About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 is procuring comprehensive audio/visual support and maintenance services for Crestron-based equipment and related AV systems located at the VA Southern Nevada Health Care System in North Las Vegas, Nevada. The contractor must provide quarterly on-site technician visits (up to three days per visit), remote network access support within five business hours, web-based ticket management portals, on-site laptop hosting with Q-SYS 9.6+ designer software, and emergency repair availability within three business days for equipment located in the auditorium and six conference rooms. Key qualifications include Crestron Master Programmer certification, Extron vendor certification, and factory training certifications for specified manufacturers including Blackmagic Design, VADDIO, Sony, Cisco, Samsung, NVX, Ionogeni, and QSC; however, documented hands-on experience with project references and equipment model familiarity will be accepted as equivalent for manufacturers without formal integrator certification programs. Evaluation criteria focus on technical capability (Factor 1), past performance within the last three years (Factor 2), and competitive pricing (Factor 3). Offers are due April 29, 2026 at 10:00 AM PDT, with a mandatory site visit required on April 20, 2026, and a June 15, 2026 performance start date.
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with subcontractor payments restricted to no more than 50% of the government-paid contract amount. The base contract period runs from June 15, 2026 through June 14, 2027, with two optional one-year extension periods available. Payment will be made quarterly in arrears upon submission of properly prepared invoices, with monthly invoicing applicable. QUESTIONS AND ANSWERS:
Is proof of manufacturer certifications required at the time of quote submission on April 27, or can documentation be provided at time of award or prior to the June 15 performance start date?
VA RESPONSE: All certifications must be provided when solicitation is due. No documentation can be provided after offers are due.
Several manufacturers referenced in the PWS specifically Blackmagic Design, VADDIO, and Sony do not offer formal AV integrator certification programs in the same manner as Crestron or Extron. Will documented hands-on experience with the specified equipment (project references, equipment model familiarity, and maintenance history) be accepted as equivalent proof of qualifications for those manufacturers?
VA RESPONSE: Yes, if there are no formal integrator certification programs in the same manner as Crestron or Extron. Verifiable, documented hands-on experience with the specified equipment (project references, equipment model familiarity, and maintenance history) will be accepted as equivalent proof of qualifications for those manufacturers.
