About this file

This is a Questions and Answers document containing 7 questions related to RFP #HC104725R0002 for the Department of Defense (DoD) Secure Access File Exchange (SAFE) System. The document clarifies several key points: clearance requirements have been updated for subtask 6.2 in the PWS, subcontractor DD254 forms will now be submitted during Phase III instead of Phase II, and subcontractors will require both a Secret Facility Clearance Level (FCL) and DD Form 254.

The Q&A confirms that Booz Allen Hamilton is the incumbent contractor and provides guidance on submitting encrypted verification documents for facility clearances. The government indicates it will determine Phase II rating thresholds during evaluation and will address Past Performance questionnaire submissions through the Phase III Advisory Notice instructions. The opportunity is being managed by the Defense Information Systems Agency (DISA) and uses a three-phase evaluation process for proposals.

Would the Government please clarify if an encrypted verification document from Defense Counterintelligence and Security Agency (DCSA) National Industrial Security System (NISS) System of Record showing our Facility Clearance Level (FCL) will be acceptable?

Since the DCSA NISS document is marked “For Official Use Only” (FOUO) by the NISS system, it must be encrypted during transmission.

As an alternative, will the Government allow offerors to submit this FOUO document through DoD SAFE?

Another suggestion could be for the offeror to e-mail password protect/encrypt the FOUO document and send a second email with a password to the Government Contracting Officer and/or Contract Specialist under separate cover, prior to the Solicitation due date/time.

Section 1.1 Contract Information, Phase I Evaluation, page 35 of the RFP
The Government will accept an encrypted verification document.

If any offerors require alternate solutions, they should reach out to the Contracting Officer and Contracting Specialist.
