and 6-month line items for contingency cook services across the ordering periods. Could you please confirm whether the requirement is intended as a multi-year rolling requirement under the contract ordering period, rather than a one-time fixed-term requirement for only 12 months? The contract will be a FFP IDIQ (multi year) contract with an ordering period of 5 years.
Line items for mess attendants are expected to act closer to option years (multiple-year) however, as an IDIQ contract the Government does not guarentee an order is made every year. It is anticipated that each DFAC will receive 1 annual Task Order with a PoP of 12 months to meet the mess attendant requirement subject to availability of funds.
The need for a contingency cook could arise at any time.
| Contingency cook line items: Please confirm whether the 6-month contingency cook CLINs are intended as call-off / task-order-based requirements only, and whether the 6-month quantity shown in the pricing schedule is the pricing basis per potential activation rather than a guaranteed fixed deployment? | Contingency cooks are intended to be activated by task-orders. |
| Could the Government please confirm whether a formal site visit opportunity will be organized for interested offerors before the proposal submission deadline? | See Amendment 0002. Site Visit is scheduled for 26 March 2026. |
| Could the Government please confirm whether TUPE is anticipated to apply to any portion of the services under this requirement? | Please reach out to Leota Professional Resources (LRP) International for TUPE coordination. |
HR & Training Manager, Ms. Deveda Spencer - deveda@lprinternational.com If applicable, could the Government please provide the name of the incumbent contractor(s) currently performing these services at RAF Lakenheath and RAF Mildenhall? Please reach out to Leota Professional Resources (LRP) International for TUPE coordination.
HR & Training Manager, Ms. Deveda Spencer - deveda@lprinternational.com
| Considering the planned service commencement date of 5 May 2026, could the Government please clarify how contractor personnel will be expected to mobilize while installation access approvals are being processed, as installation access approvals may require significant processing time? | FSS DFAC personnel will coordinate to provide escorts while base access is being processed. |
| Please confirm whether temporary access, escorted access, or other interim arrangements may be permitted for contractor personnel during the mobilization period until full installation access approvals are granted. | Escorted Access can be arranged. |
| What is the daily headcount for each facility? | Knights Table - Breakfast : 150, Lunch: 200, Dinner: 150, Midnight Meal: 60 (Knights Table expected to increase, 50-100 per meal, as the DFAC opens to more customers). |

| Please provide historical information regarding surge events or increased feeding requirements that required staffing levels above normal operations. | No fluctuations due to surge events, we are requesting a flat number of personnel. |
| Please confirm whether Appendix A reflects minimum required staffing levels or peak/maximum staffing conditions. | Appendix A reflects the day-to-day staffing levels required. Staffing for mess attendants is not expected to increase or decrease beyond this. |
| Please confirm whether incumbent personnel are expected to continue performance during the transition period or if the incoming contractor is required to fully staff operations at the start of performance. | The existing contract will end 30 May, so there should be 2-3 weeks of overlap however. |

| Please confirm whether quality control inspections may be performed by site managers as part of their assigned duties or if separate dedicated personnel are expected. | Site Managers can be perform quality control inspections. |
| "There appears to be a clerical error and headcount inconsistency between the PWS and Attachment 6 (Price Schedule). On PWS Page 24, the paragraph describing the 6-position requirement is incorrectly labelled as CLIN 0005, which conflicts with the previous paragraph also labelled CLIN 0005 (requiring 4 positions). |
Can the Government confirm that the 6-position requirement on Page 24 is intended to be CLIN 0006, and that CLINs 0002, 0005, and 0006 are mutually exclusive options?" CLIN 0005 requires 4 full-time mess attendants and CLIN 0006 requires 6 full-time mess attendants. This is corrected in Amendment 0001.
Yes, CLINS 0002, 0005, and 0006 are mutually exclusive. Only one of these will be used.
Will the Government provide the estimated total annual man-hours expected for Mess Attendant services at each of the three locations (Knights Table, Gateway, and Hot Pit) to ensure all bidders use a consistent baseline? Knights Table : 16640 Gateway: 16640 Hot Pit: 10400

| Paragraph 1.3.14 [Page 6 of the PWS] requires the Contractor to "dismantle and sanitize" kitchen equipment. Please define the depth of "dismantling" required and specify if the Government or the Contractor bears liability if equipment is damaged during re-assembly. | Breaking down of serving lines and machines . Unless broken deliberately then it would be repaired by CE | |

Please confirm that industrial degreasing and decarbonizing chemicals required for deep cleaning are included in this provision. | Confirmed . All Chemicals need to be cleared through safety . The Government to supply and train before use. | |
| Paragraph 4.7.1 notes unescorted base passes take 90 days, additionally personnel will have to undergo Host Agency Vetting which can take up to 8 weeks. Is it correct to assume that the process for unescorted gate passes will only commence after successful completion of Host Agency Vetting? If yes this will result in up to 150 days of waiting time. The phase-in is only 60 days. Will the Government provide the necessary escorts (per paragraph 4.7.5) to bridge the gap between the start of performance and the completion of background checks? | Yes, escorts will be provided. | |
| We respectfully request an extension of both the submission deadline and the Past Performance Questionnaire (PPQ) return deadline. |
Indeed, we are afraid that several of our Points of Contact, who are required to complete and return the PPQ, may experience delays due to the ongoing conflict situation.
In this regard, we believe a 7-day extension of both deadlines would allow bidders to submit more comprehensive and competitive offers.
| We thank you for your cooperation and understanding. | The Government will not be extending deadline for the PPQ return date. | |
| Are there several dates for site visits and if so what are these and how do we register to visit the site? | The site visit is scheduled for 26 March 2026. Instructions can be found in Amenment 0002 on SAM. Only 1 site visit has been scheduled. | |

CLINs ending in 0001, 0002, 0003 - 8 Mess Attendants + Management CLIN 0005 - 4 Mess Attendants + Management CLIN 0006 - 6 Mess Attendants + Management CLINs ending in 0004 - 1 Cook per order.
| Please clarify whether staffing levels referenced in Appendix A, Section V represent minimum staffing requirements or the full complement required to meet all PWS obligations, including all functions such as cashiers, bussing, cleaning, dishwashing, and food preparation support. | Appendix A. represents the baseline obligation for mess attendants and covers all mess attendant functions (cashiers, bussing, cleaning, dishwashing, and food preparation support). Appendix A. does not represent roles such as the Site Managers, or Quality Assurance roles however, these roles should be considered in pricing mess attendant CLINs. |
| It would be helpful to understand whether pricing is expected to accommodate peak demand scenarios or is based on a defined baseline workload. | Offeror's are responsible for developing their approach to meeting the requirment. |
| Please confirm how requirements exceeding baseline or expected demand levels will be managed commercially, including whether additional staffing or services will be compensated. | The Government does not anticipate exceeding the baseline requirements of the PWS. Any unforseen changes after award will be negotiated accordingly. |
| Could you clarify which party is responsible for determining and adjusting staffing levels to meet PWS performance requirements? | If staffing levels need to be adjusted, a bilateral modification can be made to the contract. |
| Please confirm responsibility and potential consequences where staffing levels prove insufficient to meet performance standards despite reasonable planning. | If the established staffing levels prove insufficient, a bilateral modification can be made to the contract |

| Please clarify the basis for the Contingency Cook requirement and the rationale for the quantity specified in the pricing schedule. | Contingenct cooks will be ordered as needed, usually 1 or 2 at a time for a 6-month work period. The 6-month period in the pricing schedule is the price for 1-cook for 6-months. |
| Please confirm whether Contingency Cooks are part of the base requirement or activated on a task-order basis. | Activated by task order. |
| Please advise how Contingency Cook services will be priced and compensated, particularly where deployment is required for only part of a month. | Cooks are hired for a fixed 6-month period of performance. |
| Please confirm whether the quoted unit cost should account for premium pay conditions such as night work, weekends, and public holidays. | Yes, the government is looking to award a Firm Fixed-Price contract. Quotes need to account for premium pay conditions such as night work, weekends, and public holidays. |
| Please confirm whether TUPE regulations apply to this requirement or whether these are entirely new positions. If TUPE applies, please provide details on the number of existing staff, their roles, pay rates, and employment terms. | Yes. Please reach out to Leota Professional Resources (LRP) International for TUPE coordination. |

| Can the Government confirm that the proposed FFP unit rates will be applied at the task order level, based on quantities ordered, rather than being subject to variable daily or short notice staffing adjustments directed by the Government? | The proposed FFP rate will be applied to the orders in their respective ordering period. No orders will be made for less than a 6 month period of performance. |
| Will staffing levels, schedules, and post requirements used to price the FFP units be contractor determined, or will the Government direct staffing levels, opening hours, or coverage requirements that may vary over time? | Staffing levels for mess attendants will remain the same. |
| Are the estimated quantities provided in the pricing schedule intended to represent reasonable ordering expectations, and will there be any minimum task order quantities or durations to avoid inefficient fractional ordering of labour based services? | Yes, the quantities provided in the schedule are intended to represent the ordering expectations for mess attendants. Each DFAC will receive 1 order, per year, lasting 12 months for mess attendants. Cooks will be ordered as needed. Ordering 1 cook for 6 months should be reflected on the pricing schedule. |
| Please confirm whether surge requirements (e.g., exercises, deployments, or temporary increases in demand) will be: |

| Given the performance is OCONUS, can the Government confirm whether equitable adjustment mechanisms will apply for mandatory statutory labour cost changes outside of anticipated inflationary rates (e.g., UK Government minimum wage, changes to UK employe labor taxes) occurring during the period of performance? | No, FFP with EPA will not apply. This is a FFP contract only. | |
| Staffing Requirement Clarification – Mess Attendants |
With reference to Appendix A (page 23) of the PWS, which states that the Contractor shall provide eight (8) full-time Mess Attendant positions “in the Knights Table and Gateway Dining Facilities,” could you kindly confirm whether:
| • | This refers to a total of eight (8) positions combined across both facilities; and | |
| • | If so, whether the allocation of these positions between the two locations is expected to follow a fixed distribution (e.g., 4 per site), or if the Contractor is expected to manage this flexibly based on operational requirements and shift coverage | This is 8 full-tim mess attendants at Knights Table, 8 full-tim mess attendants at Gateway and 5 full time mess attendants at the Hot Pit. |
| It states at the top Pricing Schedule RAF Lakenheath & RAF Mildenhall, however, there is only one tab named RAF Mildenhall. Could you confirm that the requirements listed in this tab are therefore complete and that we are not missing any additional requirements for RAF Lakenheath? | The Tab labled Mildenhall is for Both Mildenhall and Lakenheath, there are no additional tabs. | |
| In the absence of guaranteed utilization, should offerors base their pricing on full utilization of the quantities provided in the pricing schedule, or are offerors expected to account for potential variability in usage? | Mess attendants should see consistent usage. Offerors should account for variable usage of contingency cooks. |
