Would the Government please clarify if an encrypted verification document from Defense Counterintelligence and Security Agency (DCSA) National Industrial Security System (NISS) System of Record showing our Facility Clearance Level (FCL) will be acceptable?
Since the DCSA NISS document is marked “For Official Use Only” (FOUO) by the NISS system, it must be encrypted during transmission.
As an alternative, will the Government allow offerors to submit this FOUO document through DoD SAFE?
Another suggestion could be for the offeror to e-mail password protect/encrypt the FOUO document and send a second email with a password to the Government Contracting Officer and/or Contract Specialist under separate cover, prior to the Solicitation due date/time.
Section 1.1 Contract Information, Phase I Evaluation, page 35 of the RFP
The Government will accept an encrypted verification document.
If any offerors require alternate solutions, they should reach out to the Contracting Officer and Contracting Specialist.

For Section 8.2.5 (Government Furnished Property (GFP)) of the Contract Documentation Volume, can the Government confirm what the offeror is expected to provide in response? Is the intention for offerors to acknowledge and accept the GFP listed in Attachment 1?
Section 8.2.5 Government Furnished Property (GFP) (under Section 8.0 Volume VI – CONTRACT DOCUMENTATION VOLUME)
If the contractor has questions about the GFP attachment (Attachment 1) or there is a need to exceed the maximum quantity of the listed items noted in the attachment for performance-based acquisitions, the contractor must request clarification from the contracting officer prior to the due date for receipt of proposal. The contractor shall define the quantity of GFP within the range on the GFP attachment at proposal submission. If a contractor fails to define a quantity of a GFP item in their proposal, the contractor may only receive the minimum quantity of GFP listed in the attachment.
