About this opportunity

The Defense Information Systems Agency (DISA) is seeking a contractor to provide engineering and sustainment support for the Department of Defense (DoD) Secure Access File Exchange (SAFE) System, a large file transfer service available to DoD and Mission Partners. The solicitation uses a three-phase proposal and evaluation process, with Phases I and II focusing on facility clearance level and technical approach for file transfer capabilities. Contractors must have a Secret facility clearance and provide personnel with interim Secret clearances. The evaluation will use a best value trade-off methodology, with Technical/Management approach being more important than Past Performance, which is more important than Price. Key proposal deadlines include Phase I/II proposals due by December 13, 2024, at 12:00 pm Eastern, and the government intends to provide no more than five offerors with advisory notifications to proceed to Phase III.

The solicitation does not have a specific set-aside designation, and Booz Allen Hamilton is identified as the incumbent contractor. The contract will be awarded as a Firm-Fixed Price contract with a one-year base period from June 30, 2025, to June 29, 2026, and four one-year option periods through June 29, 2030, with a possible six-month extension. The government will provide Government Furnished Property (GFP) including 20 laptops and 20 headphones. The place of performance is Fort Meade, Maryland, and the contract includes requirements for requirements management, tiered support, engineering and development, cybersecurity, contract management, and service analysis tool development. Surge support pricing is capped at 10% of the total contract value, with materials and travel pricing specified in the government plug numbers ranging from approximately $8,000 to $11,500 per year.
